Colleagues, the Prepar atory Committee meeting is scheduled for twelve o’clock; however, we can take advantage of our sav ings of time this morning as a result of being so very efficient in the Council. If everyone would be so agreeable as to take their seats, we can deal with the two matters that are before us in the Preparatory Committee
I now call to order this meeting of the Preparatory Committee, convened to consider the items included in the draft order of business before you, document AG/CP/OD.375/11.

PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL
La PRESIDENTA: The consideration of the tw o items that required holding this meeting refer to changes to the draft agenda of the fo rty-first regular session of the General Assembly.
Representatives will recall that that draft agenda was approved by this Preparatory Committee on April 20, 2011.
With regard to changes, I will now read Article 32 of the Rules of Procedure of the General
Assembly:
Once the Preparatory Committee has approved the draft agenda, new topics may be included only by the vote of two thirds of the members of that committee, at least 30 days prior to the opening date of the session of the General Assembly.
That means that we need a two-thirds majority vote in this meeting to approve the proposed amendments.- 3The first item is the proposal from the Delegati on of Canada to withdraw an item from the draft agenda. I now give the floor to the distinguished Delegation of Canada.

As Chair of the Working Group on the Review of OAS Programs, the Delegation of Canada had asked that the item “Amendment to articles 20 and 44 of the General Standards to Govern the Operations of the General Secretariat: Suspen sion of the competition requirement” be withdrawn from the draft agenda of the regular session of the General Assembly. This item was discussed in the Working Group, but we were unable to conclude it, and members requested that we pursue it after June, so we will not be able to present a resolutio n to the General Assembly. This is why we are requesting to withdraw it from the draft agenda.

The understanding of the Chair of the Preparatory Committee is that there are no objecti ons to the information that the Delegation of Canada has just shared with us. Taking that into account, the Chair proposes that “Amendment to articles 20 and 44 of the General St andards to Govern the Operations of the General Secretariat: Suspension of the competition requirement, item 102 on the draft agenda of the forty-first regular session of the General Assembly, document AG/CP/doc.798/11, be removed as requested by the

Thank you very much. The Secretariat has counted 27 votes in favor, which exceeds the twothirds majority. The Chair takes it that there is no need to show a vote “against.” If everyone agrees4with that procedure, we will take it that the Preparatory Committee has voted in favor of the amendment proposed by the Delegation of Canada. So agreed.
The draft agenda of the General Assembly is now amended accordingly, and we will ask the Secretariat to make the appropriate annotation.

La PRESIDENTA: The next item is a request by the Permanent Mission of Bolivia for the inclusion of an item on the draft agenda of the forty-first regular session of the General Assembly.
For the presentation of this item, I am pleased to give the floor to the distinguished Delegation of Bolivia.

Quiero agradecer la atención dada a la solic itud de la Misión Permanente de Bolivia para convocar a esta reunión de la Comisión Preparatoria, con el objeto de considerar la inclusión del tema “Cambio de fecha del cuadragésimo segundo perío do ordinario de sesiones de la Asamblea General” en el proyecto de temario del cuadragésimo pr imer período ordinario de sesiones de la Asamblea General.
Como es del conocimiento de esta Comisión, de acuerdo con la resolución AG/RES. 2615 (XL-O/10) de la Asamblea General de Lima, se tenía previsto la realización del cuadragésimo segundo período ordinario de sesiones de la Asamblea General en la primera semana del mes de junio de 2012. En atención a la coincidencia de fechas con la realización de la Cumbre de Desarrollo Sostenible de las Naciones Unidas, Río + 20, el Gobi erno de Bolivia se permite plantear el cambio de fecha para la primera semana del mes de julio, en el entendido de que no existe ningún impedimento legal reglamentario para este planteamiento.
Me permito poner a consideración de todas las delegaciones la nueva fecha propuesta. Una vez hechas las consultas sobre este cambio de parte de las distinguidas delegaciones con sus respectivos gobiernos, presentaremos un proyecto de resolución para su consideración y aprobación en la Asamblea General.

The Delegation of the United States has no problem with moving the date. The original letter from the Delegation of Bolivia did not include a pr oposed new date, so I was wondering whether the Delegation of Bolivia could tell us the exact dates, because that’s our July 4 weekend.

I would only note that the decision today is not on the date but on including the topic on the draft agenda for discussion and agreement at the General Assembly session. We note, however, th at the information has been requested by the Delegation of the United States.
In order to inform our deliberations and d ecisions at the General Assembly session and to guide our capitals accordingly, it w ill be important for the Delegation of Bolivia to share with members––if not at this Preparatory Committee meet ing, as soon as possible––its proposals as to the possible new dates.

La PRESIDENTA: Thank you very much, Bolivia. The proposed new dates being put forward by Bolivia for the forty-second regular session of the General Assembly are July 1, 2, and 3,
2012. That will be for consideration by delegations during the General Assembly session.
We now need to vote on whether we approve and agree that this item be added to the draft agenda of the General Assembly. I ask for a sh ow of hands in favor of the proposal and that delegations keep their hands up until the Chair indicates that the count is concluded.
Thank you. The Secretariat informs that it has counted 28 votes in favor which, again, exceeds the required two-thirds majority of 24 votes. Visto que se está reuniendo la Comisión Preparatoria, nosotros también quisiéramos solicitar que se considere el retiro del tema “Soberanía, Representatividad y Legitimidad: Dos siglos de participación, elecciones y votos en América Latina”, que estaba incluido en el temario, rep ito, de la Asamblea General a celebrarse en El Salvador.
Pediríamos, por lo tanto, el apoyo para cumplir con las formalidades que nos permitan retirar este punto.

En relación con este asunto, nos complace confirmar que las delegaciones este día pueden todavía hacer uso de las facilidades anotadas con respecto a las reservaciones en condiciones preferenciales, destacando el caso del hotel Sheraton.
