The Communications Regulation Commission (CRC) has received your inquiry regarding the current regulations on software-based Push-to-Talk (PTT) functionality on mobile phones, and particularly, if this functionality is permitted in Colombia.

1. Scope of the present communication

Before responding to your request, it is important to clarify that this Commission, when issuing its opinions, does so in accordance with the provisions of article 28 of Law 1755 of 2015. Consequently, the scope of the statements provided herein will carry the same legal effect as those granted to opinions rendered by administrative authorities. It should be noted that, since these opinions cannot analyze specific and concrete situations, they must refer in a general and abstract manner to the matters addressed in your request.

2. Responses to the specific questions

In order to answer your questions, it must be mentioned that by legal mandate, the CRC is responsible for determining the homologation certificates and standards for mobile terminals operating within the national territory1.

In line with this mandate, the CRC’s requirements for the operation of mobile phones are limited to their compatibility with the frequency bands authorized for IMT in Colombia, as well as compliance with specific radiation standards. As such, these requirements do not include software specifications, there is no requirement regarding the PTT functionality.
