RECOMMENDATIONS ON PROCEDURE

FOR THE FIFTY-SIXTH REGULAR SESSION

OF THE GENERAL ASSEMBLY

(Approved by the Preparatory Committee at its meeting on April 8, 2026) The Preparatory Committee of the General Assembly submits to the General Assembly for consideration the following recommendations on procedural matters for the fifty-sixth regular session:

1. Agreement on format. The fifty-sixth regular session of the General Assembly will be held in person at Panama City, Panama.

2. Agreement on the length of statements by heads of delegation. In accordance with the provisions of Article 18 of the Rules of Procedure of the General Assembly, the maximum length of statements by heads of delegation at plenary sessions will be six minutes.

3. Agreement on the time limit for the presentation of proposals. In keeping with the provisions of Articles 20 and 37 of the Rules of Procedure of the General Assembly, the deadline for proposals to be submitted expires at 9:00 a.m. on Monday, June 22,

2026.

4. Agreement on the duration of the Assembly session. In accordance with Article 20 of the Rules of Procedure of the General Assembly, the fifty-sixth regular session of the General Assembly will begin on Monday, June 22, and conclude on Wednesday, June 24, 2026.

5. Agreement on the minutes of the meetings. In accordance with the provisions of Articles 20 and 77 of the Rules of Procedure of the General Assembly, the minutes of the plenary sessions will be verbatim and those of the General Committee, should the General Assembly install it, will be summary.

6. Agreement on the requests for the floor . Requests for the floor will be made in the customary manner, by order of request, using the floor request system. In the case of the Dialogue of Heads of Delegation, speakers will be recognized in the order of precedence established by lots by the Preparatory Committee.

GENERAL ASSEMBLY27. Agreement on recordings. Based on recommendation 1 of audit SG/OIG/AUD-13/11 contained in the 2013 report of the Office of the Inspector General, the General Secretariat is to take all necessary steps internally to ensure that the audio of all sessions held during the regular session of the General Assembly be duly recorded, stored, and preserved (including with spare/back-up copies), to be subsequently made available to the member states upon request.

8. Agreement on footnotes . Delegations may include footnotes in declarations and/or resolutions by explicitly stating their intention during the plenary session when the documents are submitted for adoption by the General Assembly.

Delegations shall have until the close of the session to submit to the Secretariat, via email to FootnotesGA@oas.org, the text of the footnotes that were expressly announced, in accordance with the preceding paragraph. Within 24 hours after the session ends, the Secretariat will distribute the volume of declarations and/or resolutions adopted by the General Assembly, along with the text of the footnotes received within the specified deadline. Footnotes that have been duly announced but whose text is not submitted to the Secretariat before the close of the session will be incorporated into the volume of declarations and/or resolutions submitted to the Style Committee.
