APPROVAL OF THE BUDGET OF THE OAS SCHOLARSHIP AND TRAINING PROGRAM FOR 2026, AS WELL AS FOR THE IMPLEMENTATION OF THE

AWARD OF A SECOND ROUND OF ACADEMIC SCHOLARSHIPS.

1. Budgetary Approval Process for the Scholarship and Training Programs The approval of the budget for the OAS Scholarships and Training Programs is an annual process that takes place during the first quarter of each year at the first meeting of the Management Board of the Inter-American Agency for Cooperation and Development (IACD).

The table below presents the budget breakdown for both the OAS Partnerships Program for Education and Training (PAEC) and the OAS Academic Scholarship Program (ASP), as agreed upon with the Management Board. The allocation of these funds corresponds to the provisions established under AG/RES.1 (LVIII-E/25).

2. Award of a Second Round of Scholarships from the Academic Program Each year, the Department of Human Development, Education, and Employment (DHDEE),

responsible for implementing the OAS Academic Scholarship Program (ASP), convenes a selection committee to choose one scholarship awardee per country based on the list of preselected candidates submitted by each OAS Member State. Over the past two years, several scholarships have remained unallocated after the first round of selection. This has occurred either because some Member States chose not to participate or because their nominated candidates were deemed ineligible at the time of selection. In such cases, DHDEE has requested and received authorization to conduct a second round of scholarship awards through the ASP. During 2025, request was presented in document AICD/JD/doc.240/25 and approved by this Management Board through decision

AICD/JD/DE.149/25.

Implementing a second round has enabled the OAS to fully allocate the total number of scholarships assigned annually to the ASP within the program’s approved budget. These additional scholarships are awarded based on the lists of candidates pre-selected by the National Liaison Offices of the OAS Member States, following the established order of priority determined by the Human Development Index (HDI) of each Member State. Member States submit lists of pre-selected candidates prioritizing fields of study aligned with their national development objectives, public policy priorities, and training needs. This approach supports a strategic distribution of scholarships and promotes a more effective use of the funding provided through the Regular Fund. Accordingly, the Department respectfully requests authorization from the Management Board to continue implementing a second round of scholarship awards under the ASP whenever not all 46 scholarships are allocated during the first round. This approval would facilitate a more efficient use of time and resources in the administration of the ASP. SEDI’s Language Cooperation Program (LCP) The Language Program was launched in response to OAS member state requests to close the language learning gap in the region as stated in both AG/RES. 3011 (LIII-O/23), and AG/RES. 3013 (LIV-O/24). AG/RES. 3011 (LIII-O/23), states the following: III, 4, b. To authorize the Management Board of the Inter-American Agency for Cooperation and Development to use the $75,000 allocated to the Professional Development Scholarships Program (PDSP) under the OAS Scholarship and Training Program, to execute a language proficiency training and certification program in the four languages of the OAS, to the extent that funding allows, but in at least two languages. To instruct the SEDI to pursue additional resources to complement the PDSP funding, including but not limited to Cooperation with OAS member states and Observer member states. To urge member states and permanent observer states to provide human, financial, and technical resources to support the program. Said training and certification should be made available to all citizens of all OAS member states through the OAS Scholarships and Training Program, which should adjust its procedures to effectively implement this

language proficiency training and certification program. The AG/RES. 3013 (LIV-O/24), requests: To instruct SEDI to consolidate the language proficiency and certification program within the context of the IACD as a Language Cooperation Program and request that the Technical Cooperation Section report to the Management Board of the IACD on its execution.

4. Status of Accredited Partner Universities for 2025-2026: DHDEE is pleased to inform member States that the Department verifies the accreditation status of all partner institutions participating in its 2025-2026 scholarship programs to ensure that they meet recognized standards of academic quality and institutional legitimacy.

Each higher education system operates within its own legal and regulatory framework, with designated authorities responsible for evaluating and accrediting institutions. Consequently, the accreditation of partner institutions is assessed within the country's regulatory standards. Through this process, the OAS seeks to ensure that all participating institutions are duly accredited by competent authority in their respective jurisdictions. SOLICITUD A LA JUNTA DIRECTIVA DE LA AGENCIA INTERAMERICANA

PARA LA COOPERACIÓN Y EL DESARROLLO (AICD) PARA LA APROBACIÓN

DEL PRESUPUESTO DEL PROGRAMA DE BECAS Y CAPACITACIÓN DE LA

OEA PARA 2026, ASÍ COMO PARA LA IMPLEMENTACIÓN DE LA

ADJUDICACIÓN DE UNA SEGUNDA RONDA DE BECAS ACADÉMICAS.

1. Proceso de Aprobación Presupuestaria para los Programas de Becas y Capacitación La aprobación del presupuesto para los Programas de Becas y Capacitación de la OEA es un proceso anual que tiene lugar durante el primer trimestre de cada año, en la primera reunión de la Junta Directiva Agencia Interamericana para la Cooperación y el Desarrollo (AICD).

