Más allá de sus importantes contribuciones profesionales, quienes hemos tenido el privilegio de compartir con el Embajador Savage los trabajos en esta Organización hemos podido apreciar sus extraordinarias cualidades humanas. Stuart ha sido, ante todo, un caballero en el ejercicio de la diplomacia, un colega respetuoso, un amigo sincero y una persona siempre dispuesta a escuchar y a tender la mano. Su trato afable, su honestidad intelectual y su capacidad para relacionarse con todos los representantes –independientemente de sus posiciones o perspectivas– le ganaron el respeto y la estima de esta comunidad diplomática. Su disposición permanente a colaborar en favor de las mejores causas de la Organización y del Hemisferio constituye, sin duda, uno de los legados más valiosos de su paso por la OEA.

Señora Presidenta, los países de Centroamérica y la República Dominicana expresan su más sincero agradecimiento por su dedicación y valiosos aportes al sistema interamericano.

Colegas, es la primera vez que estamos implementando una despedida bajo los términos de la reforma, así que les recuerdo que este espacio es para intervenciones de Grupos Subegionales. [Siendo] así, le daría la palabra al representante que decida hablar en nombre de la Comunidad del Caribe. [A los demás embajadores, los invito a] hacer llegar su sentido acercamiento al señor Embajador Stuart Savage de una manera directa, tal vez incluso después de [finalizar la sesión].

Seeing that the Caribbean Community (CARICOM) has fourteen members, we were offering to do this in tandem, particularly given the invaluable work that Ambassador Savage has done in Haiti.

So, with your kind indulgence, I will do part one and Haiti will do the follow-up, if that meets with the favor of this [Permanent] Council, please.

It is actually dividing the subject matter because I will speak on behalf of fourteen member states, and he will speak on a particular subject matter, so we can be obliged with the full twelve minutes, six plus six.

La PRESIDENTA: Excuse me, Ambassador. I am going to say this in English, but the Rules of Procedure did not [provide for] any exception. We were discussing the document that was approved. I am sorry to say that, this is not the moment, but we were not able to accommodate exceptions according to the Rules of Procedure.

If you could bear with me, I do not want this to become a discussion on the Rules of Procedure. I will give you the time between the two delegations just to be flexible because this is a very important issue for all of us, saying farewell to Ambassador Savage.

In honoring his reputation and working methods, I will indulge you, [but I ask you] to respect the working methods and the Rules of the Procedure as well.

On behalf of fourteen member states, I will try to be as brief as possible, and we shall submit the full text of our remarks. I speak on behalf of the Coordinator, that in this instance is Saint Kitts and Nevis.

Ambassador Savage’s tenure has been marked by thoughtful leadership, principled engagement, and a steadfast commitment to the ideals that underpin our inter-American system. Throughout his time at the Organization of American States (OAS), he has distinguished himself as an active participant in some of the Organization’s most consequential discussions, whether on democracy, development, security, human rights, institutional reform, or the pressing challenges confronting our region.

What has perhaps set Ambassador Savage apart from most has been his ability not merely to listen but to hear. In diplomacy, those are not always the same thing. He has consistently demonstrated a willingness to engage with differing perspectives, to appreciate the realities that shape the positions of others, and to approach dialogue with openness, respect, and intellectual honesty. Those qualities have made him not only an effective Representative of Canada, but a trusted colleague and a valued partner around this table.

Canada’s decision to entrust Ambassador Savage with its representation in this most important multilateral forum was clearly a wise one. He has brought the Organization a style of leadership that reflects the very best traditions of diplomacy, one grounded in cooperation, mutual respect, and the recognition that, while we may at times differ on matters of policy, we remain members of a common hemispheric family whose shared aspirations must ultimately prevail over disagreements.

As he prepares to leave Washington, we extend our sincere gratitude for his service, his friendship, and his many contributions to the work of the OAS. And we also offer our warmest congratulations on what has been a distinguished and impactful career.

Ambassador Savage, while we are sorry to see you depart, we are comforted by the knowledge that your talents, experience, and commitment to public service will undoubtedly continue to find expression wherever your next calling may lead.

