Revenue Statistics in Asia and the Pacific 2026: KoreaTax-to-GDP ratio OECD classification of taxes and interpretative guide Tax-to-GDP ratio over time Revenue Statistics in Asia and the Pacific 2026 ─ Korea Tax-to-GDP ratio compared to other Asian and Pacific economies and regional averages, 2024 Korea's tax-to-GDP ratio was 25.3% in 2024, above the Asia-Pacific average of 19.7% by 5.6 percentage points. It was below the OECD average (34.1%) by 8.7 percentage points. Data for 2023 are shown for Australia, Japan and Africa average as 2024 data are not available. LAC refers to the average for Latin America and the Caribbean.

The tax-to-GDP ratio in Korea decreased by 1.5 percentage points from 26.9% in 2023 to 25.3% in

2024. From 2007 to 2024, the tax-to-GDP ratio in Korea increased by 2.5 percentage points from 22.8% to 25.3%. The highest tax-to-GDP ratio in this period was 29.7% in 2022, and the lowest 21.5% in 2010.

Figures in the graph and text may be different due to rounding. In the OECD classification the term “taxes” is confined to compulsory unrequited payments to general government. Taxes are unrequited in the sense that benefits provided by government to taxpayers are not normally in proportion to their payments. Regional averages (OECD, LAC, Africa) refer to the 2026 edition of Revenue Statistics in Latin America and the Caribbean, and to the 2025 editions of Revenue Statistics (OECD) and Revenue Statistics in

40 364 Tax structure refers to the share of each tax in total tax revenues. The highest share of tax revenues in Korea in 2024 was derived from social security contributions (30.2%).
