[El proyecto de orden del día contiene los siguientes puntos:

1. Aprobación del orden del día (AG/CP/OD.398/14 rev. 1).

2. Instalación del Grupo de Trabajo encargado de considerar el proyecto de resolución sobre nuevas orientaciones para una política integral frente al problema mundial de las drogas en las Américas.  Elección del Presidente del Grupo de Trabajo.

3. Establecimiento del orden de precedencia de las delegaciones de los:

 Estados Miembros  Observadores Permanentes.

4. Otros asuntos.] Are there any objections to approving the draft order of business as proposed in that document? If there are no objections, it is approved.

INSTALACIÓN DEL GRUPO DE TRABAJO ENCARGADO DE

CONSIDERAR EL PROYECTO DE RESOLUCIÓN SOBRE

NUEVAS ORIENTACIONES PARA UNA POLÍTICA INTEGRAL FRENTE AL

PROBLEMA MUNDIAL DE LAS DROGAS EN LAS AMÉRICAS Y ELECCIÓN DE SU PRESIDENTE La PRESIDENTA: As we know, it has been the practice to install a working group to take

forward discussions regarding political statements on the theme of the sessions of the General Assembly. Therefore, I’d like to propose that we proceed to install the Working Group to Consider the Draft Resolution on New Guidelines for a Comprehensive Policy toward the Global Drug Problem in the Americas. As you may recall, this document was presented last week Wednesday, July 9. Once the Working Group has completed its work, it will present the Preparatory Committee with the document that emanates from the discussions. The Preparatory Committee will then submit this document to the forty-sixth special session of the General Assembly, which will be held in Guatemala City on September 19, 2014. As is customary, the Working Group will be chaired by the Permanent Representative of the host country, in this case, Ambassador José María Argueta of Guatemala.- 3Are there any objections to installing the Working Group at this time? Are there any objections to the Permanent Representative of the host country chairing the Working Group? If there are no objections, it is so agreed. Agreed. I now give the floor to the Representative of Guatemala. El PRESIDENTE DEL GRUPO DE TRABAJO ENCARGADO DE CONSIDERAR EL PROYECTO DE RESOLUCIÓN SOBRE NUEVAS ORIENTACIONES PARA UNA POLÍTICA INTEGRAL FRENTE AL PROBLEMA MUNDIAL DE LAS DROGAS EN LAS AMÉRICAS: Muchísimas gracias, señora Presidenta. Únicamente, Presidenta, para agradecer la designación como Presidente del Grupo de Trabajo encargado de considerar el proyecto de resolución sobre nuevas orientaciones para una política integral frente al problema mundial de las drogas en las Américas, e informar a las distinguidas delegaciones que la primera reunión está programada para el martes 22 de julio del 2014.

La PRESIDENTA: Thank you, Ambassador. The Secretariat takes note that the first meeting of the Working Group to Consider the Draft Resolution on New Guidelines for a Comprehensive Policy toward the Global Drug Problem in the Americas is scheduled for July 22.

CUADRAGÉSIMO SEXTO PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL La PRESIDENTA: The next item on the order of business is the establishment of the order of precedence of the delegations of the member states, as well as that of permanent observers, for the forty-sixth special session of the General Assembly. In accordance with Article 4 of the Rules of Procedure of the General Assembly, the order of precedence shall be established by lot by the Preparatory Committee of the General Assembly. I therefore would like to ask the Delegation of Venezuela to assist me by drawing the name of the delegation that will take first place among member states. [Se realiza el sorteo.] La REPRESENTANTE ALTERNA DE VENEZUELA: Sí, buenos días a todas y a todos los colegas y a los distinguidos Embajadores. Esta vez mi mano inocente no sacó Venezuela, sacó Guyana. [Risas.] La PRESIDENTA: Thanks much, Representative of Venezuela. Guyana has been selected, and I am pleased to announce that the Delegation of Guyana will take the first place among member states, to be followed by all other delegations in the Spanish alphabetical order.- 4I would now like to ask the Delegation of the Dominican Republic to assist me by drawing the name of the delegation that will take first place among the permanent observer delegations.

La PRESIDENTA: Thanks, Representative of the Dominican Republic, for making the selection and for doing so as efficiently as the Representative of Venezuela. I am pleased therefore to announce that the Delegation of Sweden will take the first place among permanent observers. Other permanent observer delegations will follow in the Spanish alphabetical order.

