ACTIVITY REPORT Period June 2023 – December 2025 (approved during the second plenary session) The actions carried out by the CIP Secretariat during the period covered by this report were geared towards supporting the implementation of the 2023 - 2026 Plan of Action of Roatán, which was adopted by the Secretariat at its Thirteenth Regular Meeting (2023), and the pursuit of the Secretariat’s four main objectives: (1) strengthening and promoting the inter-American ports dialogue, (2) training through the scholarship and capacity building program, (3) hemispheric cooperation and strategic alliances, and (4) publicizing ports in the Americas and promoting publicprivate partnerships.

I. Work Plan for the implementation of the Action Plan of Roatan 2023 – 2026

A. STRENGTHENING AND PROMOTING INTER-AMERICAN PORT DIALOGUE The CIP is the only permanent inter-American governmental forum that brings together the National Port Authorities of the 34 member states of the Organization of American States

(OAS).

1. Thirteenth Regular Meeting of the CIP and the Twenty-third Meeting of its Executive Board (CECIP). Held in Roatan, Honduras from June 7th to 9th, 2023 and chaired by the National Port Company (ENP) of Honduras in its capacity as Chair of the CECIP.

The meeting was attended by high-level representatives of 21 National Port Authorities from the following CIP Member States: Antigua and Barbuda, Argentina, Bahamas, Barbados, Belize, Bolivia, Chile, Colombia, Dominica, Dominican Republic, Guatemala, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Vincent and the Grenadines, United States, and Uruguay. 2. Videoconference of the Technical Advisory Group (TAG) on Public Policy, Legislation, and Regulation. Held on September 7, 2023, and chaired by the National Port Commission

(CPN) in its capacity as Chair of the TAG. The videoconference was attended by Colombia, Jamaica, Mexico, Panama, Paraguay and United States. During the videoconference, Guatemala presented a work plan within the framework of the Plan of Action of Roatán 2023–2026, which included, among other initiatives, the 5th Hemispheric Conference on the TAG’s thematic area, planned for 2024 in Guatemala City, Guatemala. Notably, during this meeting, Colombia was elected by acclamation as Vice Chair of the TAG for the 2023–2026 term.

3. Twenty Fourth Meeting of the Executive Board of the CIP (CECIP). Held virtually on September 26th, 2023, and chaired by the National Port Administration (ANP) of Uruguay, in

its capacity as First Vice Chair of the CECIP. The Meeting was attended by Antigua and Barbuda, Argentina, Barbados, Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, United States, and Uruguay. During the Meeting, the work plans of the Technical Advisory Groups (TAGs) were approved, as well as an adjustment to the annual contributions to the CIP Special Port Program to be approved ad referendum at the Fourteenth Regular Meeting of the CIP. 4. Videoconference of the Technical Advisory Group (TAG) on Logistics, Innovation and Competitiveness. Held on April 29, 2024 and chaired by the General Coordination of Ports and Merchant Marine of Mexico in its capacity as Chair of the TAG. The videoconference was attended by Bolivia, Colombia, Honduras, Mexico, Panama, Paraguay and United States.

During the videoconference, Mexico reported on the success of the 6th Hemispheric Conference on the TAG topics, which took place from January 17th to the 19th, 2024 in Veracruz, Mexico. 5. Videoconference of the Technical Advisory Group (TAG) on Port-City Relation, Social Responsibility and Gender Equality. Held on June 18th, 2024, and chaired by the Panama Maritime Authority (AMP) in its capacity as Chair of the TAG. The videoconference was attended by Colombia, Costa Rica, Ecuador, Honduras, Mexico, Panama, Paraguay, Saint Lucia

and United States. During the videoconference, a report was presented on the activities carried out by Panama in

6. CECIP Videoconference. Held on July 11th, 2024, and chaired by Barbados Port Inc. in its capacity as Chair of the CECIP. The videoconference was attended by Barbados, Guatemala,

Mexico, Panama, Paraguay, Peru and United States. During this videoconference, the CIP Secretariat's activity report for the period January - June 2024 was presented. Also, following up to the request received from Barbados, in its capacity as Chair of the CECIP and with the objective of avoiding misinterpretations of the CIP Rules of Procedures, the Secretariat is coordinating, with the support of its Associate Member Latin America Abogados y Consultores, a revision of the CIP Rules of Procedures to be presented and approved during the Twenty fifth CECIP Meeting in 2025.

