Cette série con tient la quasi-totalité des avant-projets, procès-verbaux, rapports et documents de travail de la Quatorzième ses sion, les rapports des Commissions spéciales qui l'ont préparée, ainsi que les études préliminaires effectuées par le Bureau Permanent. Sa forme et son contenu ont été déterminés par le souci de rendre accessibles à tout intéressé - juge, professeur, avocat, notaire, personne privée ou administration nationale - les travaux qui ont conduit aux projets de conventions élaborés et de con tribuer ainsi à une bonne compréhension des textes adoptés et des motifs qui ont déterminé les solutions consacrées dans les projets. Les textes des projets de conventions établis par la Qua torzième session ainsi que les rapports explicatifs ont déjà été distribués sous forme ronéographiée ; cela a paru présenter un certain intérêt pour les administrations na tionales en vue de leur prise de position sur la signature et ratification éventuelles des conventions elles-mêmes. Leur intérêt a encore été augmenté par le fait que leurs auteurs, désignés par les commissions com pétentes en raison de leur grande autorité personnelle, ont pris soin d'exposer l'économie entière des projets adoptés en rappelant également les motifs qui ont con duit les Commissions spéciales à certaines solutions de base sur lesquelles la Quatorzième session n'a pas tou jours renouvelé la discussion. Le présent tome, combiné en un seul volume avec le tome II relatif à la vente aux consommateurs, comprend tout d'abord des informations générales, telles que la compo sition des délégations, puis les procès-verbaux des Séan ces d'ouverture et de clôture. On y trouvera ensuite le texte complet de l'Acte final de la Quatorzième session. La partie suivante comprend les documents préliminai res ainsi que les conclusions de la Commission spéciale de février 1980 sur les travaux futurs et autres questions générales engageant la politique de la Conférence ainsi que les documents préparatoires, procès-verbaux et do cuments de travail de la Quatrième commission qui s'est occupée de ces questions à la Session plénière. A la fin du présent tome se trouve une bibliographie reprenant entièrement toutes les précédentes bibliographies éditées par la Conférence, et enrichie des références aux ouvra ges et articles nouveaux parus jusqu'au 15 juillet 1982. Des traductions This publication is the first in a séries of four books entitled 'Acts and documents' of the Fourteenth Session, 6-25 October 1980. This séries contains practically ail of the preliminary drafts, minutes, reports and working documents of the Fourteenth Session, the reports of the preparatory Spécial Commissions, and the preliminary studies carried out by the Permanent Bureau. Its form and its content have been determined by the concern to render accessible to ail interested persons - judges, professors, lawyers, notariés, private individuals and nation al administrations - the working materials which led to the draft conventions which have been prepared, and thus to contribute to better compréhension of the texts adopted and of the thinking which determined which solutions were to be embodied in the drafts. The texts of the draft conventions adopted by the Four teenth Session, as well as the explanatory reports, have already been distributed in mimeographed form; that appeared to be désirable from the point of view of the national administrations, in helping them to reach a position on signature and possible ratification of the conventions themselves. The reports have been reproduced in their entirety in this séries. Their importance has been increased still more by the fact that their authors, designated by the compétent commissions because of their great personal authority, have taken care to display the bases of the drafts adopted in their entirety, also pointing out the reasons which led the Spécial Com missions to adopt certain underlying solutions on which

This first book, combined within a single volume with Book II, which deals with consumer sales, includes at the start gênerai information, such as the membership of the délégations and then the minutes of the opening and closing sessions. The complète text of the Final Act of the Fourteenth Session appears thereafter. The subsé quent part includes the preliminary documents for and the conclusions of the Spécial Commission of February 1980 on future work and other gênerai questions dealing with the policy of the Conférence, as well as the pre paratory documents, minutes and working documents of the Fourth Commission, which dealt with thèse ques tions at the Plenary Session. At the end of this book will be found a bibliography entirely incorporating ail of the preceding bibliographies edited by the Conférence, enriched by références to new works and articles which have appeared up to 15 July 1982. Ail of the draft conventions and the décisions have been set down in équivalent English and French texts.