Having established the order of precedence, I would like to remind the distinguished representatives that according to Article 13 of the Rules of Procedure of the General Assembly, “the heads of delegation shall be vice presidents ex officio of the Assembly and shall replace the President in the event of his disability, in accordance with the order of precedence.” PLAN DE TRABAJO Y CALENDARIO DE REUNIONES DEL GRUPO DE TRABAJO

ENCARGADO DE CONSIDERAR EL PROYECTO DE RESOLUCIÓN SOBRE

NUEVAS ORIENTACIONES PARA UNA POLÍTICA INTEGRAL FRENTE AL PROBLEMA MUNDIAL DE LAS DROGAS EN LAS AMÉRICAS La PRESIDENTA: We are at “Other business.” The floor is now open to any delegation wishing to bring up any other business. Representative of Canada, you have the floor, madam. La REPRESENTANTE ALTERNA DEL CANADÁ: Thank you, Madam Chair. Just a couple of administrative points; I hope that this is the right venue. Our concerns are whether or not we can agree on the frequency of the meetings of the Working Group to Consider the Draft Resolution on New Guidelines for a Comprehensive Policy toward the Global Drug Problem in the Americas Working Group, and on receiving translations of texts prior to the meetings. More

specifically, we want to ensure that the French, English, and Portuguese versions are received early enough so that we can consult with our capital. Thank you.

La PRESIDENTA: Thank you, Representative. It is my understanding that the Ambassador of Guatemala will be presenting a draft work plan later today with the necessary information. Is that

correct, Ambassador Argueta? El PRESIDENTE DEL GRUPO DE TRABAJO ENCARGADO DE CONSIDERAR EL PROYECTO DE RESOLUCIÓN SOBRE NUEVAS ORIENTACIONES PARA UNA POLÍTICA INTEGRAL FRENTE AL PROBLEMA MUNDIAL DE LAS DROGAS EN LAS AMÉRICAS: Sí, efectivamente, ya hemos hecho llegar a la Secretaría un plan de trabajo que contiene el calendario de las reuniones. Puedo, por supuesto, leerlo si ustedes así lo consideran conveniente, entendiendo que estamos intercalando las reuniones con el Grupo de Trabajo del Consejo Permanente sobre la Visión Estratégica de la OEA.- 5 -  El martes 22 de julio de 2:30 p.m. a 5:30 p.m. Para ese mismo día se establece el plazo para la presentación de comentarios escritos al borrador de resolución que ya se hizo circular.  El viernes 25 de julio de 9:00 a.m. a la 1:00 p.m. Ese día se daría inicio a las negociaciones.  El martes 29 de 2:30 p.m. a 5:30 p.m. continuarían las negociaciones.  En agosto, entendiendo que generalmente durante las dos primeras semanas del mes las Misiones están en descanso, por lo menos parcialmente, se han propuesto reuniones el martes 26, de 2:30 p.m. a 5:30 p.m; y el viernes 29, de 9:00 a.m. a 1:00

p.m. Es decir, los martes trabajaríamos en la tarde y los viernes en la mañana. Tendríamos entonces, tres reuniones durante el mes de julio y dos y durante el mes de agosto; y luego en septiembre:  El martes 2, de 2:30 a 5:30 p.m.  El viernes 5, de 9:00 a.m. a 1:00 p.m.  El martes 9, de 2:30 a 5:30 p.m.  El viernes 12 es cuando concluiríamos los trabajos de aprobación del proyecto de resolución para ser presentado a la Comisión Preparatoria el mismo 12 de septiembre. Entonces, como dije antes, la dinámica sería reunirnos los martes por la tarde y los viernes por la mañana, intercalando las fechas con el Grupo de Trabajo sobre la Visión Estratégica de la OEA. Gracias, señora Presidenta.

La PRESIDENTA: Thank you very much, Ambassador, for this information. I trust that this has addressed the concerns of the Delegation of Canada. Canada, do you wish to have the floor at this time?

La REPRESENTANTE ALTERNA DEL CANADÁ: Thank you, Madam Chair. My concern does remain that with two meetings per week, it does get tight with translation; we had the same issue prior to the General Assembly session in Paraguay. Those delegations that don’t have Spanish-speaking capitals would be receiving translated texts almost while we’re at the next meeting– –and sometimes during the next meeting––so it was really difficult to consult. So, if there could be a methodology to ensure that we could get translated text well in advance, that would be appreciated.

La PRESIDENTA: Thank you, Canada. The Secretariat will take note and will see what can

be done to address your concern. Do you wish to have the floor, Canada? Okay, thank you. I now give the floor to the Representative of Guatemala.- 6El PRESIDENTE DEL GRUPO DE TRABAJO ENCARGADO DE CONSIDERAR EL PROYECTO DE RESOLUCIÓN SOBRE NUEVAS ORIENTACIONES PARA UNA POLÍTICA INTEGRAL FRENTE AL PROBLEMA MUNDIAL DE LAS DROGAS EN LAS AMÉRICAS: Gracias, señora Presidenta. Entendemos que de acuerdo con el procedimiento normal, después de haber sido instalado el Grupo de Trabajo serán distribuidos por Secretaría, el día de hoy, el Plan de Trabajo y la metodología para comenzar las labores del Grupo. Lo que no sabemos es cuánto tiempo tardarán en ofrecernos las versiones en los otros idiomas de la OEA. Vamos a pedir que lo hagan con la mayor prontitud posible para que todos puedan hacer sus comentarios en tiempo. Gracias, Presidenta.