7. Twenty Fifth Meeting of the Executive Board of the CIP (CECIP). Held virtually on February 14th, 2024, and chaired by the National Port Administration (ANP) of Uruguay, in its capacity as First Vice Chair of the CECIP. The Meeting was attended by Argentina, Barbados,

Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, United States and Uruguay. During the Meeting, the mid-term activity reports of the CECIP Chair, the Chairs of the

Technical Advisory Groups (TAGs), as well as the CIP Secretariat, were approved. Additionally, the adjustment to the annual contributions to the CIP Special Port Program was ratified, to be approved ad referendum at the Fourteenth Regular Meeting of the CIP. 8. Videoconference of the Technical Advisory Group (TAG) on Public Policy, Legislation, and Regulation. Held on October 2 nd, 2025, and chaired by the National Port Commission

(CPN) in its capacity as Chair of the TAG. The videoconference was attended by Dominica, Mexico, Paraguay, and Uruguay. During the videoconference, a report was presented on the activities carried out by Guatemala within the framework of the Plan of Action of Roatán 2023–2026, highlighting the 5th Hemispheric Conference on the TAG’s thematic area, held from November 6 to 8, 2024, with the participation of more than 250 port personnel from 17 countries. In addition, the CPN reported that it is in the process of approving its National Ports Law, a draft that received support from the CIP Secretariat and its Associate Member E&M Consulting. B. TRAINING THROUGH SCHOLARSHIP AND CAPACITY BUILDING PROGRAM4

The main activity carried out by the CIP Secretariat is aimed at promoting, developing, and offering certified professional development programs and courses to raise the technical and managerial levels of port professionals, institutional capabilities and contribute to the modernization of the maritime-port sector. In the period from June 2023 - December 2025, the CIP Secretariat, through its Scholarship and Training Program, awarded one thousand one hundred eighteen (1,118) scholarships to

technical and managerial levels of port professionals, institutional capabilities and contribute to the modernization of the maritime-port sector. In the period from June 2023 - December 2025, the CIP Secretariat, through its Scholarship and Training Program, awarded one thousand one hundred eighteen (1,118) scholarships to port officials from thirty-two (32) CIP-OAS Member States for 51 certified professionalization courses, tabletop exercises, workshops and/or master's degrees with a value of $1,966,310 USD. 1. 51 certified professionalization courses benefiting 742 port industry officials and professionals from 30 countries in the Americas. I.1 Online course on IMDG Code Application in Ports: (June 5th to the 30th, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 31 scholarships were awarded to port personnel from 6 Member States: Argentina, Bolivia, Ecuador, Honduras, Mexico, and Peru. I.2 Online course on Customs Management within the framework of a digital customs: progress and perspectives: (June 5th to the 30th, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 19 scholarships were awarded to port personnel from 5 Member States: Argentina, Bolivia, Honduras, Mexico, and Peru. I.3 Online Course on Port Concessions II: Topics and Special Cases: (July 3rd to the 28th, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 28 scholarships were awarded to port personnel from 6 Member States: Argentina, Bolivia, Colombia, Mexico, Peru and the Dominican Republic. I.4 Online Course on Tools for Gender Equality: (July 19th to the 28th, 2023) organized in

collaboration with Port of Buenos Aires and its National Port Training Center (CENCAPOR). 7 scholarships were awarded to port personnel from 2 Member States: Bolivia and Mexico. I.5 Female Leadership Program for the Maritime-Port Sector (LIFE): (August 7th to the 10th, 2023) organized in collaboration with PR Ports and Empresa Multimodal. 1 scholarship was awarded to port personnel from Ecuador. I.6 Online course on MARPOL implementation: (August 14th to September 8th, 2023) organized in collaboration with the Maritime Policy Bureau and the National Port Authority (APN) of Peru. 25 scholarships were awarded to port personnel from 11

Member States: Antigua and Barbuda, Argentina, Barbados, Belize, Dominica, Ecuador,

Guyana, Jamaica, Mexico, Peru and Suriname. I.7 Online Course on Port Digitalization: (August 17th to September 7th, 2023) with the Port of Buenos Aires and its National Port Training Center (CENCAPOR). 6 scholarships were5 awarded to port personnel from 6 Member States: Bolivia, Brazil, Costa Rica, Mexico, Panama and Peru. I.8 25 Ibero-American Course on Port Management in Madrid: (September 25th to October 27th, 2023) organized in collaboration with Ports of the State of Spain, 23 scholarships were awarded to port personnel from 10 Member States: Argentina, Bolivia, Chile, Colombia, Costa Rica, Guatemala, Mexico, Panama, Peru and Uruguay. I.9 Online Course on Port Services Management: (October 2nd to the 27th, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 29 scholarships were awarded to port personnel from 8 Member States: Argentina, Bolivia, Honduras, Mexico, Panama, Paraguay, Peru and Uruguay I.10 Online course on Digital Transformation in the Logistics Chain: (October 9th to November 3rd, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 25 scholarships were awarded to port personnel from 7 Member States:

