Let me say right away that we do not have a quorum that will allow us to make decisions, but we have a quorum that allows us to function as a working group. Any decision taken here can be brought back to the full body and confirmed once 18 delegations are in the room, at their places. This meeting was scheduled a long time ago for 9:30 a.m. I know that there was a problem with traffic this morning, but, as I said at the last meeting of the Permanent Council, we need to bring some discipline in here. We are very far behind in our preparatory work for the General Assembly. I know that all of us are very busy, but I am also even busier than most of you because I

DE LA SUBCOMISIÓN DE TEMARIO Y PROCEDIMIENTOS

DEL TRIGÉSIMO OCTA VO PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL El PRESIDENTE: The second item on the order of business is the report of the Chair of the Subcommittee on Agenda and Procedure of the thirty-eighth regular session of the General Assembly, contained in document AG/CP/SUB.TP-154/08. In that regard, I am pleased to give the floor to Ambassador Camilo Ospina, Permanent Representative of Colombia and Chairman of the Subcommittee.

El PRESIDENTE DE LA SUBCOMISIÓN DE TEMARIO Y PROCEDIMIENTOS:

Gracias, señor Presidente. Con mucho gusto me permito informar a esta Comisión el resultado de los trabajos encomendados a la Subcomisión para el trigésimo octavo período ordinario de sesiones de la

Asamblea General, a celebrarse en Medellín. El 23 de enero de 2008, la Comisión Preparatoria de la Asamblea General, dentro de las facultades que le confiere el artículo 60 de la Carta de la OEA, encomendó a la Subcomisión de Temario y Procedimientos elaborar el proyecto preliminar de temario del trigésimo octavo período ordinario de sesiones de la Asamblea General y elevar a la consideración de esta Comisión el proyecto de temario y las recomendaciones y acuerdos alcanzados sobre el proyecto de calendario y otros asuntos de procedimiento. En cuanto al proyecto de temario debo informar a esta Comisión que, conforme a los temas propuestos por las delegaciones, se han incluido todos aquellos identificados en el capítulo C del documento AG/CP/doc.746/08, titulado “Proyecto de temario para el trigésimo octavo período ordinario de sesiones de la Asamblea General”. Debo resaltar que en la sesión celebrada el 13 de febrero de 2008, la Misión Permanente de Bolivia solicitó la inclusión del tema “Informe sobre el problema marítimo de Bolivia”, a la luz de lo indicado en la resolución AG/RES. 989 (XIX-0/89). Por su parte, el Representante de Chile solicitó que se dejara constancia de la declaración que aparece transcrita en el capítulo II, punto 2, del Informe en consideración.- 4En cuanto al proyecto de calendario, vale resaltar que, a solicitud de la Misión Permanente de México, se incluyó en la cuarta sesión plenaria de la Asamblea General, prevista para el martes

3 de junio, el tema “Los derechos humanos de los trabajadores migratorios y de sus familias”. Me corresponde indicar, asimismo, que varias delegaciones se refirieron con preocupación al espacio que se concedería para los diferentes diálogos de los Jefes de Delegación a ser celebrados con anterioridad a la sesión inaugural de la Asamblea General. Por último, señor Presidente, la Subcomisión de Temario y Procedimientos, con base en el Reglamento de la Asamblea General, consideró y acordó hacer a la Comisión Preparatoria las siguientes recomendaciones que regirán el desarrollo del trigésimo octavo período ordinario de sesiones de la Asamblea: En cuanto a la exposición de los Jefes de Delegación para el tema de diálogo “Juventud y Valores Democráticos”, se acordó recomendar que, debido a las restricciones de tiempo que impone el proyecto de calendario de la Asamblea General, las exposiciones de los Jefes de Delegación, a las que se refiere el artículo 18 del Reglamento de la Asamblea General, en ningún caso deberán exceder de seis minutos, duración semejante a la que tendrá la intervención prevista para los representantes de los órganos, organismos y entidades de la OEA a que se refiere el artículo 6 del citado Reglamento. Respecto a la fecha límite para la presentación de nuevos proyectos de resolución,

