This volume cpntains practically ail of the documents and the minutes of the discussions of the Extraordinary Session of the Hague Conférence on private interna tional law concerning the Convention on the law appli cable to contracts for the iriterriational sale of goods. This Extraordinary Session was convened after the décision had been taken at the Conference's Fourteenth Session that non-Member States might participate fully in the Conference's work where, by virtue of the subject treated, it was felt that such participation was necessary; since at that same Session the décision was made to include, with priority, in the,Conference's agenda the revision of the Convention of June 15, 1955 on the law applicable to international sales of goods, the décision to open the Conférence to non-Mernber States was immediately put into effect, with' the full accord of thé United Nations Commission for international trade law (UN'CITRAL). Conférence invited thé States Members of UNCiTRAL which were not Members of the Hàgué Conférence to participate in the preparatory meetings of the Spécial Commission andihen later the Netherlands Government, at the request of the Hàgue Conférence, invited ail the States of the world to participate in this Diplomatie Conférence. • ; Because of the Conference's opening to non-Member States, certain practices of the Organization wère changed; thus, contrary to its custom, ail of the docu ments emanating from the délégations and ail of the delegates' remarks were translated, and thèse have been edited in this volume in both of the Conference's officiai languages, English and French. In addition, at the re quest of several délégations, the English and French ver sions have been set out not in parallel columns, but rather on alternate pages, in order to facilitate the photocopying of texts in a single language. In this volume, you will find, first of ail, a number of preliminary documents, including among others a Re port on the law applicable to international sales of goods, drawn up by Mr Michel Pelichet, the Conclusions of the Spécial Commission of December 1982, the draft Convention adopted by the Spécial Commission and the Explanatory Report of Professor Arthur Taylor von Mehren, as well as the comments of the Governments and international organizations on that draft. Following are the minutes and working documents of the First Commission which dealt with the subject-matter, then the minutes and working documents of the Second Commission which dealt with the final clauses, and finally the minutes of the Plenary Session which Avis au lecteur Notice to the readerle projet de Convention, le texte de la Convention adop
