UPDATE TO THE MANAGEMENT BOARD

INTER-AMERICAN AGENCY FOR COOPERATION AND DEVELOPMENT Monday, March 23, 2026The Language Cooperation Program (LCP) offers language proficiency training and certification in the Americas to support the teaching and learning of the four main languages of the OAS. The LCP facilitates multi-stakeholder cooperation for virtual and onsite language learning by partnering with both leading private and national entities in Member States and with Permanent Observers to develop an ongoing space for language learning. To date, over 400 citizens have benefitted from programs offered in English, Spanish and French. Portuguese language training is scheduled to begin soon.

Spanish Course: 116 CARICOM Students and Citizens have registered for the beginner Spanish course. 36 Students (10 -15 yr) 80 Citizens (16 and older)

Phase 3 English and Spanish 7 For 2026, the OAS Language Cooperation Program (LCP) launched one Spanish course for Students and Citizens of CARICOM at the Beginner level and opened a new English course for Teachers of English as a Second Language of Central America and the Dominican Republic at the B2 level including teachers that previously had studied under the LCP program with two providers.English Course: Two Cohorts 100 Teachers from Central America and the Dominican Republic have registered for the English for Teachers Course at the B2 level with Universidad Pontificia Bolivariana. 180 Spots are now open for the second cohort of the B2 level English course with CEIBAL for teachers of Central America and the Dominican Republic. 15 Signing of VSI agreement with ADICE and deployment of volunteers to Dominica and Saint Lucia to assist Focal Points with in-country coordination of activities Establishment of the Regional Steering Committee to facilitate communication and information‑sharing across the region. Members of the Committee include: Organization of American States (OAS) Permanent Observer Mission of France to the OAS French Embassy to the OECS Member States, Barbados, and the Eastern Caribbean French Honorary Consuls Focal Points French Teachers' Associations Alliances Françaises (regional level) Organisation Internationale de la Francophonie (regional level)1 6

With funding support from the Permanent Observer Mission of France to the OAS and the Organisation Internationale de la Francophonie (OIF), the LCP offers French-language training for workforce members of the General Secretariat of the OAS and delegates from Permanent Missions to the OAS. Classes are being administered through Alliance Française in Washington, DC at the A1, A2-B1 and B1-B2 levels. Fourteen (14) delegates from Permanent Missions and forty-one (41) workforce members from across the General Secretariat have benefited from these courses.

On Friday, March 13, 2026, Louise Mushikiwabo, Secretary General of the International Organization of La Francophonie, Albert R. Ramdin, OAS Secretary General and Celine Giusti, Ambassador, Permanent Observer of France to the OAS signed an agreement for French language training for workforce members of the General Secretariat of the OAS and delegates from Permanent Missions to the OAS.
