RECOMENDACIÓN NO. 1 DEL INFORME DEL INSPECTOR GENERAL

SG/OIG/AUD-13/11 DEL 26 DE SEPTIEMBRE DE 2013

La PRESIDENTA: We are now at item 2. As delegations may recall, during the meeting of the Preparatory Committee of April 16, delegations requested this Committee to give further consideration to recommendation 1 in audit report SG/OIG/AUD-13/11 of the Office of the Inspector General (OIG), dated September 26, 2013. In that report, the OIG recommended that the Preparatory Committee define whether digital recordings of the sessions will be made available to member states.

The Chair would like to suggest that the Preparatory Committee instruct the General

Secretariat to make all necessary internal and/or external provisions in order to ensure that digital voice recordings of the sessions or meetings to be held during the forty-fourth regular session of the General Assembly are properly recorded, saved—including back-ups—and then made available to member states. I offer the floor to delegations that may have further comments or recommendations. The Delegation of the United States is recognized.- 3El REPRESENTANTE ALTERNO DE LOS ESTADOS UNIDOS: Thank you, Madam Chair. my delegation has a question, not so much a comment. We would like to know whether there’s been any estimate of the cost of this proposal. Thank you.

La PRESIDENTA: I’m advised by the Secretariat that that’s a standard procedure, but a political decision will be made at this level. There appears to be no set evaluation of the cost because it’s nothing new. That’s what I’m being told.

The United States. El REPRESENTANTE ALTERNO DE LOS ESTADOS UNIDOS: I apologize for taking the floor once again. We understand that it’s a political decision. We’re just asking whether anyone knows the cost of what we are agreeing to. Has an estimate been made? Thank you. [Pausa.] La PRESIDENTA: The Secretariat will respond.

Presidenta. Como ya usted lo mencionó, este es un procedimiento estándar: el costo para la Secretaría es ninguno, porque como también se mencionó en la reunión anterior del Consejo, el equipo lo provee el país sede de la Asamblea General. El hecho de que se diga que están disponibles para las delegaciones no quiere decir que se les vaya a enviar siempre a todas las delegaciones. Solamente están disponibles en caso de que alguna delegación lo solicite, lo cual implica un par de discos

compactos en caso de que ello ocurra. Gracias, Presidenta.

La PRESIDENTA: I see no further requests for the floor. The Chair has presented the proposal, and, having heard the intervention of the Delegation of the United States of America and the response of the Secretariat, the Preparatory Committee instructs the General Secretariat to make all necessary internal and/or external provisions in order to ensure that digital voice recordings of the sessions or meetings to be held during the forty-fourth regular session of the General Assembly are properly recorded, saved—including back-ups—and then made available to member states.

I see no indication that there are other proposals by delegations. As such, if there are no objections to the proposal that has been put forward, it is so agreed.

INFORME DE LA PRESIDENTA DEL GRUPO DE TRABAJO ENCARGADO DE

CONSIDERAR EL PROYECTO DE DECLARACIÓN DE ASUNCIÓN “DESARROLLO CON INCLUSIÓN SOCIAL” La PRESIDENTA: I now give the floor to Ambassador Elisa Ruiz Díaz, Permanent Representative of Paraguay and Chair of the Working Group to Consider the Draft Declaration of4Asunción “Development with Social Inclusion.” I congratulate you, Ambassador, and I express my sincere gratitude and admiration, not only for the conclusion of the tasks entrusted to the Working Group but also for your wise, patient, and friendly conduct of the deliberations and negotiations undertaken by the Working Group. Ambassador Ruiz Díaz, the floor is yours. LA PRESIDENTA DEL GRUPO DE TRABAJO ENCARGADO DE CONSIDERAR EL PROYECTO DE DECLARACIÓN DE ASUNCIÓN “DESARROLLO CON INCLUSIÓN SOCIAL”: Gracias, señora Presidenta, por sus consideraciones.

Sí, en el día de ayer hemos finalizado las labores del Grupo de Trabajo Encargado de Considerar el Proyecto de Declaración de Asunción “Desarrollo con Inclusión Social”, el que se encuentra en el documento AG/CP/GT/DAD-4/14 rev. 9. Los trabajos se llevaron a cabo en diez reuniones del Grupo de Trabajo. Quiero ahora mismo agradecer el apoyo y la dedicación que recibí en el transcurso de las negociaciones tanto de parte de todas las delegaciones que integramos esta Organización como de la Secretaría y de los intérpretes en particular. El documento, dependiendo de lo que digan las delegaciones, iría cerrado a la ciudad de Asunción. Conforme a una información que tengo, la Delegación de Bolivia levantó el último ad referendum que estaba pendiente, por lo que ya probablemente el Consejo Permanente va a circular un nuevo revisado con el último ad referendum que estaba levantado. Muchísimas gracias.

