“EL CALENTAMIENTO DE LA TIERRA Y LOS EFECTOS

PERJUDICIALES DEL CAMBIO CLIMÁTICO EN LOS PAÍSES DEL HEMISFERIO” El PRESIDENTE: Esta sesión es para continuar con la consideración de la solicitud de la representación permanente de Antigua y Barbuda para que se incluya en el temario del trigésimo período ordinario de sesiones de la Asamblea General el punto “El calentamiento de la tierra y los efectos perjudiciales del cambio climático en los países del Hemisferio”. Esto está en el documento AG/CP/SUB.TP-29/00. Debo recordar a los señores Representantes que esta Comisión Preparatoria, en sesión celebrada el 24 de abril, acordó con relación a este tema postergar su consideración para ser incluido como parte del proyecto de temario del trigésimo período ordinario de sesiones de la Asamblea General. We apologize for being absent from the last meeting of the Preparatory Committee, which has caused this issue to be forwarded to this meeting today, and we are truly sorry that we have to continue, even though it is past 2:00 p.m. Mr. Chairman, when we proposed this item, we assumed that there would be no objection to its inclusion. This is, in large part, because we signaled almost two years ago that Antigua and Barbuda intended to inscribe this item on the agenda, much in the same way that our colleagues from Argentina inscribed the Malvinas Islands problem and our Bolivian friends placed the Bolivian maritime problem each year on the agenda of the General Assembly. Climate change portends an end to my country’s3existence, as we know it, should sea-level rise and violent storms continue to destroy year after year the valuable infrastructure that allows us to continue our economic development. However, we discern some resistance to an explicit inclusion of the item. My delegation would prefer its explicit inscription on the agenda for discussion on Tuesday afternoon, June 6. Thus, it would follow the two items to which we just made reference. We have also been offered an opportunity to raise the matter under the human security theme. Our reluctance there stems mainly from the absence of an explicit reference to climate change in the paper by our host. Nevertheless, as we pointed out to our host, we are prepared to be guided by our host and, at that time, by the Chair of the Preparatory Committee. Mr. Chairman, we understand that there might be some alteration in the very wording of the topic that we propose for inclusion. We would wish to signal in advance, so that we don’t take the floor a second time, that we are very supportive of an alteration. Tal como lo expresamos en la sesión anterior de la Comisión Preparatoria, mi Delegación quisiera proponer un cambio al título del tema, con la venia del Embajador de Antigua y Barbuda, que sería el siguiente: “Efectos socioeconómicos del cambio climático en los países del Hemisferio”.

El REPRESENTANTE ALTERNO DE MÉXICO: Gracias, señor Presidente. Mi Delegación no tiene costumbre, como una cuestión de principio, de oponerse a la inscripción de ningún tema solicitado por alguna delegación en el temario de la Asamblea General. Sin embargo, quiere dejar sentada en acta su reserva al tratamiento de este tema por las razones que indicaré a continuación. El tema, como su nombre lo indica, es un fenómeno de efectos y consecuencias globales cuyo estudio y tratamiento, por su naturaleza, es de carácter universal. El tema es abordado, en todos sus aspectos, científico, tecnológico, ambiental y político, en la Convención Marco de las Naciones Unidas sobre el Cambio Climático. Dicha convención fue firmada durante la Conferencia de las Naciones

Unidas para el Medio Ambiente y el Desarrollo, celebrada en Rio de Janeiro en 1992, y fue ratificada por un número muy importante de Estados, lo que le permitió entrar en vigor hace ya varios años. La Convención Marco sobre el Cambio Climático trabaja de manera cercana, estrecha y coordinada con un buen número de órganos del Sistema en las Naciones Unidas, entre otros la Organización Meteorológica Mundial, el Programa de las Naciones Unidas para el Medio Ambiente, la Comisión de Desarrollo Sostenible.- 4En tal sentido, el iniciar pláticas y discusiones o, eventualmente, negociaciones sobre el tema en el marco de la Asamblea General de la OEA está, en opinión de la Delegación de México, fuera de cualquier posibilidad real de avanzar sustancialmente en su tratamiento. Nos parece que se incurre en una duplicación innecesaria. Las preocupaciones de la distinguida Delegación de Antigua y Barbuda son perfectamente justificadas, desde luego. Sin embargo, deseo señalar que la misma Convención Marco sobre el Cambio Climático prevé en su estructura mecanismos específicos dirigidos a atender las necesidades y preocupaciones de los pequeños Estados insulares, quienes tienen, incluso, una representatividad como grupo de consulta y de toma de decisiones en el ámbito de esta convención. Quisiera también llamar nuevamente la atención de las Delegaciones sobre el hecho de que no conviene o sería preferible no inscribir temas a última hora en la agenda de la Asamblea, para evitar que no puedan hacerse las consultas adecuadas, como es deseable. My delegation has no objection to the discussion of the topic of climate change in the General Assembly. In fact, the United States has been among those countries that have urged consideration of the problems of climate change in the OAS and other fora. For this specific meeting, we had not seen a need for an agenda item to discuss this topic. We thought that the topic could be covered under discussion of human security. If it is to be included as a separate topic, we would suggest that the title be something like “The socioeconomic and environmental impacts of climate change on the countries of the Hemisphere.” It seems to me to be very difficult to separate socioeconomic and environmental impacts, because there is no way to separate the socioeconomic factors from what’s happening in the environment. Thank you, Mr. Chairman.

