Le tome II, Protection des enfants, contient tous les documents relatifs à l'élaboration de la Convention concernant la compétence, la loi applicable, la recon­ naissance, l'exécution et la coopération en matière de responsabilité parentale et de mesures de protection des enfants. Le présent tome contient tout d'abord des informations générales telles que la composition des délégations, puis les procès-verbaux des Séances d'ouverture et de clô­ ture. On trouvera ensuite le texte complet de l'Acte final de la Dix-huitième session. Le projet de Convention et les décisions ont été arrêtés en textes français et anglais équivalents La première partie, Matières diverses, contient les docu­ ments préliminaires, les conclusions de la Commission spéciale de juin 1995 sur les affaires générales et la poli­ tique de la Conférence, ainsi que les documents prépara­ toires, documents de travail et procès-verbaux de la Pre­

ments préliminaires, les conclusions de la Commission spéciale de juin 1995 sur les affaires générales et la poli­ tique de la Conférence, ainsi que les documents prépara­ toires, documents de travail et procès-verbaux de la Pre­ mière commission qui a été chargée de ces questions à la Session plénière. Conformément à la pratique habituelle, les interventions faites par les délégations lors des réunions ont été ren­ dues en français ou en anglais selon la langue employée par l'orateur. L'organisation des séances et la rédaction des documents préliminaires sont des activités qui exigent un grand soin et des connaissances approfondies des matières traitées. Nous savons gré à MM. Pelichet et Dyer, anciens secré­ taires généraux adjoints de la Conférence, pour y avoir mis de leur meilleur. Quant aux procès-verbaux les noms des secrétaires rédacteurs responsables de leur rédaction figurent dans la composition du Secrétariat reproduite ci-après. Il arrive souvent que ces jeunes spécialistes accèdent à des postes importants dans leur pays et se retrouvent parmi les délégations. La deuxième partie du tome est relative à la mise en œuvre de la Convention de La Haye du 29 mai 1993 sur la protection des enfants et la coopération en matière d'adoption internationale. A la fin du tome se trouve une bibliographie reprenant entièrement toutes les précédentes bibliographies éditées par la Conférence et enrichie des références aux ouvra­ ges et articles nouveaux parus jusqu'au 15 juin 1999. Tome II - Protection of children contains ail the docu­ ments concerning the drafting of the Convention on Jurisdiction, Applicable Law, Récognition, Enforcement and Co-operation in Respect of Parental Responsibility and Measures for the Protection of Children. This volume includes at the start gênerai information, such as membership of the délégations and then the min­ utes of the Opening and Closing Sessions. The complète text of the Final Act of the Eighteenth Session appears thereafter. The draft Convention and the décisions have been set out in équivalent English and French texts The first part, Miscellaneous matters, includes the preliminary documents for and the conclusions of the Spé­ cial Commission of June 1995 on gênerai matters and policy of the Conférence, as well as the preparatory documents, working documents and minutes of the First Commission, which dealt with thèse questions at the Plenary Session. In accordance with the usual practice, the remarks made by delegates during the meetings were rendered in French or English depending on the language employed by the speaker. The organization of the sessions and drafting of thèse preliminary documents are activities which require great care and profound understanding of the subjects under discussion.
