[El proyecto de orden del día contiene los siguientes puntos:

7. Otros asuntos.] If there are no objections to the order of business as proposed, we shall proceed to approve it.

INSTALACIÓN DE LA SUBCOMISIÓN DE TEMARIO Y PROCEDIMIENTOS Y ELECCIÓN DE SU PRESIDENTE El PRESIDENTE: As delegations are aware, it is customary for the Preparatory Committee to install two subcommittees to perform two of the functions assigned to it by the OAS Charter in preparation for the regular session of the General Assembly. These functions are:  To prepare the draft agenda of each session of the General Assembly; and  To review the proposed program-budget and the draft resolution on the quotas, and to present to the General Assembly a report thereon containing the recommendations it considers appropriate.- 3I propose that we proceed in the same manner for the forty-sixth regular session of the General Assembly and suggest that we now install the Subcommittee on Agenda and Procedure. Do you agree with that proposal? Okay, having received the consent of the Committee members, the Subcommittee on Agenda and Procedure is hereby install and charged with the consideration of the draft agenda and the draft schedule for the forty-sixth regular session of the General Assembly, as well as the reviewing of the appropriate procedures. As is established in Article 31 of the Rules of Procedure of the General Assembly, the draft agenda shall be transmitted to the governments at least 45 days before the opening date of each regular session of the General Assembly. In this case, that will be April 29. Article 32 of the Rules and Procedures also establishes that “once the Preparatory Committee has approved the draft agenda, new topics may be included only by the vote of two thirds of the members of that committee, at least 30 days prior to the opening date of the session of the General

Assembly. That will be May 14 for the upcoming regular session. Regarding the draft schedule, I ask the distinguished delegations whether we can agree to continue using the same methodology used during the preparations for previous regular sessions of the General Assembly:  Only events that have been proposed and approved by the Preparatory Committee or by the Subcommittee on Agenda and Procedure may be held during the forty-sixth regular session of the General Assembly;  All statements by authorities or representatives of organs, agencies, or entities to be made during the plenary sessions of the General Assembly may be discussed and agreed to by the Preparatory Committee or by the Subcommittee on Agenda and Procedure; and  The Subcommittee on Agenda and Procedure shall prepare a consolidated schedule that will include all the events, ceremonies, activities, and meetings to be held during the regular session of the General Assembly and submit it to the Preparatory Committee. If there are no objections, we will proceed to approve these procedures regarding the preparation of the draft schedule of the forty-sixth regular session of the General Assembly. I see no objections; so approved. We will now proceed to the election of the Chair of the Subcommittee on Agenda and Procedure. I would like to ask the distinguished delegations whether we can continue the tradition and elect as Chair of that Subcommittee the Permanent Representative whose country is going to host this regular session of the General Assembly, the Dominican Republic,. If there are no objections, we will elect Ambassador Pedro Vergés as Chair of the Subcommittee on Agenda and Procedure of the Preparatory Committee. Agreed. Ambassador Vergés, congratulations on your election.- 4INSTALACIÓN DE LA SUBCOMISIÓN DE ASUNTOS ADMINISTRATIVOS Y PRESUPUESTARIOS Y ELECCIÓN DE SU PRESIDENTE El PRESIDENTE: Let us now proceed to install the Subcommittee on Administrative and

Budgetary Matters. Representatives will recall that through resolution AG/RES.1 (L-E/15), adopted at its fiftieth special session on November 23, 2015, the General Assembly requested that the Permanent Council convene a special session of the General Assembly to be held no later than October 31, 2016, in order to consider and adopt the 2017 program-budget. Therefore, consideration of the 2017 program-budget will not be included in the agenda of the upcoming regular session. Nevertheless, the aforementioned resolution AG/RES.1 (L-E/15) instructed the General Secretariat to submit to the Preparatory Committee a proposed overall budget level for 2017, as well as the tentative overall budget level figure for 2018, which will include the adjustment for cost of living and inflation, where necessary, in accordance with the current rules. We should therefore proceed to install the Subcommittee on Administrative and Budgetary Matters, which will consider the proposed program-budget level to be presented by the General Secretariat. Are there any delegations that wish to comment on this proposal, or is there is agreement on the proposal that I just put to you? I see no requests; therefore, I take it that you agree. We will now proceed to do so. Thank you. With the consent of the Committee members, the Subcommittee on Administrative and Budgetary Matters is hereby installed. We should now proceed to elect its Chair. As established in Article 93 of the General Standards to Govern the Operations of the General Secretariat, the Committee on Administrative and Budgetary Affairs (CAAP) shall also be the Subcommittee on Administrative and Budgetary Matters of the Preparatory Committee. Therefore, if Committee members agree to maintain the established practice of delegating responsibility for heading the work of this Subcommittee to the Chair of the CAAP in order to ensure continuity in the treatment of the budgetary and administrative matters, we can proceed to elect

