En la ciudad de Washington, D.C., a las dos y treinta y cinco de la tarde del miércoles 3 de septiembre de 2014, celebró sesión la Comisión Preparatoria de la Asamblea General. Presidió la sesión la Embajadora Sonia Johnny, Representante Permanente de Santa Lucía y Presidenta de la Comisión Preparatoria. The meeting was convened to consider the items in the draft order of business, document AG/CP/OD.400/14. [El proyecto de orden del día contiene los siguientes puntos:

1. Aprobación del orden del día (AG/CP/OD.400/14).

2. Consideración de los documentos para el período extraordinario de sesiones de la Asamblea General sobre la Visión Estratégica de la Organización:  Proyecto preliminar de temario (AG/CP/doc.884/14)  Proyecto preliminar de calendario (AG/CP/doc.885/14).

3. Acuerdos sobre los procedimientos para el período extraordinario de sesiones de la Asamblea General sobre la Visión Estratégica de la Organización.

4. Establecimiento del orden de las delegaciones de los:

 Estados Miembros  Observadores Permanentes.

5. Otros asuntos.] If there are no objections to the order of business as proposed, we shall proceed to adopt it.

CONSIDERACIÓN DE LOS PROYECTOS PRELIMINARES DE TEMARIO Y DE

CALENDARIO PARA EL PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL SOBRE LA VISIÓN ESTRATÉGICA DE LA ORGANIZACIÓN La PRESIDENTA: The second item on our order of business is the consideration by the Preparatory Committee of the preliminary draft agenda and the preliminary draft schedule of the upcoming special session of the General Assembly. I will present first the preliminary draft agenda, which was published as document AG/CP/doc.884/14 and contains the following items:  Election of the president;  Adoption of the recommendations of the Preparatory Committee;  Report of the Secretary General on credentials; and3 -  Consideration of the proposal from the Permanent Council on the strategic guidelines and objectives required to support the Strategic Vision, with a view to their being reflected in the 2015-2016 program-budget of the Organization. As we know, Article 35 of the Rules of Procedure of the General Assembly establishes that “the agenda of each special session of the General Assembly shall be confined to the subject or subjects for which the session was convoked.” I would like to formally present the preliminary draft agenda as was read two minutes ago. If there are no objections, the preliminary draft agenda is approved. We will now proceed to consideration of the preliminary draft schedule, which was circulated in document AG/CP/doc.885/14. I offer the floor to any delegations that may wish to comment or amend this preliminary draft schedule. If there are no amendments or objections, it is so approved. Approved.

ACUERDOS SOBRE LOS PROCEDIMIENTOS PARA EL PERÍODO EXTRAORDINARIO DE

SESIONES DE LA ASAMBLEA GENERAL SOBRE LA VISIÓN ESTRATÉGICA DE LA ORGANIZACIÓN La PRESIDENTA: We now move to the agreements on procedures for the special session of

the General Assembly on the Strategic Vision of the Organization of American States. For this item, and taking into account the agreements on procedures presented to previous General Assembly sessions, the Chair would like to propose that:  The maximum duration of addresses by heads of delegation be set at six minutes;  There be verbatim minutes for the plenary sessions and summary minutes for the meetings of the General Committee, which will be installed by the General Assembly at a later date;  The General Assembly session will last for one day, September 12, as agreed by the Permanent Council;  The General Secretariat will be instructed to take all necessary internal and external steps to ensure that the recording of all the sessions and meetings held during the special session of the General Assembly on the Strategic Vision of the Organization are duly made and placed in safekeeping, including spares and back-ups, and will be made available to member states at a later juncture. I offer the floor to any delegations that may wish to comment on these proposals. If there are no objections, the proposals made by the Chair are agreed upon. ESTADOS MIEMBROS Y OBSERVADORES PERMANENTES PARA EL PERÍODO

EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL SOBRE LA VISIÓN ESTRATÉGICA DE LA ORGANIZACIÓN La PRESIDENTA: We move to item 4, establishment of the order of precedence of the delegations of the member states and the permanent observers. In accordance with Article 4 of the Rules of Procedure of the General Assembly, the order of precedence shall be established by lot by the Preparatory Committee of the General Assembly. I would therefore like to ask the Delegation of Jamaica to assist me by drawing the name of the delegation that will take first place among member

states. [Pausa.] [La Representante de Jamaica saca un boletito de la caja.] I would like to thank the Delegation of Jamaica for her cooperation. I am pleased to announce that the Delegation of Panama will take the first place among member states, to be followed by all other delegations in the Spanish alphabetical order. I now would like to ask the Ambassador of El Salvador to assist by drawing the name of the delegation that will take first place among permanent observers. La PRESIDENTA: Thank you, Ambassador, for your cooperation. I am pleased to announce therefore that the Delegation of Croatia will take the first place among permanent observers. The other permanent observer delegations will follow in the Spanish alphabetical order.

Having established the order of precedence, let me remind member states that according to Article 13 of the Rules of Procedure of the General Assembly, “the heads of delegation shall be vice presidents ex officio of the Assembly and shall replace the president in the event of his disability, in accordance with the order of precedence.” We now move on to the final item on our order of business, “Other business.” Does any other delegation wish to take the floor at this time? Representative of Brazil, you have the floor, sir. El REPRESENTANTE ALTERNO DEL BRASIL: Obrigado, Presidente. Apenas gostaria de perguntar sobre a programação de nossas atividades até o próximo dia 12, para podermos nos preparar melhor e saber quais seriam os próximos passos para a aprovação do projeto de resolução após as negociações no nosso Grupo de Trabalho; e sobre a previsão do novo

encontro desta Comissão Preparatória. Muito obrigado. [Pausa.]- 5La PRESIDENTA: Thank you, Representative of Brazil. The Ambassador of Mexico is the Chair of the Working Group of the Permanent Council on the Strategic Vision of the OAS. Would you please, Ambassador, give us some idea of how soon we can have a Preparatory Committee meeting? In fact, your report has to be presented to the Permanent Council, which would then send it on to the Preparatory Committee. So, could you give us an update on where you are with your negotiations? Thank you, sir.

LA VISIÓN ESTRATÉGICA DE LA OEA: Gracias señora Presidenta.

Tenemos programada una sesión hoy en la tarde de 2:30 p.m. a 5:30 p.m., otra el viernes y si es necesario, todavía realizaríamos una más el lunes. De tal manera que por lo pronto tenemos dos o máximo tres sesiones que consideramos, serán suficientes para terminar de revisar el documento y tenerlo listo para la presentación ante usted en el Consejo Permanente en la sesión del miércoles entrante, previo a la sesión extraordinaria de la Asamblea General. Ese sería en términos generales, el programa o la dinámica del documento de la Visión Estratégica de la Organización, señora Presidenta.
