En la ciudad de Washington, D.C., a las doce y diecinueve minutos de la tarde del miércoles 1 de mayo de 2019, celebró sesión la Comisión Preparatoria de la Asamblea General de la Organización de los Estados Americanos. El PRESIDENTE: Good afternoon. It is my pleasure to call to order the first meeting of the Preparatory Committee for the forty -ninth regular session of the General Assembly, convened to consider the items on the draft order of business, document AG/CP/OD-419/19.

El PRESIDENTE: We shall begin our meeting by establishing the order of precedence of the delegations of the Member States and permanent observers. Pursuing to article 4 of the Rules of Procedure of the General Assembly, the order of precedence of the delegations shall be established by lot by the Preparatory Committee of the General Assembly.

El PRESIDENTE: Thank you Ambassador, I am pleased to note that the Delegation of the United Kingdom, Great Britain and Northern Ireland will head the list of permanent observers. The remaining delegations of the permanent observers will follow the Spanish alphabetical order.

El PRESIDENTE: Item 3, installation of the Subcommittee on Agenda and Procedures. As the delegates are aware of, article 60 of the Charter of our Organization of American States stipulates that: There shall be a Preparatory Committee of the General Assembly, composed of representatives of all

the Member States, which shall:

a) Prepare the draft agenda of each session of the General Assembly; b) Review the proposed program-budget and the draft resolution on quotas, and present to the General Assembly a report thereon containing the recommendations it considers appropriate; and c) Carry out such other functions as the General Assembly may assign to it.

As it is our practice, I propose that we proceed to install the Subcommittee on Agenda and Procedure. I would like to ask the delegations whether they agree with the Chair’s proposal. Having received no objections and having received the consent of the member Committee I hereby declare the Subcommittee on Agenda and Procedures installed.

I likewise suggest that for procedural reasons and taking into account the budgetary restrictions, we activate the Subcommittee on Agenda and Procedure s only if it is strictly necessary. In the meantime, we will advance the consideration of the draft agenda and the draft schedule on the frame of this Preparatory Committee. If there are no objections, it is so agreed.- 44. Matters.

Let us now proceed to install the Subcommittee on Administration and Budgetary Matters. As the permanent representatives would recall, resolution AG/RES. 1, adopted at the fifty-third special session of the General Assembly held in October 30, 2018, instructed the General Secretariat to submit to the Preparatory Committee a proposed overall budget level for 2020, as well as a tentative overall budget level for 2021, including the adjustments for cost of living and inflation, as approp riate, in accordance with the current rules.

Therefore, I propose that we proceed to install the Subcommittee on Administrative and Budgetary Matters, which shall be considered the budget proposal to be presented by the Secretary General. I would like to ask the delegations whether they agree with the Chair’s proposal. There being no comment, we shall proceed to consider the Subcommittee on Administrative and Budgetary Matters installed.

Committee.

Therefore, with th e Committee members agreed to maintain the established practice of delegating responsibilities for directing the work of its Subcommittee to the Chair of the Committee on Administrative and Budgetary Affairs of the Permanent Council with the view of ensuri ng continuity in the treatment of budgetary and administrative matters. There being no objections, we shall proceed to elect Ambassador Paula Maria Bertol, Permanent Representative of Argentina and Chair of the CAAP, as Chair of the Subcommittee on Adminis trative and Budgetary Matters of the Preparatory Committee for the forty-ninth regular session of the General Assembly.- 55. The following items on the order of business in consideration the draft recommendations on procedures for the forty -ninth regular session of the General Assembly, which are included in the document AG/CP/doc.936/19.

Let me remind the delegations that this document includes the same provisions adopted last year by the Preparatory Committee for the forty-eighth regular session of the General Assembly. I would like to ask the delegations if there are any other observations regarding the draft recommendations on procedure for the forty -ninth regular session of the General Assembly that was distributed.

Y agradecemos por el proyecto de recomendaciones sobre Procedimientos para el cuadragésimo noveno período ordinario de sesiones de la Asamblea General. Efectivamente, al revisar el documento, pudimos ver que casi en su totalidad son los mismos acuerdos para anteriores periodos de sesiones de la Asamblea General, a excepción del punto número 2. Mi Delegación podría acompañar el resto de los puntos. Sin embargo, quisiéramos hacer notar que, en otros periodos de sesiones de la Asamblea General, el punto 2 tenía como hora de presentación de propuestas las 11:00 a.m., lo cual también dependía del calendario. Y como todavía no tenemos una propuesta de calendario, o ese ítem puede esperar un poco, ese punto solamente, o podemos dejarlo para las 11:00 de la mañana, como tradicionalmente hemos hecho en otros periodos de sesiones de la Asamblea General.