Je me permets de de demander de prendre la parole pour deux raisons. L’Ambassadeur Savage, avant d’avoir été le Représentant permanent à l’Organisation des États américains (OEA), a été Ambassadeur du Canada en Haïti. En plus de cela, l’Ambassadeur Savage est le seul autre ambassadeur Représentant d’un État membre francophone de l’organisation. Donc, vous me permettrez de m’adresser à lui personnellement, à ce niveau.

Monsieur l’Ambassadeur, tout au long de votre mission à l’OEA, vous avez représenté le Canada avec distinction, compétence et dignité. Vous avez su porter la voix de votre pays avec clarté, tout en demeurant attentif aux préoccupations des autres États membres. Vous avez incarné une diplomatie à la fois ferme et souple dans ses principes, ouverte dans sa méthode et constructive dans son esprit.

Pour Haïti, je voulais exprimer une reconnaissance particulière. Le Canada est un partenaire important et constant pour Haïti. Dans les moments difficiles que traverse notre pays, votre délégation a toujours manifesté une attention soutenue, une disponibilité réelle et un engagement sincère en faveur de la stabilité, de la sécurité, de la gouvernance démocratique et du relèvement d’Haïti.

Nous avons particulièrement apprécié la qualité du dialogue entretenu avec vous et votre équipe, ainsi que l’esprit de coopération qui a marqué nos échanges dans le cadre des travaux de cette organisation. Votre contribution aux discussions sur Haïti, y compris dans les efforts récents visant à renforcer la coordination de l’assistance hémisphérique, a été précieuse. Au-delà des positions diplomatiques, nous retiendrons aussi votre sens de l’écoute, votre courtoisie, votre pondération et votre capacité à rechercher des convergences, même dans les dossiers les plus complexes.

[Ambassador,] we will certainly miss you.

El REPRESENTANTE PERMANENTE DEL CANADÁ: Merci, madame la Présidente.

Comme on le voit, nous l’avons difficile ici à l’Organisation des États américains (OEA). Des fois, nos divergences d’opinion ne nous permettent même pas se mettre d’accord sur comment dire adieu, mais tous les mots ont été très appréciés et l’énergie et les émotions représentent beaucoup pour moi. Mais nous l’avons difficile ici parce que nous avons un hémisphère assez divers et compliqué, avec des points de vue très différents et des réalités très différentes.

À titre d’exemple, même notre géographie nous pose des défis. Autour de cette table, on a des représentants de petits pays insulaires, on a des pays enclavés et sans accès à la mer, nous avons des grands pays transcontinentaux, et beaucoup entre les deux. Nous sommes confrontés à des défis de développement et de gouvernance extrêmement variés, du crime organisé, de la corruption et des narcotrafiquants, aux incendies de forêt sans précédent, aux ouragans d’une violence record et à la fonte accélérée des glaciers.

Parallèlement, l’ordre international dans lequel nous avons grandi se trouve à un point tournant. Il subit des transformations profondes. Comment pouvons-nous faire face à toutes ces réalités redoutables alors que l’OEA est elle-même confrontée à d’importants problèmes financiers et d’organisation ? Mon Premier ministre cite souvent une phrase que je pense être très pertinente pour nous : « Ne laissez jamais une crise grave se perdre. C’est l’occasion de faire des choses qu’on avait pensées impossibles auparavant. » “Never waste a good crisis. It makes things possible that you never thought possible before.”

Madame Chair, the very genesis of the Organization of American States (OAS) as the world’s oldest multilateral organization offers us a way forward. Its history and that of its predecessor bodies are exceptional and inspirational. The inter-American system created the world’s first international women’s rights organization, the Inter-American Commission of Women; it created the first international health organization, the Pan American Health Organization; and it created the Inter-American Development Bank.

Clearly this body is capable of great things, groundbreaking innovations, new ways to organize [ourselves] to meet the challenges of our Hemisphere. Even in the short three years I have been here, I have seen the OAS play a critical role in ensuring peace and democracy in Guatemala and in Honduras. I have seen us come together in consensus to send an important message of hope for the long-suffering peoples of Venezuela and Nicaragua. We have also helped lead the way in support of our sister nation Haiti by last year adopting a resolution calling on the United Nations (UN) Security Council to take action, which led to the establishment of a new Gang Suppression Force (GSF). The OAS then enabled the establishment of said force through its administrative and legal support. And today, the UN Secretary General is making a historic visit to that GSF, which would not have been possible without the OAS. So, this is all to say that we member states in our Organization can and do [carry out] good and important work—work that matters. Let us never forget that. Indeed, let us be inspired by this past to do even greater things going forward.

