En la ciudad de Washington, a las dos y cuarenta y cinco de la tarde del miércoles 23 de marzo de 2011, celebró sesión la Comisión Preparatoria de la As amblea General. La PRESIDENTA: I declare open this meeting of the Preparatory Committee of the fortyfirst regular session of the General Assembly, to be held in San Salvador, El Salvador in June.
I now submit the draft order of business of this meeting, document AG/CP/OD.373/11, for consideration by this Committee.

La PRESIDENTA: As the delegations know, it is customary for the Preparatory Committee of the regular sessions of the General Assembly to install two subcommittees to perform two of the
functions assigned to it by the OAS Charter:

Prepare the draft agenda of each session of the General Assembly; and
Review the proposed program-budget and the draft resolution on quotas and present to the General Assembly a report ther eon containing the recommendations it considers appropriate.
I propose that we proceed in the same way fo r the forty-first regular session of the General Assembly and suggest that we now install th e Subcommittee on Agenda and Procedure. Do delegations agree with the Chair’s proposal? There being no objections, we will proceed.
With the consent of the Committee member s, then, the Subcommittee on Agenda and Procedure is hereby installed and charged with draw ing up the draft agenda for the forty-first regular session of the General Assembly and the reviewing of the appropriate procedures. In due course, this Committee will decide on adoption of the proposed agenda.
However, I should like to remind you that Article 31 of the Rules of Procedure of the General Assembly establishes the following:
Taking into account the observations and pr oposals referred to in Article 29, the Preparatory Committee shall prepare the draft agenda, which shall be transmitted to the governments at least 45 days before the opening date of each regular session of the General Assembly.
To comply with the requirements set forth in the aforementioned article, this Committee must take a decision regarding the draft agenda for the forty-first regular session of the General Assembly in time for that draft to be remitted to the member states by no later than April 21, 2011; that is, 45 days prior to the General Assembly.

La PRESIDENTA: Let us now proceed to install the Subcommittee on Administrative and Budgetary Matters. As the permanent representatives will recall, through resolution AG/RES. 1 (XLE/10), adopted during its fortieth special sessi on on September 30, 2010, the General Assembly agreed to convene a special session of the General A ssembly, to be held by no later than October 31, 2011, in order to consider and adopt the 2012 progr am-budget. Therefore, consideration of the 2012 program-budget will not be included in the agenda of the upcoming regular session.
Nevertheless, the aforementioned resolution AG/RES. 1 (XL-E/10) instructed the Subcommittee on Administrative and Budgetary Matte rs to consider a proposal to the forty-first regular session of the General Assembly to estab lish the overall budget level and the sources of financing for the 2012 program-budget.
We should now, therefore, install the S ubcommittee on Administrative and Budgetary Matters. Do delegations have any comments, or do you agree with the Chair’s proposal? There being no comments, I will proceed. Thank you.

With the consent of Committee members, the Subcommittee on Administrative and Budgetary Matters is hereby installed, and we shall now proceed to elect its Chair. In previous years, this responsibility has been assigned to the Chair of the Committee on Administrative and Budgetary Affairs (CAAP) of the Permanent Council in order to ensure continuity in the treatment of budgetary and administrative matters. I suggest, therefore, that we agree to elect Ambassador Virgilio Alcántara, Permanent Representative of the Dominican Repub lic and Chair of the CAAP, as Chair of the Subcommittee on Administrative a nd Budgetary Matters of the Preparatory Committee of the fortyfirst regular session of the General Assembly.

SALVADOR SOBRE SEGURIDAD CIUDADANA EN LAS AMERICAS Y

La PRESIDENTA: We shall now proceed to install the Working Group to Consider the Draft Declaration and Plan of Action of San Salvador on Citizen Security in the Americas.
As the Committee members know, on March 11, 2011, the Minister of Foreign Affairs of El Salvador presented, on his Government’s behalf, th e draft Declaration and Plan of Action of San Salvador on Citizen Security in the Americas, which was published as document CP/doc.4548/11. The proposal presented by the Government of El Salvador will serve as the basis for the text that the heads of delegation will review during the General Assembly session.

La PRESIDENTA: We will now proceed to establish the order of precedence of the delegations of member states and permanent observers during the forty-first regular session of the
General Assembly.
Pursuant to Article 4 of the Rules of Pro cedure of the General Assembly, the order of precedence of the delegations and the permanent observers for each session shall be established by lot by the Preparatory Committee of the General Assembly.
We shall now draw lots to determine the order of precedence of the member states. I ask that the Secretariat bring the box and request that the Secretariat draw the name.
It is my pleasure to announce that the first place in the order of precedence of delegations of member states pertains to Guyana. The other delegations will follow it in Spanish alphabetical order.

Es solamente para agradecer, en nombre de nuestra Delegación, las decisiones que esta Comisión Preparatoria ha tomado ahora y para asegurarles que El Salvador cumplirá con sus compromisos dentro de los plazos convenientes a los efectos del proceso preparatorio de la Asamblea General. Nuestra Delegación im pulsa las consultas subregionales que permitan conformar dicho proceso, el que, con el apoyo de las delegaciones, una vez iniciado este, tomará la velocidad de crucero en viento en popa, con piloto automático, como debe ser.- 6A efectos de iniciar el proceso de las negociaciones del Grupo de Trabajo, al cual ustedes han sido convocados, me cabe la r esponsabilidad y el honor de actuar en nombre del Representante Permanente de El Salvador, quien, una vez reincorporado a sus funciones, tomará el timón y liderará

En su debido momento formalizaremos esta solicitud.
