ARREGLOS PARA LOS PREPARATIVOS DEL CUADRAGÉSIMO QUINTO PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL ACUERDOS El PRESIDENTE: The next item on our order of business refers to the procedures for carrying out the preparatory work of the forty-fifth regular session of the General Assembly. For this item, and taking into account the established agreements on practices used during the preparations for previous sessions of the General Assembly, the Chair would like to propose the following:- 31. During the forty-fifth regular session of the General Assembly, the only events, ceremonies, and activities allowed would be those that have been presented to and approved by the Preparatory Committee, or, where applicable, the Subcommittee on Agenda and Procedure.

2. During plenary sessions of the General Assembly, only those representatives of organs, agencies, or entities who have been consulted and agreed upon by the

Preparatory Committee, or, where applicable, by the Subcommittee on Agenda and Procedure, may make statements.

3. The Preparatory Committee will prepare a consolidated schedule, including all the events, ceremonies, activities, and meetings to be held during the regular session of

the General Assembly. The Chair wishes to inquire whether distinguished delegations concur with these traditional recommendations. There being no objections, it is so agreed. Agreed. INSTALACIÓN DE LA SUBCOMISIÓN DE TEMARIO Y PROCEDIMIENTOS Y ELECCIÓN DE SU PRESIDENTE El PRESIDENTE: Distinguished colleagues, we move to item 3 on our order of business. As delegations are aware, it is customary for the Preparatory Committee of the regular session of the General Assembly to install two subcommittees to perform two of the functions assigned to it in Article 60 of the OAS Charter: a) Prepare the draft agenda of each session of the General Assembly; and b) Review the proposed program-budget and the draft resolution on quotas, and present to the General Assembly a report thereon containing the recommendations it considers appropriate. I propose that we proceed in the same manner for the forty-fifth regular session of the General Assembly and suggest that we now install the Subcommittee on Agenda and Procedure. Do any delegations disagree with the proposal of the Chair? There being no objections, it is hereby agreed. Having received the consent of the Committee members, the Subcommittee on Agenda and Procedure is hereby installed and charged with the consideration of the draft agenda for the forty-fifth regular session of the General Assembly and the review of the appropriate procedures. In this regard, I would like to remind delegations that on April 29, the Permanent Council, acting as Preparatory Committee of the General Assembly, approved the draft agenda, which was published as document

AG/CP/SUB.TP-262/15.

Article 32 of the Rules of Procedure of the General Assembly establishes that:- 4Once the Preparatory Committee has approved the draft agenda, new topics may be included only by the vote of two thirds of the members of that committee, at least 30 days prior to the opening date of the session of the General Assembly. We will now proceed to the election of the Chair of the Subcommittee on Agenda and Procedure, and I happily offer the floor to delegations to submit their nominations. Tomando en consideración la propuesta expresada por el distinguido Representante Permanente de Guatemala y la particularidad de que el cuadragésimo quinto período ordinario de sesiones de la Asamblea General ha de ser realizado en la sede de la Secretaría General de la Organización de los Estados Americanos, quisiéramos proponer que la nominación formulada por el Representante de Guatemala sea aceptada por aclamación, Presidente. [Aplausos.] El PRESIDENTE: I thank you very much, Guatemala and El Salvador, for the confidence reposed in me, and to delegations for accepting their nomination by acclamation. I wish to