Again, my Prime Minister likes to say that people have the tendency to over-rationalize the past, over-dramatize the present, and underestimate the future. I call on us to see past the drama of this moment and to focus on building an even greater future together and contributing to defining the new world order that we are building together.

I know personally from working with all of you around this august table that this body is full of a tremendous array of talented, caring, experienced, and dedicated professionals. I thank you all from the bottom of my heart for all that you have taught me, and for helping me to leave this wonderful assignment feeling a better person. I am grateful. I also thank all the OAS technical teams and interpreters for their wonderful work, that enables our discussions, dialogues, and decisions. I am also grateful to my beloved home country, Canada, for honoring me with this opportunity.

Canada is a proudly bilingual nation, grounded in Indigenous lands where we share and are enriched by generations of people who have come from around the world to make it home. Especially in these turbulent times, Canada and Canadians are standing up for our home, which is the true north, strong and free.

We celebrate our great country on its birthday every year on July 1, Canada Day. As the [regular session of the] OAS General Assembly takes place just before that and so many colleagues take well-earned holidays right after, I am happy to share a little bit of that celebration of Canada with you today. Some of you may have already enjoyed a few of the little Canadian maple cookies we have set out for you.

But also, Canada Day this year is taking place in a historic context. It is taking place as Canada welcomes the world as one of the three host countries of the FIFA World Cup. We are thrilled, in fact, that our General Assembly host, Panama, is playing a match today in Toronto and will play [another] match during the actual [regular session of the] General Assembly next week, on Tuesday, in Toronto, as we meet. So please accept the small symbols of my country that we have left behind you on your desks, these little packages. They represent our first ever co-hosting of the World Cup, the greatest party for the greatest game in the world. Except ice hockey, of course. [Risas.]

This is my last regular meeting of the Permanent Council with you. It is also to be the last for our much-appreciated Chair, Ambassador Alejandra Solano of Costa Rica, a great colleague, and with whom we invented a little group that we called the C4: Canada, Colombia, Chile, and Costa Rica. I would like to thank Ambassador Solano and wish her all the best as she pursues her brilliant career.

Colleagues, let me finish by saying that I look forward to seeing you all—or many of you at least—at the [regular session of the] General Assembly, where I will be proudly wearing this scarf. And I hope to see many of you wearing it, and if not this scarf, then some other sign of World Cup pride.

PALABRAS DE LA PRESIDENTA DEL CONSEJO PERMANENTE AL LLEGAR

AL TÉRMINO DE SU MANDATO

La PRESIDENTA: Ahora, colegas, vamos al último punto de nuestro orden del día, que es “Otros asuntos”.

Al encontrarnos en el cierre de esta sesión y bajo el espacio de “Otros asuntos”, solicito su venia para hacer uso de la palabra, no solo para concluir formalmente el período en que Costa Rica ha tenido el gran honor de presidir este Consejo Permanente, sino también porque esta constituye mi última sesión como Representante Permanente de Costa Rica ante la Organización de los Estados Americanos (OEA).

Me voy con el Embajador [Stuart] Savage. Como buena [integrante del] C4, nos vamos juntos de este período de intenso trabajo, amistad y compañerismo con todos ustedes.

Como saben, asumimos esta Presidencia el pasado 1 de abril con la firme convicción de que el multilateralismo se valida a través de la transparencia, la rigurosidad y la inclusión. Hoy, al repasar estos últimos tres meses, podemos afirmar con mucho orgullo que este cuerpo colegiado ha estado a la altura de las exigencias del Hemisferio.

Han sido tres meses de intensas y largas jornadas de trabajo, marcadas por debates profundos y de alta sensibilidad política. Para esta Presidencia fue una prioridad metodológica impulsar la máxima apertura en nuestras deliberaciones. Por ello, destaco el valor de haber convocado a reuniones informales abiertas a todas las delegaciones, garantizando que cada voz y cada postura constructiva tuviera un espacio de escucha horizontal en la mesa. Asimismo, guiar nuestros trabajos bajo el estricto cumplimiento del Reglamento [del Consejo Permanente] nos permitió asegurar la certeza jurídica, el orden y el debido proceso que la dignidad de la presidencia de este Consejo Permanente exige.

