GENERAL COMMITTEE SUMMARY MINUTES Date: November 11 and 12, 2021

1. Working procedure At the start of its work, the General Committee adopted the “Methodology for Negotiation of Draft Resolutions in the General Committee,” as contained in document AG/CG/doc.1 (L-O/21) rev.1.

Installation and election of officers At its first plenary meeting, held on November 11, 2021, the General Assembly installed the General Committee for its fifty-first regular session and elected Ambassador Josué Fiallo, Permanent Representative of the Dominican Republic to the OAS, as Committee Chair by acclamation.

Subsequently, and in accordance with the provisions of Article 24 of the Rules of Procedure of the General Assembly, the General Committee at its first meeting, also held on November 11, 2021, elected by acclamation both its Vice Chair, Ambassador María del Carmen Roquebert, Permanent Representative of Panama to the OAS, and its Rapporteur, Ambassador Samy Araya Rojas, Alternate Representative of Costa Rica to the OAS.- 23. Assignment of topics The plenary assigned a total of three draft resolutions and two draft declarations to the General Committee for its consideration, the four new drafts having been submitted within the time limit for their registration. The fifth, draft resolution “Promotion and Protection of Human Rights,” was referred by the plenary, as agreement on it had not been possible, either in the Permanent Council's Committee on Juridical and Political Affairs, or the Permanent Council itself.

The first and second meetings were held on November 11, 2021, and lasted 2 hours, 20 minutes, and 3 hours, 40 minutes, respectively. The third and fourth meetings were held on November 12, 2021, and lasted 40 minutes and 20 minutes, respectively, with the result that the work concluded at 2:39 p.m. The General Committee adopted the draft orders of business contained in documents AG/CG/OD-1 (L-O/21) and AG/CG/OD-2 (L-O/21) without amendment. 5. Draft resolutions and declarations In fulfillment of the functions entrusted to it by the plenary of the General Assembly, the General Committee agreed by consensus on the texts of the following five draft resolutions and declarations assigned to it, as well as their transmission back to the plenary for consideration and

adoption:

1. Draft declaration “Renewed Commitment to Sustainable Development in the

Americas Post-COVID-19” [AG/CG/doc.2 (L-O/21) rev.2] ii. Draft resolution “Developments in the COVID-19 Pandemic iii. Draft resolution “Promotion and Protection of Human Rights” [ AG/CG/doc.4 (LO/21)] iv. Draft declaration “The Situation in Haiti” [AG/CG/doc.5 (L-O/21)]

1. Draft resolution “The Situation in Nicaragua” [AG/CG/doc.6 (L-O/21)]- 36. Report of the Rapporteur A complete record of the negotiations that took place within the framework of the General Commission, as well as all the observations made and the details of the agreements reached, can be found in the Rapporteur's report, document AG/CG/doc.7 (L-O/21).

7. Conclusion of the work At the conclusion of the work of the General Committee, the Chair thanked the delegations for their efforts and collaboration during the consideration of the projects assigned to the Committee. He also expressed his appreciation to the staff of the secretariat of the General Assembly for their support.