congratulate myself as Chair of the Subcommittee on Agenda and Procedure. Thank you. INSTALACIÓN DE LA SUBCOMISIÓN DE ASUNTOS ADMINISTRATIVOS Y PRESUPUESTARIOS Y ELECCIÓN DE SU PRESIDENTE El PRESIDENTE: Distinguished colleagues, let us now proceed to install the Subcommittee on Administrative and Budgetary Matters. Representatives will recall that the General Assembly, through resolution AG/RES.1 (XLVIII-E/14), adopted at its forty-eighth special session on October 29, 2014, asked “the Permanent Council to convene a special session of the General Assembly, to be held no later than October 30, 2015, to consider and approve the program-budget.” Therefore, consideration of the 2016 program-budget will not be included in the agenda of the upcoming regular session of the General Assembly.- 5Nevertheless, the General Assembly instructed the General Secretariat, through the aforementioned resolution AG/RES. 1: . . .to submit to the Preparatory Committee a proposed overall budget level for 2016, taking into consideration the tentative figure approved in resolution AG/RES. 2860 (XLIVO/14), including the adjustment for cost of living and inflation, when necessary, in accordance with the current rules. We should therefore proceed to install the Subcommittee on Administrative and Budgetary Matters, which will consider the proposed overall budget level for 2016 to be presented by the General Secretariat. Do any delegations wish to comment on this proposal, or is there general agreement with the Chair’s proposal? There being no comments, the proposal carries. I thank you for that. With the consent of Committee members, the Subcommittee on Administrative and Budgetary Matters is hereby installed, and we shall now proceed to elect its chair. Would Committee members agree to maintain the established practice of the mandate in Article 1 of the General Standards to Govern the Operations of the General Secretariat, delegating

responsibility for heading the work of this subcommittee to the Chair of the Committee on Administrative and Budgetary Affairs (CAAP) of the Permanent Council, in order to ensure continuity in the treatment of budgetary and administrative matters? Are there any objections to this proposal? There being no objections, we will proceed to elect Ambassador Juan Pablo Lira, Permanent Representative of Chile and Chair of the CAAP, as Chair of the Subcommittee on Administrative and Budgetary Matters of the Preparatory Committee for the forty-fifth regular session of the General Assembly. El PRESIDENTE: Representative of Chile, I thank you for the intervention.- 6CONSIDERACIÓN DEL PROYECTO PRELIMINAR DE CALENDARIO DEL

CUADRAGÉSIMO QUINTO PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL El PRESIDENTE: We shall now proceed with the consideration of the preliminary draft schedule of the upcoming regular session of the General Assembly, document AG/CP/SUB.TP263/15 rev. 1. The document before us contains the changes made during the last meeting of the Permanent Council, held on April 29, 2015, and includes the dialogues with civil society organizations and other social actors, as well as the dialogue with permanent observers. As delegations may recall, the Permanent Council requested the Secretariat to prepare an alternative preliminary draft schedule recommending two different dates for those activities. The alternative document was distributed to all member states as document AG/CP/SUB.TP-263/15 add. 1. Distinguished colleagues, we need to decide whether to hold those dialogues prior to or after the start of the General Assembly session. The three options are Friday, June 12; Sunday, June 14; or Wednesday, June 17. As was requested, the Secretariat prepared a comparison of the estimated costs for the hosting of these dialogues on a Sunday as opposed to convening them during a weekday. The difference is estimated to be $5,468 less if it’s held during a weekday. Before offering the floor to delegations, the Chair would like to suggest that, apart from the budgetary concerns, we also need to take into consideration whether it would be convenient for the heads of delegation to participate in these dialogues before or after the General Assembly session. I would like to offer the floor to delegations that may wish to comment on the preliminary draft schedule; in particular, the date and time for the dialogues listed under Section I. The floor is open. I see the distinguished Representative of Chile wanting the floor. El REPRESENTANTE ALTERNO DE CHILE: Sí, muchas gracias, señor Presidente. Mi Delegación considera de suma importancia la participación de la sociedad civil en este tipo de eventos ––el diálogo–– pero en este caso particular, el evento fundamental o central debiera ser el diálogo de la sociedad civil con las nuevas autoridades de la Secretaría. Hay que recordar que

