This Catalogue comprises the full list of publications issued by the HCCH since it was first convened in 1893. The publications are available on a range of traditional and modern media, including hard copies, simple downloads or e-books. HCCH publications are usually available in at least English, French and Spanish, the three official languages of the HCCH. In many cases, however, the generous support of numerous States and institutions have allowed the publications to be translated into other, non-official languages. The HCCH’s publications cover a wide range of topics reflecting the Organisation’s work in the areas of International Family and Child Protection Law; Transnational Litigation and Apostille; and International Commercial, Digital, and Financial Law. The collection of the HCCH’s Conventions and instruments and the Proceedings of its Diplomatic Sessions are also included in this Catalogue. There are some features of this Edition which are worth mentioning expressly. First, the HCCH’s Secretariat, the Permanent Bureau, has edited the Proceedings of each Session, thus creating an impressive collection of the Actes et documents that chronicles those Sessions. Secondly, the HCCH’s website has been completely revamped, providing simple and efficient access to organisational documents. Visitors to the website will find it easy to navigate to general and specific information compiled for each of the instruments, including the authoritative texts of the HCCH Conventions, full status reports, bibliographies, information concerning authorities designated under each instrument, and a comprehensi ve array of key governance documents which shed light on the operation of the Organisation. The Permanent BureauThe HCCH at a glance A Global Organisation The HCCH currently has 91 Members – comprising States representing all major regions of the globe, as well as one organisation, the European Union. In addition, a number of non-Members have either signed or become Parties to the HCCH Conventions. As a resu lt, the work of the HCCH encompasses over 150 States around the world. Building bridges between legal systems, reinforcing legal certainty and security In an increasingly connected world, people and businesses alike find themselves in situations which are connected to more than one country. In such multi-jurisdictional settings, important questions arise, including which country’s courts are competent to decide possible disputes, which law would those courts have to apply, and how could a judgment given by those courts be enforced in another country. The answers to these rules are provided by a specialised body of rules known as “private international law”. The statutory mission of the HCCH is to work towards the “progressive unification” of these rules. When promulgated, they represent internationally-agreed approaches and important “road signs” that allocate competency, applicable law, and the ability to enforce a foreign judgment. Combined with innovative mechanisms that foster international judicial and administrative co -operation, the rules comprise the HCCH’s multilateral legal instruments. These instruments build strong “bridges” between legal systems in the areas of commercial law and litigation, international civil procedure and child protection as well as in matters of marriage and personal status. An Organisation with a proud history, a strong presence and a bright future The HCCH draws on more than 125 years of experience progressively unifying the rules of private international law, with its origins dating back to 1893 – the year of the first “Hague Conference”, convened by the Dutch government at the behest of T.M.C. Ass er. A Dutch lawyer, scholar and diplomat, Asser would later be awarded the 1911 Nobel Peace Prize for his visionary efforts towards the establishment of what would become a multilateral platform for dialogue and collaboration in the field of private international law. In the following decades, six more Sessions of the Hague Conference would be convened until, at its seventh Session, held shortly after the end of the Second World War, a number of States agreed upon the adoption of a Statute which, upon in its entry into force in 1955, would establish the HCCH as a permanent inter - governmental organisation, governed and funded by its Members, and supported by a multinational secretariat, the Permanent Bureau. Since then, the HCCH works for the progressive unification of the rules of private international law, both through the negotiation and adoption of Conventions and other legal instruments and through the provision of post-Convention services to ensure the effective implementation and operation of its Conventions and instruments.Its many activities are coordinated by the Permanent Bureau, headquartered in The Hague (Netherlands), with a Regional Office for Latin America and the Caribbean in Buenos Aires (Argentina), and a Regional Office for Asia and the Pacific in Hong Kong (China). The Permanent Bureau maintains direct contact with its Members through designated National and Contact Organs, as well as through the many national Central and competent Authorities that have been designated under certain Conventions. Moreover, it develops and maintains strong ties with experts, international governmental and non -governmental organisations, and with profes sional and academic communities. 1. The “Major Publications” Section includes publications that represent the core work of the HCCH, namely the development of instruments for the progressive unification of private international law rules. The publications gathered in this Section are: the Proceedings of the HCCH, a valuable source of information and the principal published work of the Organisation; the Conventions – the result of work carried out by the Diplomatic Sessions resulting in the adoption of the aforementioned Conventions, and the 2 015 HCCH Principles on Choice of

Law in International Commercial Contracts, the first normative soft-law instrument developed by the HCCH and approved in March 2015; and the Explanatory Reports drawn up for each Convention, which are aimed at providing information to the public as to the sense intended by the Diplomatic representatives for a particular Convention. Finally, three other types of “general” publications complete this Section: the Annual Report, aiming at making the HCCH better known; the Brochures, pursuing the goal of providing a concise and useful source of information for practitioners who are working with the Conventions for which brochures have been drawn up; and the last item entitled “Interdisciplinary Publications” is intended to highlight particular publications that could be qualified as “cross -disciplinary” publications, drawn up in the frame of particular circumstances. Such is the case for the Essays in honour of Hans van Loon.1

These publications are more particularly aimed at the authorities of the Members of the HCCH and Contracting States who are charged with applying the Conventions, but can also be a useful source of information for practitioners – judges, lawyers, notaries, social workers – who are working with the Conventions for which they have been drawn up. Finally, this Section includes The Judges’ Newsletter on International Child Protection (published biannually until 2013), which aims to guarantee circulation of information relating to judicial co -operation in the field of international protection of children.