I.13 Online course on Circular Economy in Ports: (October 30th to November 24th, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 29 scholarships were awarded to port personnel from 9 Member States: Argentina, Bolivia, Chile, Costa Rica, Mexico, Panama, Paraguay, Peru and the Dominican Republic. I.14 20th Ibero-American Course on Port Engineering, Operations and Management in Santander: (December 14th, 2023 to March 14th, 2024) organized in collaboration with the Port Authority of Santander. 21 scholarships were awarded to port personnel from 11

I.16 Online Course on the Organization of a Port System: (March 4th to the 29th, 2024) organized in collaboration with the National Port Authority (APN) of Peru. 256 scholarships were awarded to port personnel from 7 Member States: Belize, Bolivia, Costa Rica, Colombia, Mexico, Paraguay and Peru. I.17 Second Edition of the Female Leadership Program for the Maritime-Port Sector (LIFE): (March 5th to the 8th, 2024) organized in collaboration with PR Ports and Empresa Multimodal. One (1) scholarship was awarded to a Honduran port official. I.18 Online Course on Port Planning: (April 2nd to May 9th, 2024) organized in collaboration with the Port of Buenos Aires and its National Port Training Center (CENCAPOR) and Empresa Multimodal. 21 scholarships were awarded to port personnel from 8 Member States: Argentina, Colombia, Costa Rica, El Salvador, Guatemala, Honduras, Paraguay and Peru. I.19 Online course on Protocol, Etiquette and Netiquette in the workplace: (April 19th to May 10th, 2024) organized in collaboration with the Port of Buenos Aires and its National Port Training Center (CENCAPOR). 7 scholarships were awarded to port personnel from 5

I.20 Port Leaders Program “Latin American Port Leaders Mission to Spain”: (May 2024) organized in collaboration with PR Ports and Maritime Policy Bureau. One (1) scholarship

was awarded to a female port official from Mexico. I.21 Online course on Protocol, Etiquette and Netiquette in the workplace – second edition: (May 17th to June 14th, 2024) organized in collaboration with the Port of Buenos Aires and its National Port Training Center (CENCAPOR). 15 scholarships were awarded to port personnel from 4 Member States: Mexico, Panama, Paraguay and Peru. I.22 Online course on Operational Procedures for Liquid Cargo Transfer in Ports: (June 3rd to the 28th, 2024) organized in collaboration with the National Port Authority (APN) of Peru. 25 scholarships were awarded to port personnel from 8 Member States: Argentina, Belize, Bolivia, Costa Rica, Honduras, Mexico, Panama and Peru. I.23 Online course on Introduction to Port Infrastructure Development: (July 5th to August 24th, 2024) organized in collaboration with the University of Chile. 12 scholarships were awarded to port personnel from 7 Member States: Argentina, Chile, Colombia, Costa Rica, Mexico, Panama and Uruguay. I.24 Online course on the introduction of new marine fuels derived from green hydrogen in port facilities: (July 1st to the 26th, 2024) organized in collaboration with the National Port Authority (APN) of Peru. 24 scholarships were awarded to port personnel from 7

Member States: Argentina, Bolivia, Brazil, El Salvador, Guatemala, Mexico and Peru.

I.25 Online course on Port Policies: A Vision for the Region: (August 5th to the 30th, 2024) organized in collaboration with the National Port Authority (APN) of Peru. 29 scholarships were awarded to port personnel from 10 Member States: Argentina, Bolivia, Colombia, Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Paraguay and Peru.7

I.27 26th Ibero-American Course on Port Management: (September 23rd to October 25th, 2024) organized in collaboration with Ports of the State of Spain, 22 scholarships were awarded to port personnel from 9 Member States: Argentina, Chile, Costa Rica, Guatemala, Honduras, Mexico, Panama, Peru and Uruguay. I.28 Online course on Storage, transfer and transportation of new marine fuels derived from green hydrogen in ports: (September 30th to October 25th, 2024) organized in collaboration with the National Port Authority (APN) of Peru. 27 scholarships were awarded to port personnel from 5 Member States: Bolivia, Guatemala, Mexico, Peru and Uruguay. I.29 Online course on the human factor in port operations: (October 7th to November 1st, 2024) organized in collaboration with the National Port Authority (APN) of Peru. 25 scholarships were awarded to port personnel from 8 Member States: Belize, Bolivia, El Salvador, Guatemala, Mexico, Panama, Paraguay and Peru. I.30 Online course on Main tools used to respond to hydrocarbon spills in the aquatic environment: (October 14th to November 8th, 2024) organized in collaboration with the National Port Authority (APN) of Peru. 27 scholarships were awarded to port personnel from 9 Member States: Argentina, Belize, Bolivia, Ecuador, El Salvador, Guatemala, Honduras, Mexico and Peru. I.31 Master in Port Management and Intermodal Transport in Valencia: (October 17th, 2024 to June 28, 2025) organized in collaboration with Fundación ValenciaPort. A scholarship was awarded to a port official from Mexico.