declaración o recomendaciones relacionados con el temario de la Asamblea General y teniendo en cuenta su iniciativa, señor Presidente, se fijó el 1 de mayo como fecha límite, sin que esta decisión adoptada para agilizar los trabajos preparatorios de la Asamblea General implique una modificación del artículo 37 del Reglamento de esta. Quiero recordar a las delegaciones que al presentar un proyecto de resolución o declaración deben indicar a la Secretaría a qué punto del temario se refiere dicha propuesta. Se acordó, igualmente, recomendar a la Comisión Preparatoria que instruya al Consejo Permanente, o en su caso a la Comisión General de la Asamblea General, que para el caso de proyectos de resolución que tengan implicaciones presupuestarias, tomen las medidas necesarias previstas en el artículo 41 del Reglamento de la Asamblea; es decir, que sean estas consultadas con la Comisión de Asuntos Administrativos y Presupuestarios (CAAP), previa consulta con la CAAP. Conforme el artículo 77 del Reglamento de la Asamblea General, se acordó recomendar a la Comisión Preparatoria que las actas de las sesiones plenarias sean textuales, y para el caso de la Comisión General se recomienda la publicación de actas resumidas, preferiblemente durante la Asamblea General. Se acordó recomendar a la Comisión Preparatoria que solicite a la Secretaría General la publicación en los cuatro idiomas oficiales de la Organización, y de manera inmediata y simultánea, del volumen que registra las declaraciones y resoluciones aprobadas por el plenario de

la Asamblea. Se acordó también que el trigésimo octavo período ordinario de sesiones de la Asamblea General tendrá una duración de tres días continuos, iniciándose con su sesión inaugural el 1 de junio y la clausura se realizará el martes 3 de junio de 2008.- 5Por último, señor Presidente, se recomienda la instalación de la Comisión General que tendrá como mandato:  conocer de aquellas resoluciones, declaraciones o recomendaciones que no habiéndose concluido con su consideración a nivel de Consejo Permanente, se eleven a la Asamblea General para continuar con la nueva negociación, así como cualquier nuevo proyecto que los Jefes de Delegación acuerden transmitir a la Comisión General;  decidir y considerar, de ser el caso, sobre los proyectos, estudios o informes que, a juicio de alguna delegación o del Secretario General, no guarden clara relación con el temario (artículo 40 del Reglamento de la Asamblea General);  considerar los proyectos o actividades con implicaciones presupuestarias antes de ser aprobadas por el plenario de la Asamblea General (artículo 41 del Reglamento de la Asamblea General). Consecuentemente, me permito elevar a conocimiento y consideración de la Comisión Preparatoria de la Asamblea General las sugerencias y recomendaciones acordadas por la Subcomisión de Temario y Procedimientos para el trigésimo octavo período ordinario de sesiones de la Asamblea General, que se transcriben en el capítulo III del Informe en consideración, a los fines previstos en el artículo 60 de la Carta de la OEA y las normas previstas en el Reglamento de la Asamblea General. I also wish to take the opportunity to thank, through you, the Subcommittee on Agenda and Procedure for the timely presentation of the draft agenda and the draft calendar for the thirty-eighth regular session of the General Assembly, which your kind government has so graciously agreed to host. I am pleased to offer the floor to delegations that may wish to make comments on this report. Representative of Brazil, you have the floor. El REPRESENTANTE ALTERNO DEL BRASIL: Muito obrigado, Senhor Presidente. Primeiramente, para agradecer o Embaixador da Colômbia pela apresentação do relatório que acabou de fazer. Tenho algumas dúvidas pontuais a respeito do encaminhamento dos projetos de resolução para as respectivas comissões. Na página 4 da versão em português, o projeto apresentado pela Delegação dos Estados Unidos, “Apoio à cooperação inter-regional”, foi enviado para a Comissão de Assuntos Jurídicos e Políticos? Essa é uma das dúvidas. Essas dúvidas são todas do mesmo.- 6A respeito do item 4 da sessão realizada no dia 15 de abril, letra b, o tema apresentado pela Delegação da República Dominicana, “Educação e direitos humanos na educação formal nas

Américas e o papel de um estudo interamericano de direitos humanos nesta matéria”, pergunto se não seria o caso de enviá-lo à CAJP?