La PRESIDENTA: We thank the Permanent Representative of Paraguay for her presentation, and the floor is now open to delegations that may wish to speak on this issue. I see no requests for the floor. As such, I am consulting with delegations as to whether we are prepared to transmit the draft Declaration of Asunción “Development with Social Inclusion” for the consideration of the Permanent Council. We can close any pending matters within the document at the meeting of the Council scheduled for Friday, May 23. If there are no objections, it is so agreed.

“BUENA GOBERNANZA Y JUSTICIA AMBIENTAL:

HACIA UNA AGENDA INCLUSIVA DE

DESARROLLO SOSTENIBLE EN LAS AMÉRICAS”

La PRESIDENTA: At the Preparatory Committee meeting of April 16, we approved the draft schedule for the forty-fourth regular session of the General Assembly and then introduced revisions on May 7 and 14. Based on the note presented by the Permanent Mission of Paraguay, we are introducing a simple edit today to the draft schedule of the forty-fourth regular session of the General Assembly, document AG/CP/doc.869/14 rev. 3. The edit is the addition of the venue and time for an event to be held within the framework of the regular session of the General Assembly.

Please see the note in document AG/CP/doc.876/14 rev. 1.- 5Per the document distributed, the “Conference on Good Governance and Environmental Justice: Toward an Inclusive Sustainable Development Agenda for the Americas” will be held on June 3, 2014, in the auditorium of the Hotel Boutique La Mission in Asunción from 9:00 a.m. to 5:00 p.m. I’d like now to consult with delegations whether there are any objections to introducing that minor change to the draft schedule of the upcoming session of the General Assembly. I see no objections; it is so agreed. ANUNCIOS DE LA DELEGACIÓN DEL PARAGUAY La PRESIDENTA: Happily, we are at “Other business.” The Delegation of Paraguay is recognized. La REPRESENTANTE PERMANENTE DEL PARAGUAY: Gracias, señora Presidenta. Dos puntos quiero someter a consideración de esta Comisión: el primero es el relativo a la precedencia. Atendiendo a que la Delegación del Paraguay, en el sorteo que se realizó en fecha pasada, salió elegida como la primera en el orden de precedencia y que conforme al Reglamento tendría que instalar la Asamblea propiamente dicha, queremos solicitar que esa presidencia provisoria

pase a manos de la Delegación del Perú, ya que es la que nos sigue en el orden alfabético. De modo que me permito someter por su intermedio a esta Comisión que el Jefe o Jefa de Delegación, en este caso de la República del Perú, sea quien ostente la presidencia provisoria de la Asamblea General. [Pausa.] La PRESIDENTA: Thank you very much, Paraguay, for the information shared. Based on the advice that I’ve been given, the decision is ultimately up to the Delegation of Peru; as such, we note that a proposal has been put on the floor and express thanks to you, Paraguay. La REPRESENTANTE PERMANENTE DEL PARAGUAY: Gracias, señora Presidenta. En la primera sesión plenaria de la Asamblea General, posterior al informe que va a presentar el Presidente del Comité Jurídico Interamericano, está previsto que el Presidente de la Asamblea General y el Secretario General de nuestra Organización rindan un pequeño homenaje al doctor João Clemente Baena Soares, quien en su momento fuese Secretario General de la Organización, por su gestión. Quisiéramos solicitar a las delegaciones que sus alocuciones se limiten únicamente a esas dos personas, a fin de que podamos iniciar inmediatamente las intervenciones de los Jefes de Delegación. Hacemos este anuncio en caso de que algún Canciller quiera traer en su discurso alguna mención al doctor Baena Soares, una suerte de pacto de caballeros de no pedir el uso de la palabra.- 6Muchas gracias.

El REPRESENTANTE ALTERNO DE MÉXICO: Muchas gracias, señora Presidenta. Queremos, en primer lugar, aprovechar nuestra intervención para felicitar y agradecer a la Embajadora del Paraguay por su conducción del Grupo de Trabajo Encargado de Revisar el Proyecto de Declaración de Asunción “Desarrollo con Inclusión Social” y, en segundo lugar, para expresarle nuestro apoyo a la propuesta que acaba de hacer. Como la Delegación del Paraguay bien sabe, México ha impulsado este muy breve homenaje al ex Secretario General Baena. Muchas gracias, señora Presidenta.