My delegation supports the proposal by the distinguished Permanent Representative of Antigua and Barbuda to have this topic included as a separate and recurring item on the agenda of this and subsequent sessions of the General Assembly. We believe that there is sufficient documentation and evidence to warrant a discussion, at the very minimum, of this item. The effects of climate change on the environment can have particularly grave consequences for my country, and we would wish to have the opportunity to have the matter discussed at the highest level. We also support the changes proposed by the Delegation of Venezuela with regards to the title. Thank you.

Quiero hacer unas precisiones, para tratar de ordenar nuestras deliberaciones.- 5En primer lugar, quiero decir que no hay una proposición de que el tema no sea incluido en el temario. Hay una reserva, una declaración, de la distinguida Delegación de México, pero no una oposición formal. ¿Estoy en lo cierto? Todas las Delegaciones que, posteriormente, han hecho uso de la palabra han apoyado la consideración del tema en la Asamblea General.

Segundo, quiero decir que no existe un punto en el temario que hable de la seguridad humana. Eso va a ser parte del diálogo general de los Cancilleres. Sin embargo, aquí estamos hablando de la inclusión de este tema en el temario. Esta es la otra precisión que quería hacer para orientar mejor nuestro debate. Con esto, concedo la palabra a la distinguida Representante Alterna del Canadá. La REPRESENTANTE ALTERNA DEL CANADÁ: Thank you, Mr. Chairman. As host country, Canada fully appreciates and is guided by the decisions and desires of member states to have matters included on the agenda. We would just like to clarify one matter and, perhaps, before that to point one other item out in terms of the considerations and decisions that Canada will take on board. First, we note the reservation made by the Delegation of Mexico in terms of global climate change. The item is dealt with substantively in other fora. That is not to say that it should not be dealt with at the OAS. However, we would flag that this is a meeting of our foreign ministers. In the case of many countries, including Canada, the bailiwick of dealing substantively with global climate change is that of ministers responsible for the environment. We wonder, if this is indeed to be a separate item—

The second point, and it’s a clarification, is that work had long been done in terms of the human security thematic paper in Canada. Our ministry’s views had already been consolidated in terms of aspects that Canada wished to introduce to the human security perspective and things that we might focus on in the initial stages. That certainly does not exclude discussion of the global climate change impact under the broader human security agenda. Canada has constantly supported the concerns of the small island states that have indicated that the security theme is, indeed, multidimensional and multifaceted. We do not wish to exclude any themes. We have noted also that the human security discussions are to take place over two plenary sessions, Monday morning and Monday afternoon. While our minister wanted certain aspects to be brought forward—these were flagged in the paper—there is certainly ample scope in the Monday afternoon session to treat any related theme. We would see climate change and its impact as a quintessential human security theme to be included for discussion in the afternoon without needing separate registration. By the same token, we add that all delegations are welcome to contribute whatever other human security or security issues they consider pertinent to that Monday afternoon discussion, once the initial items that have been flagged and proposed have been dealt with. There is ample time for that. Thank you.

With your permission, Mr. Chairman, my delegation thanks the Delegation of Venezuela for its support and its proposal and the U.S. Delegation for its proposal to further alter the title of the item. We could certainly accept that alteration so that the topic would read: “The socioeconomic and environmental impacts of climate change.” We’d like to respond to our friends from Mexico on the question of this being a last-minute item. We indicated at the very first meeting of the Preparatory Committee that we intended to inscribe this on the agenda, and so we do not believe that it was a last-minute item. We merely wrote after we realized that there was no agreement at the first meeting to include it explicitly on the agenda of the General Assembly, and we would wish to have it included explicitly. Second, as indicated by the Representative of Canada, the fact that the matter is being discussed at the UN does not mean that it cannot be discussed here at the OAS. Clearly, at the United Nations we also discuss human rights, the protection of children, trade and security, and so forth, but we discuss them here at the OAS as well, seeking always a political solution. Third, let me point out that while it is an environmental issue, to the very small islands that are threatened, this is clearly not just an environmental issue. This is a question of survival. It is therefore a political issue, and we think that it deservedly belongs before the foreign ministers. While environmental ministers have some responsibility for making some decisions, the kinds of demands that small island states have made of very large states on this question will require them to make serious political decisions, not just decisions relating to environmental matters. Finally, Mr. Chairman, just let me add that we do see this as a security matter as well, and therefore it would fall very neatly under the question of human security. Yet we believe that if it is not

Yet we believe that if it is not explicitly stated on the agenda, we’re going to encounter some difficulty in having any meaningful discussion on the matter. We want to be able to signal to those ministers and other officials at the General Assembly, who will be putting forward their country’s position, that this item will demand a response from them. At the very least, it should lead, first, to an Assembly resolution and second, to a discussion that Antigua and Barbuda’s Foreign Minister and Prime Minister will very likely lead. And so we want it explicitly stated. Since it does not appear in the human security agenda, as laid out by our friends from Canada, we would wish and hope that our Canadian friends would be extremely generous and allow us this opportunity to put on the agenda this matter that is of extreme importance to us. At the last General Assembly in Guatemala, we also addressed the issue. It took about five minutes, sir, and we think that maybe this might take 15 minutes. We believe that 15 minutes of the General Assembly’s time will not be too burdensome for an issue so important to at least 14 of the member states seated at the table. We thank you very kindly this afternoon for allowing us to speak again, Mr. Chairman.