The document before me, unfortunately, was not the latest version, so I was trying to get a feel for exactly what you were referring to. Then I will ask the Secretariat for assistance.

PARA EL TRIGÉSIMO OCTA VO PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL El PRESIDENTE: The next item is consideration of the draft agenda of the thirty-eighth regular session of the General Assembly, document AG/CP/doc.746/08. This draft agenda has been prepared by the Subcommittee on Agenda and Procedure pursuant to articles 29, 30, and 31 of the Rules of Procedure of the General Assembly. Today, we have before us requests from three delegations. The Permanent Mission of Antigua and Barbuda, in document AG/CP/SUB.TP-149/08, is requesting the inclusion of a topic on the draft agenda. I give the floor to the Alternate Representative of Antigua and Barbuda to present this new item.

La REPRESENTANTE ALTERNA DE ANTIGUA Y BARBUDA: Thank you, Mr.

Chairman.- 7Since 1999, my delegation has sought the inclusion of this item, entitled “The socioeconomic and environmental impact of climate change on the countries of the Hemisphere.” We have done so because we are gravely concerned about the impact of changes in global climatic patterns on the countries of the Hemisphere, particularly on our small island developing states

(SIDS).

The latest assessment released by the foremost scientific authority on climate change, the Intergovernmental Panel on Climate Change (IPCC), shows unequivocally that global warming is taking place and is accelerating. That same assessment also indicates that SIDS are very much at the front line of climate change, and its adverse impacts on our people, economies, tourism, and ecosystems are likely to be severe. Mr. Chairman, the Delegation of Antigua and Barbuda is of the view that the member states

of the Organization of American States must continue to add their voices to the call for a reduction of greenhouse gases (GHGs), the acceleration of the transfer and introduction of new technologies that allow for the emissions of cleaner air in the earth’s atmosphere, the move to more widespread use of renewable energy resources, and for the availability of new and additional resources to reduce greenhouse gas emissions. The Delegation of Antigua and Barbuda looks forward to the support of all delegations for the inclusion of this item on the agenda of this year’s General Assembly session. Thank you, Mr. Chairman.

A Delegação do Brasil gostaria de solicitar a inclusão do tema “Formas de discriminação e intolerância” na agenda do Trigésimo Oitavo Período Ordinário de Sessões da Assambléia Geral da OEA. A discriminação e intolerância, em suas múltiplas formas, continua m a fazer parte da realidade de nossa região, dificultando a implementação de políticas públicas que visam a melhoria das condições de vida das pessoas. A Delegação do Brasil considera importante que o tema seja considerado pelo Trigésimo Oitavo Período Ordinário de Sessões da Assambléia Geral, e neste sentido, está em processo de consultas preliminares com algumas delegações com vistas à apresentação de um projeto de resolução sobre o assunto. Neste sentido, a Delegação do Brasil gostaria de pedir o apoio das demais delegações para a inclusão do tema na agenda da próxima Assambléia Geral. Obrigado.

Nuestra Delegación aprovecha esta oportunidad para informar que presentaremos el proyecto de resolución sobre este tema en los próximos días, antes del 1 de mayo, fecha indicada para la presentación de nuevos proyectos de resolución. The General Assembly will start on Sunday, June 1 with the dialogues. Following consultations, as indicated by Ambassador Ospina, there have been some changes to the schedule of the Sunday morning dialogues. The objective is to fulfill the commitment to dialogue with all four identified entities. From 8:00 a.m. to 9:00 a.m. on Sunday morning, heads of delegation and permanent observers will dialogue in a breakfast session at the Hotel Intercontinental, which is where the heads of delegations will be staying. Between 9:00 a.m. and 9:30 a.m., the delegations will be transported to the Plaza Mayor, the convention center where the General Assembly session will be held. Around 9:30 a.m., we will start the first dialogue, which will last for one hour. The second dialogue will start around 10:45 a.m. and last until 11:45 a.m., and the third dialogue will run from 12:00 p.m. to 1:00 p.m. The order of the three dialogues at the Plaza Mayor has not been determined; the suggestion was that it be determined by the Preparatory Committee in this meeting, if representatives so wish, by lot. The Secretariat did not want to determine whether dialogue with civil society, the private sector, or labor representatives would take place first.
