REFORMULACIÓN DEL PROGRAMA-PRESUPUESTO PARA 2001

El PRESIDENTE: Observado o quorum regulamentar, declaro aberta esta sessão, que foi convocada para, de acordo com a ordem do dia, considerar a reformulação do orçamento-programa para o ano 2001.

Como é do conhecimento dos Senhores Representantes, no período ordinário de sessões da Assembléia Geral, recentemente realizado em Windsor, Canadá, solicitou-se ao Senhor Secretário Geral, mediante a resolução AG/RES. 1754 (XXX-O/00), que reformulasse o projeto de orçamentoprograma para o ano 2001, com base nas observações formuladas pelos Chefes de Delegação naquela Assembléia e levando em conta as deliberações da Subcomissão de Assuntos Administrativos e Orçamentários e da sessão realizada por este Conselho, em 22 de maio deste ano. No documento AG/CP/doc.620/00, que foi distribuído aos Senhores Representantes, figura a mensagem do Senhor Secretário Geral, na qual se explica a distribuição dos recursos alocados à diferentes áreas da Secretaria-Geral. Gostaria portanto, de oferecer a palavra ao Embaixador Luigi R. Einaudi, Secretário-Geral Adjunto, se quiser ou desejar fazer alguns comentários sobre este assunto.

El SECRETARIO GENERAL ADJUNTO: Thank you, Mr. Chairman. The Secretary General is pleased to present the reformulated program-budget for 2001. As mandated by the Windsor General Assembly [AG/RES. 1754 (XXX-O/00)], the reformulated program-budget totals $76 million. Its contents seek to reflect the priorities of the Organization identified by the member states during meetings of the Preparatory Committee of the General Assembly and the Permanent Council, and during the thirtieth regular session of the General Assembly. The reformulated program-budget also takes into account resolutions and decisions with budgetary implications that were adopted in Windsor, as well as the comments and recommendations of the Board of External Auditors for the year ending December 31, 1999.

As we are all very much aware, the General Assembly also instructed the Permanent Council to convene a special session of the General Assembly to consider the reformulated program-budget no later than October 15, 2000. The General Secretariat pledges its full support to ensure that the special session of the General Assembly is able to approve the program-budget on time, so as not to impede the operations of the Organization and the Secretariat. As noted by the Chair, the reformulated program-budget contains a message from the Secretary General which, among other things, explains the rationale for the composition of the program-budget and the nature of the financial crisis facing the Organization. In this regard, the Secretary General has directed that a plan of action be prepared on the adequacy of current quota income. The Assistant Secretary for Management is here and will make a brief presentation and answer your questions. I do not have much to add to the words the Secretary General wrote within the budget, nor to the comments of the Assistant Secretary General. I would, however, like to make a few administrative comments to help the process and to help representatives to get copies of the budget to their member states and consult as rapidly as possible. As you know, we passed out a more refined methodology earlier in the year, with binders and all. At this time, my budget for binders has been expended, so I would ask that you place your papers in the binders we provided earlier. I would like to highlight that the entire budget, together with the annexes with the details, is now available to you and your countries on the Intranet. We have placed in front of you three pages. The first page looks like this and reads “OAS Intranet” on the top. If you can find that, I will very quickly walk you through so that anyone who has access to the World Wide Web can obtain copies of the budget in all four languages plus the details.

The first page has something circled at the bottom that says http://oasintranet/. You enter through that address on the World Wide Web, and from there you get the page that reads “OAS Intranet” at the top. Then click on the upper right-hand corner where it says “Documents.” That will carry you to the second page before you, which is on the back and has “OAS Intranet” at the top and “documents” below. I have then circled “Proposed Program-Budget 2001 - Reformulated.” If you click on that, you will get the last page, which reads: “Proposed Program-Budget, Please Select Your Language: English, Spanish, French, Portuguese.” You click on whichever language you wish and you will have access to the entire printed document, which is quite thick. In that way, you can forward it, or your

The annex has been published over the last several years only in its original language, so Spanish, French, Portuguese, and English will all be mixed in, depending upon which area of the Secretariat prepared it. But if you click on “Annex,” it will be available to you in all its detail, as it is several hundred pages long. So thank you, Mr. Chairman. I hope that this will expedite the processing of the programbudget so that representatives can forward it or make it available to their countries for consultation very quickly, without having to express mail bulks of paper to their countries at the sacrifice of the member states. Não havendo observações, a Presidência sugere o seguinte procedimento: Primeiro: Agradecer ao Senhor Secretário-Geral por haver apresentado o projeto de orçamento-programa para o ano 2001, reformulado conforme disposto na resolução AG/RES. 17544do Trigésimo Período Ordinário de Sessões da Assembléia Geral. Se não houver objeção, assim fica decidido.

Segundo: Que esta Comissão transmita o projeto de orçamento-programa para o ano 2001 à

Subcomissão de Assuntos Administrativos e Orçamentários da Comissão Preparatória da Assembléia Geral, integrada pelos mesmos membros da CAAP, para que, para os fins previstos no artigo 112, alínea c da Carta da OEA e em conformidade com o artigo 88 das Normas Gerais e com a resolução AG/RES. 1754, considere o projeto de orçamento-programa para o ano 2001. Pergunto novamente se os Senhores Representantes têm alguma observação a fazer. Não havendo, fica assim decidido.

Terceiro: Levando em conta o disposto no artigo 41 do Regulamento da Assembléia Geral, a Presidência sugere que esta Comissão acorde transmitir à Subcomissão de Assuntos Administrativos e Orçamentários da Comissão Preparatória da Assembléia Geral as resoluções com implicações orçamentárias aprovadas no Trigésimo Período Ordinário de Sessões da Assembléia Geral.

Não havendo observações está decidido.

Por último: Sugiro, de acordo com o estabelecido na resolução AG/RES. 1754, que a Subcomissão de Assuntos Administrativos e Orçamentários submeta, se for possível, a esta Comissão, antes de 15 de outubro deste ano, as observações que julgue pertinentes sobre o projeto de orçamento-programa para 2001, a fim de que essas observações sejam submetidas ao conhecimento e consideração do período extraordinário de sessões da Assembléia Geral, a ser convocado oportunamente pelo Conselho Permanente.