I.34 Online Course on The Role of a Port: Description of Port Facilities and the Costs of Cargo Transit in the Port : (February 3–28, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 35 scholarships were awarded to port personnel from 118

Panama, Paraguay, Peru. I.36 Third Edition of the Female Leadership Program for the Maritime-Port Sector (LIFE): (March 18th to the 21st, 2025) organized in collaboration with PR Ports and Empresa Multimodal. One (1) scholarship was awarded to a Peruvian port official. I.37 Online Course on the Management of Operations for the Loading/Unloading of Bulk Carriers and Port Equipment for the Safe Handling of Solid Bulk Cargo at Port Terminals: (April 7–May 2, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 30 scholarships were awarded to port personnel from 8 Member States: Bolivia, Colombia, El Salvador, Guatemala, Mexico, Panama, Paraguay, and Peru. I.38 Online Course on Port Management Tools: Strategic Planning, Statistics and Indicators, and Digital Port Management: (May 5–30, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 32 scholarships were awarded to port personnel from 8 Member States: Bolivia, Costa Rica, Ecuador, El Salvador, Guatemala, Mexico, Peru, and Uruguay. I.39 Online Course on Introduction to Maritime and Port Law : (May 6–June 26, 2025), organized in collaboration with the Ibero-American Institute of Maritime Law (IIDM). 17 scholarships were awarded to port personnel from 10 Member States: Belize, Bolivia, Costa Rica, Ecuador, El Salvador, Guatemala, Mexico, Panama, Peru, and Uruguay. I.40 Online Course on Port Digitalization: Key Technologies Used in Ports 4.0: (June 2–27, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 33 scholarships were awarded to port personnel from 9 Member States: Bolivia, Costa Rica,

Colombia, Ecuador, El Salvador, Guatemala, Mexico, Peru, and Uruguay. I.41 Online Course on Decarbonization in Ports: Energy Transition and Port Sustainability: (June 30–July 25, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 29 scholarships were awarded to port personnel from 9 Member States: Argentina, Colombia, Ecuador, El Salvador, Guatemala, Mexico, Panama, Peru, and Uruguay. I.42 Course on Comprehensive Risk Management in the Port Sector for Senior Management: (July 10–11, 2025), organized in collaboration with the National Port Commission (CPN) of Guatemala and MIS Marine. 16 scholarships were awarded to port personnel from Guatemala.9 I.43 Online Course on Challenges of Port Cities: Concepts, Cases, and Solutions: (August 18–September 12, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 30 scholarships were awarded to port personnel from 9 Member States: Bolivia, Brazil, Colombia, El Salvador, Guatemala, Mexico, Panama, Peru, and Uruguay. I.44 Online Course on Port Operations: (September–December, 2025), organized in collaboration with the Caribbean Maritime University (CMU). 10 scholarships were awarded to port personnel from 3 Member States: Guyana, Jamaica, and Saint Kitts and Nevis. I.45 Online Course on Administrative and Legal Management of Ports: (September 15–October 10, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 30 scholarships were awarded to port personnel from 10 Member States: Brazil, Colombia, Ecuador, El Salvador, Guatemala, Mexico, Panama, Paraguay, Peru, and Uruguay. I.46 Second Edition of Port Leaders: (September 2–16, 2025), organized in collaboration with PR Ports and Maritime Policy Bureau. One (1) scholarship was awarded to a female port official from Uruguay. I.47 27th Ibero-American Course on Port Management: (September 29–October 31, 2025),

I.48 Master’s Degree in Port Management and Intermodal Transport in Valencia: (October 16, 2025–July 4, 2026), organized in collaboration with ValenciaPort Foundation. One (1) scholarship was awarded to a port official from Costa Rica. The workshop took place in Saint Kitts and Nevis. 40 scholarships were awarded to port personnel from 13 CIP-OAS Member States: Antigua and Barbuda, the Bahamas, Barbados, Dominica, Grenada, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago. In addition, pursuant to the Memorandum of Understanding (MoU) between the Port Management Association of the Caribbean (PMAC) and the CIP, the workshop was also opened to non-sovereign Caribbean territories: Anguilla, the British Virgin Islands, and the Turks and Caicos Islands.
