En la ciudad de Washington, a las tres y cincuenta y cinco de la tarde del jueves 15 de abril de 2010, celebró sesión la Comisión Preparatoria de la Asamblea General. Presidió la sesión la Embajadora Carmen Lomellin, Representante Permanente de los Estados Un idos y Presidenta de la Comisión Preparatoria. Asistieron los siguientes miembros:

INFORME DEL PRESIDENTE DE LA SUBCOMISIÓN DE TEMARIO Y PROCEDIMIENTOS
La PRESIDENTA: The next item is the report by the Chair of the Subcommittee on Agenda and Procedure on the preparatory work undertaken for the fortieth regular session of the General Assembly. I am pleased to give the floor to the Chair of the Subcommittee, Ambassador Hugo de
Zela, Permanent Representative of Peru.
El PRESIDENTE DE LA SUBCOMISIÓN DE TEMARIO Y PROCEDIMIENTOS: Gracias, Presidenta. Mi informe se referirá a tres temas: proyecto preliminar de temario, proyecto preliminar de calendario y asuntos de procedimiento.
En cuanto al proyecto de temario se refiere, sospecho que no es sorpresa para nadie en esta sala que este ha sufrido algunas modificaciones que la Subcomisión de Temario y Procedimientos tenía que hacer. Además, en la Subcomisión se acordó recomendar a la Comisión Preparatoria que,

En cuanto al proyecto de calendario, ese docum ento fue aprobado en la sesión pasada de la Comisión Preparatoria. Creo que todos han tenido tiempo de estudiarlo suficientemente y que lo han debidamente presentado, así que no me voy a alargar en cuanto a él.- 3En cuanto a asuntos de procedimiento, las decisiones y las recomendaciones que hizo la Subcomisión de Temario y Procedimientos a esta Comisión Preparatoria fueron las siguientes:
Se recomendó que las exposiciones de los Jefes de Delegación no deberán exceder los seis minutos. Vamos a encomendarnos a todos los ánge les para que los Cancilleres nos hagan caso en esto.
En cuanto a la fecha y hora límite para la presentación de proposiciones, se acordó recomendar a la Comisión Preparatoria que se fije el 7 de mayo de 2010, hasta las 17:30 horas, como una fecha indicativa para la presentación de proyectos de resolución, declaración o recomendación, sin que esto implique una modificación del artículo 37 del Reglamento. Es simplemente una recomendación para el mejor ordenamiento de las tareas de la Asamblea.
También se recomendó que las actas de las sesiones plenarias sean textuales y que las de la Comisión General sean actas resumidas.

Por otro lado, se acordó recomendar que el cuadragésimo período ordinario de sesiones de la Asamblea General tenga una duración de tres días continuos, del 6 al 8 de junio de 2010.
Se acordó, asimismo, recomendar la instalación de la Comisión General que tendrá un triple mandato, siendo el primero conocer las resolu ciones, declaraciones o recomendaciones, cuya consideración no se ha concluido a nivel del Con sejo Permanente. Se acordó, además, que se conozca ahí también cualquier nuevo proyecto que los Jefes de Delegación quisieran hacer llegar a esa Comisión General.
La segunda recomendación hecha por la Subcom isión de Temario y Procedimiento a esta Comisión Preparatoria fue la de decidir y considerar sobre los proyectos, estudios o informes que, por iniciativa de alguna delegación o del Secretario General, no tengan una relación clara con el Temario.
La tercera recomendación fue la de conocer los proyectos o actividades con implicaciones presupuestarias antes de ser aprobadas por el plenario de la Asamblea General.
Pongo, pues, a la consideración de la Comisión Preparatoria de la Asamblea General estas recomendaciones de la Subcomisión de Temario y Procedimientos, solicitand o que si usted, señora Presidenta, lo tiene a bien, solicite su aprobación.

