Working Group 3 Renewing the Inter-American Agency for Cooperation and Development (AICD) to better meet the needs of Member States. “Discussion questions on key recommendations for strengthening regional cooperation through the AICD, within the new global context of international development cooperation”

I. Context Based on the mandates of the Fourth Specialized Meeting of the Inter-American Council for Integral Development (CIDI) of Cooperation Authorities (April 18–19, 2024), three Working Groups were established to advance the implementation of the mandates and priorities outlined in the 2024–2027 Cooperation Action Plan.

In this regard, Working Group No. 3 (WG3) was created, titled: Renewing the Inter-American Agency for Cooperation and Development (IACD) to Better Address the Needs of Member States The objectives of this WG3 focus on improving governance structures for effective cooperation; and leveraging effective national approaches to the achievement of the Sustainable Development Goals (SDGs) as an instrument of cooperation. Based on the above, WG3 proposes an exercise to identify key recommendations for strengthening regional cooperation through the IACD, within the new global context of international development cooperation, where countries will be able to identify key actions to strengthen regional cooperation through the IACD, recognizing niches of opportunity that position Inter-American cooperation, avoiding duplication, and leveraging its comparative advantages. Similarly, this forum for reflection aims to analyze implementation mechanisms in order to identify areas for improvement that can be addressed and that will enhance the scope and impact of the cooperation currently supported by the IACD.2

II. Objectives • Identify recommendations and priorities from Member States regarding the renewal

of the Inter-American Agency for Cooperation and Development (IACD) • To identify, at the country level, the thematic priorities that could guide InterAmerican cooperation. • Identify ways to improve the mechanisms for implementing inter-American cooperation, with the aim of expanding their scope to include regional initiatives. • Collaboratively develop a list of key stakeholders to be invited to join forces in support of a renewed and strengthened Inter-American development strategy.

III. Audience The workshop is designed to allow members of the Working Groups to participate and share their findings with the rest of the OAS membership.

IV. Content: The Inter-American agency we want: Competitive advantages, operational strengths, and cooperative approaches.

Countries should share their insights in line with the revitalization of the IACD. The dialogue should take into account the IACD’s current operational status and its regional mandate, while envisioning the potential impact on the development of countries in the region. Participants should avoid replicating the dynamics of other regional initiatives and focus on the IACD’s work from an innovative perspective.

Guiding questions:  Identification of the IACD’s competitive and comparative advantages.  Identification of innovative approaches that the IACD could implement to scale up to effective regional cooperation.  Which sectors could be prioritized.  What forms of cooperation are expected, given that donor countries are also part of the membership.

Based on the identified issues: • Which stakeholders should be invited? • What role should observer states play? • How can we engage traditional donors in our region in the work of the IACD?
