El PRESIDENTE: Good morning, ladies and gentlemen! We have eighteen delegations in the room; we have a quorum; and I propose to begin. I am pleased to call to order this regular meeting of the Preparatory Committee of the fifty -fourth special session of the General Assembly, convened to consider the items in the draft order of business, document AG/CP/OD-424/20.

If there are no objections to the order of business as proposed, we shall proceed to adopt it. Adopted.

El PRESIDENTE: Before proceeding with our agenda, please allow me to refer to the agreements on procedures for the fifty-fourth special session of the General Assembly. I wish to make

the following proposals and recommendations:

1. That the maximum duration of addresses by Heads of Delegation be limited to six minutes.

2. That the minutes of the meetings be verbatim minutes in the case of Plenary Sessions and summary minutes in the case of General Committee meetings should the General Assembly decide to install a General Committee.

3. With regard to the recordings of meetings and sessions, that the General Secretariat be

minutes.

With regard to the recordings of meetings and sessions, that the General Secretariat be instructed to take all the internal steps necessary to ensure that the audio recordings of all the sessions and meetings held during the fifty-fourth special session of the General Assembly be duly made and placed in safe keeping, including spares and back-ups, to be made available to the Member States at a later date and within a reasonable period of time.

Distinguished delegates, these are standard recommendations and I would like to ask if we may agree on them. If there are no objections, it is so agreed.

El PRESIDENTE: We now move to the established order of precedence of delegations of Member States as well as that of Permanent Observers, item 2 on the agenda.

In accordance with article 4 of the Rules of Procedure of the General Assembly, the order of precedence shall be established by lot by the Preparatory Committee . I would like to ask the4distinguished Ambassador of Guatemala, my predecessor’s Chair, to assist me by drawing the name of the delegation that will take first place among Member States.

El PRESIDENTE: Costa Rica has been selected. I thank the distinguish ed Ambassador of Guatemala for her cooperation. I am pleased to announce that the Delegation of Costa Rica will take first place among Member States, to be followed by all other delegations in alphabetical order in the Spanish language.

El PRESIDENTE: I thank the Alternate Representative of Barbados for making the selection to establish the order of precedence of the Permanent Observers. I am pleased to announce, therefore, that the Delegation of Japan will take first place among Permanent Observers. Other Permanent Observer delegations will follow in the Spanish alphabetical order.

Now that we have established the order of precedence, distinguished representatives are reminded that according to article 13 of the Rules of Procedure of the General Asse mbly, Heads of Delegation shall be vice Presidents ex officio of the General Assembly and shall replace the President in the event of his or her disability in accordance with the order of precedence.

El PRESIDENTE: I am now pleased to move to item 3 on the agenda, which is the “Consideration of the preliminary draft agenda and the preliminary draft schedule for the fifty -forth special session of the General Assembly.”

First, I would like to present for the consideration of this Committee the preliminary draft agenda, which is published as document AG/CP/doc.961/20. This document contains the following items:

1. Election of the President52. Adoption of the recommendations that the Preparatory Committee of the fifty -forth special session of the General Assembly.

3. Report of the Secretary General on credentials.

4. Election of the Secretary General of the Organization of American States.

5. Election of the Assistant Secretary General of the Organization of American States.

Delegations will recall that article 35 of the Rules of Procedure of the General Assembly