Ambassador John Beale, Permanent Representative of Barbados and Chair of the CAAP, as Chair of the Subcommittee on Administrative and Budgetary Matters of the Preparatory Committee of the forty-sixth regular session of the General Assembly. If I see no objections, I will take that as agreed. No objections; agreed.

INSTALACIÓN DEL GRUPO DE TRABAJO ENCARGADO DE CONSIDERAR

EL PROYECTO DE DECLARACIÓN DE SANTO DOMINGO “FORTALECIMIENTO

INSTITUCIONAL PARA EL DESARROLLO SOSTENIBLE EN LAS AMÉRICAS” Y ELECCIÓN DE SU PRESIDENTE El PRESIDENTE: We shall now proceed to install the Working Group to consider the draft declaration of the forty-sixth regular session of the General Assembly, to be held in Santo Domingo, the Dominican Republic. If there are no objections, and with the consent of this Preparatory Committee, the Working Group is hereby installed.- 5As you all know, the proposal that will be presented by the Government of the Dominican Republic will serve as the basis for the text that the heads of delegation will review during the General Assembly session. I therefore propose, as it is customary, that the head of delegation of the country hosting the General Assembly session chair that working group. Do delegations agree with that proposal? There are no objections, so I propose that we elect Ambassador Pedro Vergés, Permanent Representative of the Dominican Republic, as Chair of the Working Group to consider the draft declaration of the forty-sixth regular session of the General Assembly. Ambassador Vergés, congratulations again on the work that we are giving you. I see that the Dominican Republic would like to speak. Ambassador, you have the floor.

El REPRESENTANTE PERMANENTE DE LA REPÚBLICA DOMINICANA: Gracias, señor Presidente.

Quisiera decirle que es un honor para la República Dominicana asumir tanto la Presidencia de la Subcomisión de Temario y Procedimientos de la Comisión Preparatoria de la Asamblea General para llevar adelante los trabajos correspondientes al cuadragésimo sexto período ordinario de sesiones que va a celebrarse en Santo Domingo, así como la Presidencia del Grupo de Trabajo que tendrá a su cargo la consideración del proyecto de declaración del cuadragésimo sexto período ordinario de sesiones de la Asamblea General. Como bien lo ha señalado nuestro Ministro de Relaciones Exteriores, señor Andrés Navarro García, la coyuntura internacional actual es favorable para un replanteamiento de estrategia institucional ya que el pasado año 2015, las naciones a nivel mundial lograron establecer la Agenda 2030 para el Desarrollo Sostenible y el pacto global frente al cambio climático. Ambos instrumentos podrán orientar a toda la humanidad en la ruta de la prosperidad y la seguridad del planeta si se logra la suficiente voluntad política para su aplicación. Sin embargo, es necesario preguntarse si la Organización de los Estados Americanos y los países miembros están debidamente preparados para desarrollar esta Agenda común con eficiencia y efectividad. Posiblemente, la respuesta más honesta nos lleve a la conclusión de que debemos emprender un proceso riguroso, pero acelerado, de mejoramiento institucional que garantice que tanto la OEA como cada uno de nuestros países estén en plena capacidad de hacer lo que le corresponda para asegurar el alcance de los objetivos fijados.