hace solo unas semanas, nuestros países sostuvieron un diálogo con la sociedad civil en el marco de la Séptima Cumbre de las Américas y aquellos que fueron a ese diálogo se habrán percatado que la presencia de los Jefes de Delegación fue mínima, salvo cuatro presidentes, un canciller, no había más delegados en dicho evento, por lo tanto hay que ser cuidadoso en la organización de otro. Por eso mi Delegación estima que quizá un día completo de diálogo con la sociedad civil no sea lo más conveniente, considerando que el eje central tiene que ser el diálogo entre el nuevo Secretario General y la sociedad civil, por lo tanto, tal vez el encuentro debiera reducirse a medio día. En segundo lugar, debemos considerar también el costo. Hay una diferencia de cinco mil dólares entre hacerlo un día de semana y creo que el costo indicado no incorpora el costo adicional en el rubor del personal. Me imagino que el personal que trabaja en día domingo recibe emolumentos7superiores que en un día laboral. Me gustaría saber si ese costo adicional está incorporado en el monto indicado por la Secretaría. En todo caso, mi Delegación preferiría que el diálogo sea realizado el día miércoles, quizás en horas de la mañana, de tal manera que los cancilleres que deseen participar en ese diálogo, se pueden quedar para la conversación que tendrá lugar entre el nuevo Secretario General y la sociedad civil. Consideramos además que es sumamente importante aprovechar la tecnología disponible. En otras ocasiones hemos tenido diálogos con la sociedad civil vía Internet ––es decir, utilizando las

nuevas tecnologías–– y han sido encuentros muy productivos y eso permitiría, además, abaratar costos sobre todo en la situación en que se encuentra financieramente la institución. Eso es más o menos lo que son las opiniones sobre este evento. Básicamente, consideramos que se debe tratar de reducir la duración del evento, focalizándolo en un diálogo entre el nuevo Secretario General y la sociedad civil; y 2) de preferencia hacerlo un día miércoles para disminuir los costos de lo que significa este evento. Gracias, señor Presidente.

El PRESIDENTE: Muchísimas gracias, Chile, por sus comentarios. One minute correction, Chile: I was advised that the total cost, including personnel costs, has been included as part of the formula, so that figure of $5,463 includes personnel costs for that Sunday. I appreciate your offering a solution to your concerns. Thank you.

Venezuela, la palabra por favor. La REPRESENTANTE ALTERNA DE VENEZUELA: Gracias, Presidente. Buenos días a todas y todos. Presidente, revisando muy rápidamente el Proyecto Preliminar de Calendario, tenemos dos o tres comentarios. El primero tiene que ver con uno de los comentarios del Representante de Chile, el que se refiere a la duración de los diálogos. En ese sentido, cabe recordar que previa a la elección del Secretario General y Secretario General Adjunto, aunque en sus condiciones de candidatos, estos diálogos de alguna manera se dieron y también estos diálogos fueron parte de la agenda de la Séptima Cumbre de las Américas. De todas maneras sí se decide hacer los diálogos, nos parece más adecuado hacerlos en día laboral por el tema del costo.

El segundo comentario es si decidimos hacer estos tres diálogos debería evaluarse si en cada uno de ellos vamos a hablar sobre un mismo tema. Si las organizaciones, el sector privado, etcétera, y hasta los mismos Observadores Permanentes centrarán su participación sobre el futuro de la Organización de los Estados Americanos, y considerando las particularidades que reviste el cuadragésimo quinto período ordinario de sesiones de la Asamblea General, deberíamos juntar en un solo espacio el diálogo entre todos los diferentes actores. Y me refiero al Secretario General, Secretario General Adjunto, Jefes de Delegación ––los que puedan participar–– e inclusive los Observadores Permanentes; es decir, hacer un gran diálogo, un intercambio, donde estén todos. Y creo que eso podría ser más rico o una dinámica diferente ––repito–– por las particularidades que8tiene el próximo período de sesiones de la Asamblea. Eso no significa que a futuro este formato no sea como el tradicional, sino pensar en términos de efectividad y costo en este caso en particular. El otro comentario tiene que ver en la segunda sesión plenaria, que está en la página 2 de la versión en español del Proyecto Preliminar de Calendario. Al respecto, proponemos que según lo acordado cuando se habla del “Informe anual del Consejo Permanente a la Asamblea General (20142015). Proyectos de resolución acordados por el Consejo Permanente”, se incluya también la consideración de los proyectos de declaración. Esto es actuando en el escenario positivo de que sí logremos acordar ya sea un proyecto de convención o de declaración sobre los derechos de los pueblos indígenas. Me estoy refiriendo a la segunda sesión plenaria, página 2 en español, donde dice:

