I am pleased to call to order this meeting of the Preparatory Committee of the forty-eighth special session of the General Assembly, convened to consider the items on the draft order of business, document AG/CP/OD.401/14. [El proyecto de orden del día contiene los siguientes puntos:

1. Aprobación del orden del día (AG/CP/OD.401/14)

2. Consideración de los documentos para el cuadragésimo octavo período extraordinario de sesiones de la Asamblea General  Proyecto preliminar de temario (AG/CP/doc.886/14)  Proyecto preliminar de calendario (AG/CP/doc.887/14)

3. Acuerdos sobre los procedimientos para el cuadragésimo octavo período extraordinario de sesiones de la Asamblea General

4. Establecimiento del orden de las delegaciones de los:

5. Otros asuntos.] If there are no objections to the draft order of business as proposed, we shall proceed to

approve it. No observations; it is approved.

PROYECTOS PRELIMINARES DE TEMARIO Y DE CALENDARIO PARA EL

CUADRAGÉSIMO OCTAVO PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL La PRESIDENTA: The second item on our order of business is the consideration of the preliminary draft agenda and the preliminary draft schedule of the forty-eighth special session of the General Assembly. I would like to present first, for the consideration of this Committee, the preliminary draft agenda, which was published as document AG/CP/doc.886/14 and contains the following items:

1. Election of the president;

2. Adoption of the recommendations of the Preparatory Committee of the forty-eighth special session of the General Assembly;

3. Report of the Secretary General on credentials; and34. Consideration and adoption of the program-budget of the Organization of American States for 2015-2016.

Delegations will recall that Article 35 of the Rules of Procedure of the General Assembly establishes that “the agenda of each special session of the General Assembly shall be confined to the subject or subjects for which the session was convoked.” With that said, the Chair is seeking feedback from distinguished representatives as to whether we may approve the preliminary draft agenda as it has been presented. There are no requests for the floor or comments, so it is approved. We will now proceed to the consideration of the preliminary draft schedule, document AG/CP/doc.887/14. The floor is open to delegations that wish to comment on same. The Chair suggests that the preliminary draft schedule before us be approved and that it be elevated for the consideration of the General Assembly. Approved.

ACUERDOS SOBRE LOS PROCEDIMIENTOS PARA EL CUADRAGÉSIMO OCTAVO

PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL

La PRESIDENTA: Moving swiftly along, item 3 is agreement on procedures for the fortyeighth special session of the General Assembly. The Chair wishes to make the following proposals

and recommendations:

1. That the maximum duration of addresses by heads of delegation be limited to six minutes;

2. That the minutes of plenary sessions be verbatim and those of General Committee meetings––should the General Assembly decide to install a General Committee––be summary;

3. That the duration of the Assembly session be one day; that is, October 29, 2014; and

4. That the General Secretariat be instructed to take all the internal steps necessary to ensure that the audio recordings of all sessions and meetings held during the fortyeighth special session of the General Assembly be duly made and placed in safekeeping, including spares and back-ups, to be made available to the member states at a later date and within a reasonable period of time.

The Chair is inquiring whether distinguished delegations concur with these traditional recommendations and whether we may approve them. There are no objections; it is so agreed.

ESTABLECIMIENTO DEL ORDEN DE LAS DELEGACIONES DE LOS

ESTADOS MIEMBROS Y DE LOS OBSERVADORES PERMANENTES PARA

EL CUADRAGÉSIMO OCTAVO PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL La PRESIDENTA: We will now move to the establishment of the order of precedence of delegations of member states, as well as that of permanent observers. In accordance with Article 4 of4the Rules of Procedure of the General Assembly, the order of precedence shall be established by lot by the Preparatory Committee of the General Assembly. I would like to ask the Delegation of Bolivia to assist me by drawing the name of the delegation that would take place first among the member states. Bolivia, can you help us, please?

La PRESIDENTA: Thank you very much, Bolivia. Trinidad and Tobago has been selected to be first in the order of precedence, followed by the other delegations in alphabetical order in the Spanish language.

La PRESIDENTA: Thank you very much, distinguished Representative of Panama. The selection has been made, and first in the order of precedence of the permanent observer delegations will be Slovakia. Other delegations will follow in alphabetical order in the Spanish language.

Having established the order of precedence, distinguished representatives of the member states are reminded that according to Article 13 of the Rules of Procedure of the General Assembly, the heads of delegation shall be vice presidents ex officio of the Assembly and shall replace the President in the event of his disability, in accordance with the order of precedence. We have completed that item, and we are now on to item 5. Is there any delegation that wishes to bring to the attention of the Committee any other business at this time?
