Ramdin, Secretario de la Comisión Preparatoria.- 2APROBACIÓN DEL PROYECTO DE ORDEN DEL DÍA El PRESIDENTE: I am pleased to call to order this meeting of the Preparatory Committee of the thirty-eighth regular session of the General Assembly, convened to consider the items on the order of business, document AG/CP/OD.352/08. [El proyecto de orden del día contiene los siguientes puntos:

INSTALACIÓN DE LA SUBCOMISIÓN DE TEMARIO Y PROCEDIMIENTOS Y ELECCIÓN DE SU PRESIDENTE El PRESIDENTE: We now proceed with the installation of the Subcommittee on Agenda and Procedure and the election of its Chair. The Subcommittee, which is open to the participation of all delegations, should prepare the preliminary draft agenda and the draft agenda of the thirty-eighth regular session of the General Assembly, taking into account the provisions set forth in articles 29, 30, and 31 of the Rules of Procedure of the General Assembly. The Subcommittee should also submit, for the consideration of

preliminary draft agenda and the draft agenda of the thirty-eighth regular session of the General Assembly, taking into account the provisions set forth in articles 29, 30, and 31 of the Rules of Procedure of the General Assembly. The Subcommittee should also submit, for the consideration of this Committee, the draft agenda, with the recommendations on the draft schedule and other procedures, by no later than April 9, 2008. We must try to conform to the regulations, so we expect the recommendations on the draft schedule no later than April 9, 2008. The Chair recommends that the Subcommittee be chaired this year by Ambassador Camilo Ospina, Permanent Representative of Colombia, host country of the thirty-eighth regular session of the General Assembly. If there are no observations, the Subcommittee will proceed with the election of its Vice Chair at its first meeting. It is so agreed. Agreed.- 3INSTALACIÓN DE LA SUBCOMISIÓN DE ASUNTOS ADMINISTRATIVOS Y PRESUPUESTARIOS Y ELECCIÓN DE SU PRESIDENTE El PRESIDENTE: We will now move on to the installation of the Subcommittee on Administrative and Budgetary Matters and the election of its Chair. The Subcommittee is open to the participation of all delegations. The Subcommittee shall review the proposed program-budget for 2009 that the Secretary General must present to this Committee. The proposed program-budget must be presented, with a copy to the Chairman of the Permanent Executive Committee of the Inter-American Council for Integral Development (CEPCIDI), at least 90 days before the start of the General Assembly session, in accordance with Article 90 of the General Standards to Govern the Operations of the General Secretariat; that is, no later than April 30, 2008. Again, I stress the need for us to meet the deadlines

laid down in our rules. The Chair recommends, as is customary, that the Subcommittee be presided by the Chairman of the Committee on Administrative and Budgetary Affairs (CAAP), in this case, once again, the Permanent Representative of Colombia, Ambassador Ospina. If there are no objections to this proposal, it is so agreed. The Subcommittee will elect its Vice Chair at its first meeting. The Representative of Colombia has the floor. El REPRESENTANTE PERMANENTE DE COLOMBIA: Gracias, señor Presidente. Únicamente quisiera agradecer a todos los señores Embajadores y los miembros de las delegaciones por habernos elegido tanto para la presidencia de la Subcomisión de Temario y Procedimientos como para la presidencia de la Subcomisión de Asuntos Administrativos y Presupuestarios. Esperamos cumplir en la debida forma la encomienda que se nos ha hecho. Deseamos reiterar la invitación a la ciudad de Medellín para el mes de junio, donde tendremos el trigésimo noveno período ordinario de la Asamblea General. Estamos absolutamente seguros de que vamos a tener una Asamblea completamente exitosa y en la cual podremos debatir todos los asuntos del Continente en la forma que se requiere y llegar a los acuerdos que la región necesita.