Esta fórmula de trabajo fue clave para concluir con éxito los exhaustivos preparativos del quincuagésimo sexto período ordinario de sesiones de la Asamblea General, que nos reunirá en los próximos días en Panamá; estamos a cinco días de la apertura de la Asamblea General. Las extenuantes y largas jornadas de negociación de [proyectos de] resolución y declaración son el fiel reflejo de nuestro compromiso compartido con el futuro de la región.

Quiero expresar mi más profundo y sincero agradecimiento a cada uno de ustedes, estimados colegas, por sus preguntas, por sus retos a los procedimientos, todos tan estimulantes y constructivos. Porque juntos, al final, la respuesta es de todos nosotros. Gracias por esa constante disposición, por su voluntad política para superar cualquier diferencia que haya surgido y por el valioso respaldo que le brindaron a esta Presidencia para poder guiar con éxito los trabajos de este trimestre.

Del mismo modo, mi gratitud se extiende al Secretario General y a la Secretaria General Adjunta y, [por su intermedio], a todo el equipo de la Secretaría, pero como lo dije antes, en particular al equipo de Secretaría Técnica del Consejo Permanente, cuyo trabajo ha sido fundamental. Conocen el trabajo impecable del señor Rodrigo Cortés y también de la señora Roxane Corbanese.

Por supuesto que [agradezco] también a mi equipo en la Misión Permanente de Costa Rica en esta casa hemisférica. Nos llena también de profundo orgullo ser una Delegación con muy pocos funcionarios y aun así hemos estado presentes en todas las negociaciones y hemos tenido mucho éxito en las iniciativas [en las] que ustedes nos han acompañado.

Por eso me provoca también muchísima nostalgia concluir no solo la presidencia, sino también mi paso profesional por la OEA. Todos somos humanos, y durante este período hemos construido una amistad muy profunda. Son muchos años de trabajo juntos, negociando y también compartiendo hasta altas horas de la noche. Me los llevo a todos en el corazón y sé que me voy también con la satisfacción de una misión cumplida.

Les reitero a todos mi profunda gratitud y mi amistad de siempre.

La Presidencia de Costa Rica del Consejo Permanente les agradece profundamente la entrega y les desea también a todos muchos éxitos en el período [de sesiones de la] Asamblea General, que estamos por empezar en Panamá. Así que muchísimas gracias.

El SECRETARIO GENERAL: Thank you very much, Madame Chair. You are not used to me asking for the floor, but I think it is a fitting occasion to do so today, for several reasons.

First, of course, I want to extend all the accolades which have been addressed to Ambassador Savage as my own, just to [save] time in terms of my intervention. I thank you very much for the frankness, for the rational, substantive discussions which you had on the inter-American system, and the Organization of American States (OAS), [as well as for] all the very valuable conversations which we had over the past couple of months during your term in office. I wish you all the best going forward, and I am sure Canada will gain from your experience here, as we will make good use of your experience and your dedication to this Organization. So, thank you very much.

I also want to recognize that another colleague of ours left the Organization a little bit in haste, Ambassador Antony Anderson. I would also like to express and extend my thanks to him for the very practical, rational discourse we had over time. He did not stay for long, but I know he is doing great work in Jamaica where he is needed most. Please, extend my thanks to him as well on behalf of the General Secretariat.

I want to thank the Chair of the Permanent Council, Ambassador Solano, for the extremely intensive and dedicated work done over the past couple of weeks in different capacities. The past three months have been very intensive and not easy at times, but she survived with a smile, so I want to thank her. I know that there will be another opportunity to say thank you, but for today, as this is your last meeting, I would like to add that to my remark. Thank you very much.

As some of us prepare to travel to Panama, I want to thank Panama for hosting the [regular session of the] General Assembly. And like all of us, we look forward to a robust, substantive, forward-looking General Assembly that will benefit the Hemisphere, benefit the people of the Americas, benefit the agenda of this Organization.

In that regard, I would like to thank all member states, delegates, and permanent observers for their contributions to the process, which has not been easy, but I am happy to see that a minimum of [draft] resolutions will go forward to the General Assembly for further discussions, and I hope some of them can be concluded in Panama City.
