Le tome II, Titres, publié fin 2006, contient la totalité des documents pertinents et procès-verbaux relatifs à l'élabo­ ration de la Convention sur la loi applicable à certains droits sur des titres détenus auprès d'un intermédiaire, adoptée le 13 décembre 2002 et signée pour la première fois le 5 juillet 2006. Le présent tome contient tout d'abord des informations générales telles que la composition des délégations, puis les procès-verbaux des Séances d'ouverture et de clôture de la Dix-neuvième session, suivis du texte complet de l'Acte final de cette session. Suivent les documents préliminaires, les conclusions de la Commission sur les affaires géné­ rales et la politique de la Conférence de mai 2000 et avril 2002, ainsi que les documents préparatoires, documents de travail et procès-verbaux de ces réunions. Les documents relatifs aux affaires générales et à la poli­ tique de la Conférence sont d'un intérêt tout particulier, éclai­ rant la singularité de cette Dix-neuvième Session. Ils reflètent notamment les changements organisationnels opérés par la Conférence pendant cette période, prémices des évolutions institutionnelles qui seront entérinées par la suite par la Vingtième session. Quant à la structure même de la ses­ sion, les Conclusions de la Commission spéciale de mai 2000 reflètent la décision de la Conférence de La Haye de la diviser en deux parties, l'une se tenant en juin 2001 et la seconde en décembre 2002. Les Procès-verbaux ainsi que les conclusions de la réunion d'avril 2002 éclai­ rent la décision des Etats membres de la Conférence de La Haye de laisser mûrir l'avant-projet de Convention sur la compétence, la reconnaissance et l'exécution des juge­ ments étrangers en matière civile et commerciale (le pro­ jet sur les jugements) et de consacrer la deuxième partie de la Dix-neuvième session à l'examen et à l'adoption définitive de la Convention sur la loi applicable à certains droits sur les titres détenus auprès d'un intermédiaire, selon une procédure accélérée. De ce fait, et pour le confort du lecteur, les documents relatifs au projet sur les jugements seront regroupés dans un seul et même volume à paraître des Actes et docu­ ments, consacré aux travaux de la Vingtième session. Le projet de Convention et les décisions ont été arrêtés en textes français et anglais équivalents. This publication is the first of a séries of two volumes entitled Proceedin^s of the Nineteenth Session (20012002). Tome II, Securities, published at the end of 2006, contains ail the documents conceming the negotiation of the Convetnion of 5 July 2006 on the Law Applicable to Certain Riglits in Respect of Securities held with an Intermediary, adopted on 13 December 2002 and first signed on 5 July 2006. This volume, tome I, includes at the start gênerai informa­ tion such as membership of the délégations and then the minutes of the Opening and Closing Sessions. The com­ plète text of the Final Act of the Nineteenth Session appears thereafter. This is followed by the preliminary documents, the conclusions of the Commissions of May 2000 and April 2002 on General Afifairs and Policy of the Conférence, together with the preparatory documents, working documents and minutes of thèse meetings. Attention is drawn to the documents concerning gênerai affairs and policy of the Conférence which explain the spécial character of ihis Nineteenth Session. They refiect in particular the organisational changes implemented by the Conférence during this period, thus marking the start of the institutional developments to be confirmed later by the Twentieth Session. As regards the structure of the Session, the Conclusions of the Spécial Commission of May 2000 confirm the décision taken by the Hague Conférence to divide the Session into two parts, the First Part taking place in June 2001 and the Second Part in December 2002. The minutes and conclusions of Commission I of April 2002 détail the décision by the Hague Conférence Member States to allow the text of the preliminary draft Conven­ tion on jurisdiction, récognition and enforcement of foreign judgments in civil and commercial matters (the Judgments Project) to mature and to dévote the Second Part of the Nineteenth Session to the examination and final adoption

Accordingly, and to aid the reader, the documents con­ cerning the Judgments Project shall be published together in a single volume of the Proceedings of the Twentieth Session. The draft Convention and the décisions have been set out in équivalent English and French texts. In accordance with the usual practice, the remarks made by delegates during the meetings were rendered in French or English depending on the language employed by the speaker. Editing of the Proceedings has been carried out by Ms Sarah Adam and Mme Christelle Gavard, and coordinated by Mme Céline Château.
