Programa Mundial de Integridad de la FIFA - 2025-2027

Señoras y señores: Nos complace en anunciar la segunda edición del Programa Mundial de Integridad de la FIFA, que comenzará en marzo de 2025 y finalizará en diciembre de 2027. De este modo, reafirmamos nuestro compromiso con el fortalecimiento de la cooperación mundial en la lucha contra la corrupción en el deporte, con especial énfasis en el amaño de partidos.

Este programa se elaborará en colaboración con la Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC), y refleja el compromiso común de velar por los más altos estándares de transparencia y rendición de cuentas en fútbol. El programa se dividirá en tres módulos, cada uno de ellos adaptado a la etapa de desarrollo de las distintas federaciones miembro (FM). Por tanto, se impartirá una formación más específica y pertinente, basada en las necesidades y capacidades actuales de cada FM, y se ofrecerán ponencias de reputados especialistas en derecho e integridad del fútbol, miembros de fuerzas y cuerpos de seguridad, y expertos en la detección y prevención del amaño de partidos de los sectores público y privado. THIS BACKGROUND HAS DEVELOPED THE FIFA GLOBAL

INTEGRITY PROGRAMME (FGIP) IN COLLABORATION

WITH THE UNITED NATIONS OFFICE ON DRUGS AND

CRIME (UNODC).

Following the inaugural edition, FIFA, in collaboration with UNODC, continues in form with the 2nd edition. FGIP mirrors the broader need for global cooperation against corruption in sports by adapting the focus from a broad anti-corruption effort to a concentrated fight against match manipulation. The comprehensive educational program is structured in a new format to reflect different realities and to effectively combat match-fixing. FGIP 2 nd edition, starting in March 2025 and concluding in December 2027, offers a detailed and structured approach to understanding and addressing the issues of match-fixing in sports. The Programme spans three years, each dedicated to a different level of expertise: Standard, Intermediate, and Advanced. Initially, participants will engage in quarterly

These sessions will be two days long with three-hour lessons each day, providing both theoretical knowledge and practical insights. In addition to the online format, there is an onsite practical course where participants can apply their learned skills in real-world scenarios under expert guidance. This unique blend of learning approaches ensures a thorough educational experience. The Programme is delivered by highly reputed experts including football law specialists; officials from FIFA and UNODC; representatives of top sports governing bodies, renowned academic professors, CAS arbitrators, former professional football players, and experts from companies specializing in the detection of match-manipulation. OVERVIEW IN COLLABORATION WITHEquipping each FIFA Member Association (MA) with state-of-theart tools and knowledge resources to tackle match manipulation effectively requires maintaining high standards of quality in the delivery of impactful and accountable resources. Focused on innovation and evidence-based strategies, the FIFA Global Integrity Programme develops specialized training tailored to the specific risks and types of match manipulation that each MA may face, considering their unique capacities, workforce, structural framework, and funding situations. This initiative includes targeted training and workshops designed to provide MA with the essential skills and knowledge to effectively tackle competition manipulation. Additionally, FGIP aims to generate, document, and disseminate case studies, good practices, and lessons learned to enhance the global fight against the manipulation of football matches, ensuring that these resources facilitate proactive and effective interventions.

STANDARD LEVEL This level is designed for MA that have not yet developed a comprehensive integrity policy, are still in the process of determining their optimal organizational structure, or have not yet deployed the necessary resources for effective match fixing prevention. It provides foundational knowledge and tools to begin building these capacities. INTERMEDIATE LEVEL Suitable for MA that have established an integrity policy but have not fully implemented it, or have only partially done so. This level is also for those with a minimal structural setup or limited resources. The training focuses on enhancing the implementation of their integrity policies and strengthening their structural capacities. ADVANCED LEVEL Aimed at MA that have a well-established integrity policy, a solid organizational structure, sufficient resources, and the capacity to effectively tackle match manipulation. This level delves into advanced strategies and practices to further refine and optimize their ongoing efforts against match fixing. The Programme is delivered by highly reputed experts including football law specialists; officials from FIFA and UNODC; representatives of top sports governing bodies, renowned academic professors, CAS arbitrators, former professional football players, and experts from companies specializing in the detection of match-manipulation.

Applicants should fill out the respective application form, which can be found on legal.fifa.com. FGIP applicants are encouraged to enroll in the course level that best matches their MA current structure, skills, and resources dedicated to combating match fixing. The application should be accompanied by a Curriculum Vitae. Letters of recommendation are welcome, but a maximum of two may be submitted. TUITION FEE MA have the right to appoint one person to the FGIP. No tuition fee is due for participants. FIFA will cover meal expenses and the cost of travel to the onsite courses.