La tabla a continuación presenta la distribución del presupuesto tanto para el Programa de Alianzas para la Educación y la Capacitación (PAEC) como para el Programa de Becas

Académicas (PBA) de la OEA, según lo acordado con esta Junta Directiva. La asignación de estos fondos corresponde a las disposiciones establecidas en la resolución AG/RES.1 (LVIIIE/25).

2. Adjudicación de una Segunda Ronda de Becas del Programa Académico Cada año, el Departamento de Desarrollo Humano, Educación y Empleo (DDHEE), responsable de la implementación del Programa de Becas Académicas de la OEA (PBA), convoca a un comité de selección para elegir a un becario por país, en función de la lista de candidatos preseleccionados presentada por cada Estado Miembro de la OEA.

En los últimos dos años, varias becas han quedado sin asignar luego de la primera ronda de selección. Esto ha ocurrido ya sea porque algunos Estados Miembros decidieron no participar, o porque los candidatos por ellos nominados fueron considerados inelegibles al momento de la selección. En tales casos, el DDHEE ha solicitado y recibido autorización para llevar a cabo una segunda ronda de adjudicación de becas a través del PBA. Durante 2025, esta solicitud fue presentada en el documento AICD/JD/doc.240/25 y aprobada por esta Junta Directiva mediante la decisión AICD/JD/DE.149/25. La implementación de una segunda ronda ha permitido a la OEA asignar completamente el número total de becas anuales del PBA dentro del presupuesto aprobado del programa. Estas becas adicionales se adjudican con base en las listas de candidatos preseleccionados por las

Oficinas Nacionales de Enlace de los Estados Miembros de la OEA, siguiendo el orden de prioridad establecido por el Índice de Desarrollo Humano (IDH) de cada Estado Miembro. Los Estados Miembros presentan listas de candidatos preseleccionados que priorizan áreas de estudio alineadas con sus objetivos de desarrollo nacional, prioridades de política pública y necesidades de capacitación. Este enfoque respalda una distribución estratégica de las becas y promueve un uso más efectivo de los fondos proporcionados a través del Fondo Regular. En consecuencia, el Departamento solicita respetuosamente autorización a la Junta Directiva para continuar implementando una segunda ronda de adjudicación de becas en el marco del ASP siempre que las 46 becas no sean asignadas en la primera ronda. Esta aprobación permitiría un uso más eficiente del tiempo y los recursos en la administración del ASP. Programa de Cooperación Lingüística (LCP) de la SEDI El Programa se lanzó en respuesta a las solicitudes de los Estados Miembros de la OEA para cerrar la brecha de aprendizaje de idiomas en la región, tal como se indica en las resoluciones AG/RES. 3011 (LIII-O/23) y AG/RES. 3013 (LIV-O/24). La resolución AG/RES. 3011 (LIII-O/23), apartado III, párrafo 4 inciso b establece: Autorizar a la Junta Directiva de la Agencia Interamericana para la Cooperación y el Desarrollo que utilice los US$75,000 asignados al Programa de Becas de Desarrollo Profesional (PBDP), al amparo del Programa de Becas y Capacitación de la OEA, con la finalidad de poner en práctica un programa de capacitación y certificación de competencia en los cuatro idiomas de la OEA, en la medida en que lo permitan los fondos, pero al menos

en dos idiomas. Encomendar a la SEDI que busque recursos adicionales para complementar la financiación del PBDP, sin limitarse al establecimiento de esquemas de cooperación con los Estados Miembros y los observadores permanentes. Instar a los Estados Miembros y a los observadores permanentes a que proporcionen recursos humanos, financieros y técnicos para apoyar este programa. Este programa de capacitación y certificación debe ponerse a disposición de todos los ciudadanos de todos los Estados Miembros de la OEA a través de su Programa de Becas y Capacitación, el cual deberá ajustar sus procedimientos a fin de poner en práctica este programa. La AG/RES. 3013 (LIV-O/24), párrafo 67 establece: Instruir a la SEDI a que consolide el programa de competencia lingüística y certificación en el contexto de la AICD como Programa de Cooperación en Idiomas y solicitar que la Sección de Cooperación Técnica informe a la Junta Directiva de la AICD sobre su ejecución.

4. Estado de Acreditación de las Universidades Socias para 2025-2026

El DDHEE se complace en informar a los Estados Miembros que el Departamento verifica el estado de acreditación de todas las instituciones socias que participan en sus programas de becas 2025-2026, con el fin de asegurar que cumplan con estándares reconocidos de calidad académica y legitimidad institucional. Cada sistema de educación superior opera dentro de su propio marco legal y regulatorio, con autoridades designadas responsables de evaluar y acreditar instituciones. En consecuencia, la acreditación de las instituciones socias se analiza dentro del contexto de las normas regulatorias del país en el que opera la

institución. A través de este proceso, la OEA procura asegurar que todas las instituciones participantes estén debidamente acreditadas por la autoridad competente en sus respectivas jurisdicciones.