“Informe anual del Consejo Permanente a la Asamblea General (2014-2015). Proyectos de resolución acordados por el Consejo Permanente”, punto 1. Entonces, la sugerencia que estoy haciendo es para incluir, junto a la consideración de proyectos de resolución, la consideración de proyectos de declaración de manera tal que se admita la posibilidad de que ––repito–– si está listo el Proyecto de Declaración Americana sobre los Derechos de los Pueblos Indígenas, o cualquier otro proyecto de declaración, puedan ser presentados a la consideración de la Asamblea General. Consideramos que si no los tuviéramos, el programa no será afectado por el hecho de que se incluya esa posibilidad. El otro comentario se refiere a un tema que está incluido en el Temario Provisional. En ese sentido, nos parece adecuado que también se incluya en el Proyecto Preliminar de Calendario la adopción del Plan de Acción de la Carta Social de las Américas que fue aprobado por el Consejo Permanente. Consideramos que ese tema debe aparecer dentro del programa de trabajo de la Asamblea; tal vez podría ser en la cuarta sesión plenaria después del tema relativo a la Cuestión de las Islas Malvinas, o donde se estime conveniente, pero creo que es necesario visibilizar ese tema. El otro tema al que me quiero referir tiene que ver tal vez con una discusión que tendríamos que tener en algún momento más que con el Proyecto Preliminar de Calendario para el próximo período de sesiones de la Asamblea General. Tiene que ver con una precisión que requerimos; no sé

cuál será el mejor momento para ello, si ahora o dejarlo pendiente. Al respecto, me remito nuevamente a la segunda sesión plenaria, en el punto 2 que se refiere a la “Modernización y reorganización de la Secretaría General conforme a la visión estratégica de la Organización y para el fortalecimiento del sistema interamericano”. En ese sentido, debo indicar que desde Caracas nos han consultado sobre a qué nos referimos cuando se habla del fortalecimiento del sistema interamericano; específicamente nos han preguntado ¿qué es el sistema interamericano y quienes lo conforman? Entonces, si bien como tema lo acordamos, nosotros necesitamos una precisión respecto a qué nos estamos refiriendo cuando hablamos del sistema interamericano. Nosotros estuvimos revisando y no hay una definición o mejor dicho, no hemos encontramos material que nos indique de qué estamos hablando. Si llegamos a unas conclusiones preliminares y podríamos decir que estamos hablando del conjunto que componen la Organización Panamericana de la Salud (OPS), el Instituto Interamericano de Cooperación para la Agricultura (IICA), el Institutito Interamericano del Niño, la Niña y Adolescentes (IIN); el Instituto Panamericano de Geografía e Historia (IPGH), pero son deducciones de esta Delegación y sí necesitamos una precisión al respecto. Creo que nos ayudaría a todos para saber exactamente de qué estamos hablando cuando nos referimos al “fortalecimiento del sistema interamericano”.- 9Bueno, por ahora estos son nuestros comentarios. Gracias, Presidente.