Although it was decided that the preliminary dr aft agenda would be approved at a meeting on April 22, I would like to first ask that the Secretar iat ratify all the decisions that were taken on the current draft and to remind delegations that on Apri l 22, we will deal with new agenda items. La SECRETARÍA: Con gusto, Embajadora.- 4La Subcomisión de Temario decidió recome ndar, en la sección B.I. del documento AG/CP/SUB.TP-181 rev. 1, mantener los temas 9, 17 y 51.
En la sección B.II., sustituir la lista de 14 tema s por los temas contenidos en la carta enviada por el Presidente de la CEPCIDI al Presidente de la Comisión de Temario y Procedimientos, contenido en el documento AG/CP.SUB.TP-196/10.
En la sección C, eliminar el tema 2, modificar el tema 3 para eliminar la referencia a la resolución AG/RES. 2497 (XXXIX-O/09) del año 2009, modificar el tema 4 para eliminar la referencia a la resolución AG/RES. 2493 (XXXIX-O/09) e incluir en la sección B.I. el tema Iniciativa Cascos Blancos.
Esas son las recomendaciones.

There being no requests for the floor, the Chair suggests that the preliminary draft agenda for the fortieth regular session of the General Assembly, as presented in document AG/CP/SUB.TP181/10 rev. 2, be approved at the Committee’s next meeting on April 22; and, in compliance with Article 31 of the Rules of Procedure of the Genera l Assembly, the Chair instructs the Secretariat to transmit the document, once approved, to the governments immediately following the April 22 meeting. It is so approved.
I would like to remind delegations that, as establis hed in Article 32 of the Rules of Procedure of the General Assembly, “once the Preparator y Committee has approved the draft agenda, new topics may be included only by the vote of two thirds of the members of that committee, at least 30 days prior to the opening date of the session of the General Assembly.” Likewise, Article 33 of the same Rules establishes that “once the regular session of the General Assembly has begun, only urgent and important matters may be added to the agenda. The admission of such topics shall require the vote of two thirds of the member states.”
We will now consider the preliminary draft sch edule for the fortieth regular session of the General Assembly, document AG/CP/SUB.TP-186/10 re v. 1. This schedule has a functional purpose only, as it falls to the President of the General Assembly, pursuant to Article 15 of the Rules of Procedure, to convene sessions and establish orders of business, among other powers. If there are no comments, the preliminary draft schedule is approved. So moved.
We move on now to the procedural matters recommended by the Subcommittee on Agenda and Procedure. I propose, based on those recomme ndations, that the Preparatory Committee approve the following procedural matters to be submitted to the General Assembly:

Maximum duration of statements by heads of delegation should be six minutes (Article 18 of the Rules of Procedure of the General Assembly).
Deadline for the presentation of proposals is Monday, June 7 at 9:30 a.m. (Articles 20 and 37 of the Rules of Procedure).- 5 - Minutes of plenary sessions will be verbatim and minutes of General Committee meetings will be summary (Articles 20 and 77 of the Rules of Procedure).
The regular session of the General Assembly w ill last from June 6 to 8, 2010 (Article 20 of the Rules of Procedure of the General Assembly).
The General Committee will be installed to consider those resolutions, declarations, or recommendations for which consideration by the Permanent Council has not concluded and have been submitted to the General Assembly for continued negotiation, and of any new proposals that heads of delegation may decide to transmit to the General Committee. The General Committee may also decide upon and consider, as appropriate, any draft study or report that, in the opinion of a delegation or of the Secretary General, is not clearly related to the agenda (Article 40 of the Rules of Procedure).

La Subcomisión de Temario y Procedimientos reco mendó una fecha en el período de los trabajos preparatorios de la Asamblea y a eso se refiere el Embajador de Zela. La fecha a la que se está refiriendo la Comisión Preparatoria es la fecha que va a adoptar, con base en la recomendación de la Comisión Preparatoria a la propia Asamblea, y se aplica una vez que se inicie el período de sesiones.