Esto ha llevado a la República Dominicana a entender que el tema idóneo para el cuadragésimo sexto período ordinario de sesiones de la Asamblea General que se celebrará en Santo Domingo debe ser el fortalecimiento institucional para el desarrollo sostenible en las Américas de forma que dicha mejora institucional tenga un propósito común claramente identificado. Al evaluar los diecisiete Objetivos de Desarrollo Sostenible, incluidos en la Agenda 2030, podemos concluir en que abordan las diversas dimensiones de los retos que tienen en nuestras sociedades y que, sin duda, su alcance, al menos en las Américas, implicará una nueva institucionalidad.- 6En efecto, para acercarnos al alcance de estos objetivos en los próximos quince años, los países de la región tendremos que hacer grandes esfuerzos por superar las limitaciones institucionales que han obstaculizado el desarrollo. Pero impulsar desde la OEA una nueva institucionalidad en los Estados Miembros para el logro del desarrollo sostenible en las Américas, implica también una reforma y modernización de la propia OEA. Para ello, será necesaria una evaluación situacional de la Organización sobre la base de su cultura constitutiva y del nuevo contexto internacional sobre la base, además, de los cuatro pilares de su accionar: democracia, desarrollos humanos, seguridad multidimensional y desarrollo integral. De esa forma, se podrán identificar las medidas a tomar para que la OEA pueda responder a este nuevo reto del desarrollo sostenible en los próximos quince años.

Tenemos la esperanza de que la declaración de Santo Domingo constituya un paso importante en esa dirección y que en el seno del Grupo de Trabajo Encargado de Considerar el Proyecto de Declaración de Santo Domingo “Fortalecimiento Institucional para el Desarrollo Sostenible en las Américas” logremos el deseado consenso con el fin de llevar a la Asamblea General cuando se reúna en Santo Domingo, un documento que represente a cada uno de los países miembros de la OEA. ESTABLECIMIENTO DEL ORDEN PRECEDENCIA DE LAS DELEGACIONES DE LOS ESTADOS MIEMBROS Y DE LOS OBSERVADORES PERMANENTES PARA EL

CUADRAGÉSIMO SEXTO PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL El PRESIDENTE: Now, we move to the establishment of the order of precedence of delegations of member states, as well as that of permanent observers. In accordance with Article 4 of the Rules of Procedures of the General Assembly, the order of precedence shall be established by lot by the Preparatory Committee of the General Assembly. I would like to ask the Delegation of Trinidad and Tobago to assist me by drawing the name of the delegation that will take first place among member states. Trinidad and Tobago. [Pausa.] This is unexpected by the Secretariat. [Pausa.] La REPRESENTANTE ALTERNA DE TRINIDAD Y TOBAGO: Mr. Chair, the country is Dominica.- 7El PRESIDENTE: That is Dominica, as distinct from the Dominican Republic? Okay, the name selected is Dominica, and I thank the Representative of Trinidad and Tobago for her

cooperation. I am pleased to announce that the Delegation of Dominica will take the first place among member states, to be followed by all other delegations in alphabetical order in the Spanish language. Having established the order of precedence of member states, I wish to remind distinguished representatives that, according to Article 13 of the Rules of Procedure of the General Assembly, “the heads of delegation shall be vice presidents ex officio of the Assembly and shall replace the president in the event of his disability, in accordance with the order of precedence.” I would now like to ask the Delegation of Antigua and Barbuda to assist me by drawing the first place among the permanent observer delegations. La REPRESENTANTE ALTERNA DE ANTIGUA Y BARBUDA: Chair, the country is Pakistan.

El PRESIDENTE: I thank the Representative of Antigua and Barbuda for making the selection to establish the order of precedence of the permanent observers. I am pleased to announce, therefore, that the Delegation of Pakistan will take the first place among permanent observers. Other permanent observer delegations will follow in the Spanish alphabetical order.

APROBACIÓN DE ACTAS El PRESIDENTE: The next item on our order of business is the approval of the following minutes:  AG/CP/ACTA 406/15 (meeting of October 15, 2015); and  AG/CP/ACTA 407/15 (meeting of October 28, 2015). If the delegations have no comments or objections, we will proceed with the approval of these minutes. I see no objections; therefore, the minutes are approved. Distinguished representatives, this concludes today’s record-breaking meeting and its order of business.