El PRESIDENTE: I thank you very much, Venezuela, for your intervention. I’d like to

address a couple of the points that you raised, Ambassador Velásquez. First, you commented in support of Chile’s point about cutting down the size of the dialogue with civil society. Let me draw your attention to the fact that in document AG/CP/SUB.TP-263 rev.1, the composition of the schedule remains the same. What we need to decide—if we can discuss this at this point so that we can approve it going forward—is whether to shorten the day for the dialogue with civil society. Let’s bear in mind that the dialogue of heads of delegation with the Secretary General, the Assistant Secretary General, representatives of civil society, labor unions, the private sector, and other social actors is a mandate from the General Assembly. Then, there’s the dialogue of the Secretary General and the Assistant Secretary General with representatives of civil society. That dialogue does not include the heads of delegation. It’s almost optional whether we want to merge them. You made the suggestion that we cut back but probably make the dialogue of a larger scale. I am under the impression that you are suggesting that we collapse the three dialogues to shorten them. You’re supporting Chile in terms of cutting down on the dialogues. On page 2 of the preliminary draft schedule, where it deals with the second plenary session, I believe, having looked at the Spanish version and the English version, there was a bit of a mistranslation. The English version reads, under item 1, “Draft declarations and resolutions agreed on by the Permanent Council.” The English version is what you are alluding to, and I think it is correct, but the Spanish version needs to be corrected. The third point that you made is with regards to the Plan of Action of the Social Charter of the Americas. I think it was very preliminarily discussed and happily supported by member states in other discussions, so, as Chair, I see absolutely no problem in including it in the fourth plenary

session, after the Question of the Malvinas Islands. The Plan of Action of the Social Charter could become our second point there. The final point that you made was regarding the question posed by your capital oregarding item 2 under the second plenary session, “Modernization and reorganization of the General Secretariat in accordance with the strategic vision for the Organization and strengthening the interAmerican system.” This is a preliminary draft resolution and is subject to negotiations, of course, so this is exactly how that draft resolution has been titled. It is subject to further debate and negotiations when presented, hopefully sooner rather than later. Distinguished representatives, I have heard no objections really, save for the idea of cutting down the length of time overall of the dialogues. We also heard about the difference in cost for holding the dialogues on the Friday, the Sunday, and the Wednesday. Given the interventions by Chile and Venezuela, are there any further comments? Can we proceed to agree on some of the changes, if need be, going forward, and agree on a date? I open the floor for comments. Venezuela, I see that you wish to take the floor.- 10La REPRESENTANTE ALTERNA DE VENEZUELA: Gracias, Presidente. Una precisión con relación a un asunto sobre el que, inclusive, nos ha llamado la atención nuestro colega de la Argentina. En ese sentido sería importante precisar, tanto en el proyecto de temario como en el del calendario ––tal vez en versiones revisadas––, el tema del cuadragésimo quinto período ordinario de sesiones de la Asamblea General. O sea, necesitamos visibilizar

lo que tiene que ver con el tema del período ordinario de sesiones de la Asamblea e incorporarlo en el formato de diálogo y en todo otro material que se refiera a la Asamblea. Gracias.

El REPRESENTANTE ALTERNO DE LOS ESTADOS UNIDOS: Thank you very much, Mr. Chair. My delegation is delighted that there seems to be general agreement that these dialogues should be moved to a weekday. It seems that Wednesday is the preferred date, and my delegation would be pleased to have these dialogues on Wednesday. We are unclear on two points. First, we spoke about cutting down the dialogues. We look forward to hearing more specifics as to how long these dialogues would actually take and when they would begin and end. Second, is the Assistant Secretary General-elect to be included in the dialogues? There’s a new team coming on board, and we would propose, if it wasn’t contemplated, that we do include the Assistant Secretary General-elect in these dialogues. Thank you very much, Mr. Chair.

Presidente, mi Delegación quisiera sumarse a la propuesta que ya hicieron las delegaciones para realizar el diálogo con la sociedad civil en un día laboral y no en domingo. También, y como ya lo mencionó el Representante de Chile, esperamos que los costos no se incrementen y sobre la reducción de la duración del diálogo, asunto al que hizo referencia la Delegación de los Estados Unidos, entiende mi Delegación que al tratarse de un período de sesiones de la Asamblea General con características singulares ––que no es un período de sesiones de la Asamblea General
