La Delegación de Venezuela decidió retirar este punto del proyecto de temario del trigésimo noveno período ordinario de sesiones de la Asamblea General por lo recargada que está la agenda. No obstante, este es un tema de gran preocupación no solo para Venezuela, sino para toda la región por lo que significan las altas tasas de desempleo. DEL TRIGÉSIMO NOVENO PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL El PRESIDENTE: Our second category will be the inclusion of items on the draft agenda of the General Assembly. We have received requests for the inclusion of the following new topics:  The socioeconomic and environmental impact of climate change on the countries of the Hemisphere, presented by the Delegation of Antigua and Barbuda;  Human rights and the elderly, requested by the Delegation of Chile;  Consumer protection, requested by the Delegation of El Salvador; and  Strengthening the activities of the Justice Studies Center of the Americas, requested by the Delegation of Chile. With respect to the item presented by the Delegation of Antigua and Barbuda, the specific

Having said this, I now offer the floor to delegations that may wish to comment on these topics. Antigua and Barbuda.- 4La REPRESENTANTE ALTERNA DE ANTIGUA Y BARBUDA: Thank you, Mr. Chair. My delegation is pleased to take the floor to address the item currently before us. This is a topic that my delegation has placed on the agenda of the General Assembly for several years. We do so because we believe that through constructive dialogue and collective action, member states can play a role in raising awareness of the impact that climate change is having on the countries of this hemisphere. We believe that it is especially pertinent today as we deal with issues related to the global financial crisis. If resources have to be diverted away from development in rebuilding efforts, we believe that we need to do more to stem the effects of climate change, and so we ask for the support of all delegations in including this item.

The Chair suggests that the Preparatory Committee:

1. Approve the inclusion of the topics proposed by the delegations of Antigua and Barbuda, El Salvador, and Chile in the draft agenda of the General Assembly; and

2. Approve the inclusion of the topic “The socioeconomic and environmental impact of climate change on the countries of the Hemisphere” in the draft schedule as the fourth item to be considered in the fourth plenary session.

We have received a request from the Permanent Mission of Chile that the item entitled “Nonviolence against Women” be renamed “Towards a Culture of Nonviolence against Women.” As you may recall, this item was included in the draft agenda at the request of the Delegation of Chile. I now open the floor to delegations wishing to comment on the subject. The United States has the floor.

Chairman. I have a question about the translation. I don’t see that the name change is appropriate. How can you have nonviolence against someone? It would seem that we would want, as a title, “Developing a Culture of Nonviolence towards Women.” I think there is a mistranslation of the Spanish “hacia.”- 5El PRESIDENTE: Thank you, United States. El PRESIDENTE: I think that that clarifies the matter. There is a problem with the English translation, which the Secretariat will deal with. We have the intention, in Spanish, of the Delegation of Chile, which, I think, is logical and makes sense.

El REPRESENTANTE PERMANENTE DE EL SALVADOR: Muy buenos días. Hemos solicitado la inclusión del punto mencionado –“Protección del consumidor”– en el proyecto de temario del trigésimo noveno período ordinario de sesiones de la Asamblea General. Quisiéramos poder ampliar posteriormente, por considerar que es sumamente importante que este tema sea incluido y discutido durante la Asamblea General.

El REPRESENTANTE PERMANENTE DE EL SALVADOR: A El Salvador le complace

presentar el tema de la protección del consumidor para su inclusión en el proyecto de temario del trigésimo noveno período ordinario de sesiones de la Asamblea General, que se va a celebrar en Honduras. Los Estados Miembros, vía sus misiones permanentes, nos encontramos nuevamente en la dinámica de incorporar en la agenda de la cita de San Pedro Sula aquellas iniciativas, no solo de interés interno, sino también de proyección regional. En esa interacción multilateral en pro del desarrollo económico, político, social, cultural y ambiental, mi país estima que es hora de profundizar y ampliar el compromiso y las acciones que guardan relación directa con la democratización; en otras palabras, la participación y el empoderamiento, el acceso a la justicia, la microeconomía, la economía familiar, la realización de derechos y la protección de los mismos.- 6Señor Presidente, todos somos consumidores. La protección jurídica de los mismos no es un asunto exótico. Es una asignatura que el comercio y el consumo no deben descuidar. El siguiente paso para un involucramiento consecuente en ese campo consiste en fortalecer las convicciones. Primero, en cuanto a que existe margen a fin de potenciar las actividades de la Organización hacia tal fin. Segundo, conviene que la Asamblea General otorgue mandato de desarrollo progresivo orientado a que los autores respectivos, es decir, los Estados, la sociedad civil, los organismos internacionales, exploren modalidades de trabajo conjunto de beneficio para nuestros países, naturalmente. Un paso realista consiste en estudiar la conveniencia de crear mecanismos de cooperación y coordinación, aprovechando la capacidad instalada colectiva con la que contamos; es

La resolución AG/RES. 2401 (XXXVIII-O/08), aprobada por la Asamblea General en su período ordinario de sesiones celebrado en 2008, instó al Grupo de Trabajo sobre Protección al Consumidor para que elabore un plan de trabajo y una agenda a fin de llevar a cabo más discusiones. El Grupo aludido está integrado por funcionarios gubernamentales o representantes nombrados por los Estados; o sea, que nuestras delegaciones y cancillerías cuentan con iniciados en la materia a quienes consultar. De hecho, ya desde 2003 la Asamblea General ha pronunciado interés en el asunto. Los procesos de integración subregional han aportado igualmente al acervo sobre el tema que la iniciativa salvadoreña procura contribuir a sistematizar con un enfoque hemisférico. Circula un proyecto de resolución presentado por esta Delegación, texto que servirá de base para intercambios sustantivos y

fructíferos sobre el particular y que sabrá ser sucinto y orientando a la acción focalizada y realista. Ofrecemos nuestra mejor disposición con este propósito en función del que solicitamos la receptividad y el apoyo de las delegaciones. Muchísimas gracias.

El REPRESENTANTE ALTERNO DE BOLIVIA: Gracias, señor Presidente.- 7No es para presentar un tema o un proyecto de resolución, pero sí tengo instrucciones de mi Gobierno para mencionar, sobre todo teniendo en cuenta un proyecto de resolución planteado por Trinidad y Tobago relativo al tema de la Cumbre, lo siguiente: Trinidad y Tobago está preocupado por la posición boliviana a propósito del documento de la Cumbre de Trinidad y Tobago. Cuando Argentina presentó una resolución… El PRESIDENTE: Perdón, Embajador, pero estamos en Comisión Preparatoria aquí, no en el Consejo Permanente. Usted quiere… porque este asunto no… El REPRESENTANTE PERMANENTE DE BOLIVIA: Solamente quiero plantear lo siguiente: En las resoluciones, por instrucción de mi Gobierno, nosotros no vamos a hacer ningún problema a propósito de menciones al documento de la Quinta Cumbre. En el Consejo Permanente voy a explicar las razones. Gracias.
