La PRESIDENTA: Thank you very much, collea gues. I am pleased to call to order this meeting of the Preparatory Committee, convened to consider the items on the draft order of business before you, document AG/CP/OD.377/11.

According to our order of business for this afternoon, we need to agree on the following items with respect to the forty-first special session of th e General Assembly: the draft agenda, the order of precedence of delegations, the order of precedence of the permanent observers, the duration of the session, the deadline for the presentation of proposals, and the minutes of the session.

I would like to recall that articles 20, 23, 27, 28, 35, and 42 of the Rules of Procedure of the General Assembly address each of these matters. I will not read those articles because I’m sure you are all very familiar with them.

ACUERDO SOBRE EL PROYECTO DE TEMARIO DEL CUADRAGÉSIMO PRIMER

PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL

La PRESIDENTA: May I submit for your consideration the draft agenda of the forty-first special session of the General Assembly, contained in document AG/CP/doc.813/11. It contains four items:- 31. Election of the President;

2. The formal adoption of the agreements reached by the Preparatory Committee: š Report of the Preparatory Committee;

3. The report of the Secretary General on credentials; and

4. Consideration of the lifting of the suspension of Honduras to exercise its right to participate in the Organization.

ACUERDO SOBRE EL PROYECTO DE CALENDARIO DEL CUADRAGÉSIMO PRIMER

PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL

La PRESIDENTA: The next item on our order of business is agreement on the draft schedule, which follows very closely the agenda that was just approved. It contemplates one plenary session to deal with the four matters, to begin at 9:30 a.m., and then a closing session.

Era para trasladar una preocupación de algunas delegaciones con respecto al horario de inicio del miércoles 1 de junio, de la primera sesión plenaria. La PRESIDENTA: Thank you, Ambassador. The Chair had proposed 9:30 a.m., considering that both the Secretariat and––more importantly, perhaps––the delegations all need to make their own preparations to depart for San Salvador. Many of the arrangements that were already in place are now being postponed by at least one day in order to facilitate the holding of the special session of the

General Assembly on June 1.

Considering the importance of the subject, and in order to allow as much time as possible for all delegations to be able to intervene, if they so wish, it was proposed to start a little bit earlier so that

En muchos de nuestros países allá en el sur los vuelos están llegando por la mañana y tene mos previsto que haya una alta participación de las autoridades de la Argentina. Por este motivo solicitamos expresamente que, por favor, se pueda al menos postergar el inicio de la reunión para las diez de la mañana a los efectos de que así nuestras máximas autoridades estén presentes y a tiempo.

Cree mos que el facilitar un inicio a las diez de la mañana va a contribuir efectivamente a que nuestras autoridades, que tienen que viajar desde el sur del Continente, puedan estar aquí, lo que permitirá también que haya una participación mayor de nuestras autoridades en dicha Asamblea General.

La PRESIDENTA: We will now proceed to establish the order of precedence of the delegations of the member states and of the permanent observers during the forty-first special session of the General Assembly.

Pursuant to Article 4 of the Rules of Pro cedure of the General Assembly, the order of precedence of the delegations for each session shall be established by lot by the Preparatory Committee of the General Assembly. The order of precedence of the permanent observers shall be established in the same manner.

We shall now draw lots to determine the order of precedence of the member states. I invite the Delegation of the United States to be so kind as to select for us.

La PRESIDENTA: We will now consider the minutes of the sessions and meetings in accordance with articles 20 and 77 of the Rules of Procedure of the General Assembly. I respectfully propose that we follow usual procedure and that the minutes for the plenary sessions be verbatim. It is so agreed.

La PRESIDENTA: The last procedural matter we have to decide on is the duration of statements by heads of delegation, in accordance with Article 18 of the Rules of Procedure of the General Assembly. Again, considering the very short timeframe that we have now set for the special session, the Chair would respectfully suggest a ma ximum of six minutes for each intervention by heads of delegation. There being no requests for the fl oor, the Chair thanks you for agreeing. It is so agreed.

We have concluded the matters that are before us, and we are now on “Other business.” If any delegation would like to speak to any other matter, the floor is open.
