The Inter-American Committee on Ports (CIP) is a Commission of the Inter -American Council for Integral Development (CIDI), established in compliance with Resolution AG/RES. 1573 (XXVIIIO/98) of the General Assembly of the Organization of American States (OAS), in accordance with Articles 77 and 93 of the Charter of the Organization of American States and Articles 5 and 15 of the CIDI Statute. The CIP aims to serve as a permanent inter-American forum for the OAS member states to strengthen cooperation in the development of the port sector, with the active participation and collaboration of the private sector. Additionally, the OAS has Permanent Observer Countries interested in collaborating with the achievement of its core objectives. The executive body of the CIP is the Executive Board (CECIP), responsible for implementing the policies of the CIP and supported by six Technical Advisory Groups (TAGs) established by the Commission, which include port authorities and private sector instit utions and companies. For the 2023-2026 period, the CECIP is composed of: Barbados (Chair), Uruguay (First Vice-Chair), Antigua

It is worth noting that the United States serves as Vice-Chair of the TAG on Competitiveness, Innovation, and Logistics; Paraguay serves as Vice-Chair of the TAG on Waterways, Inland and Cruise Ports; Colombia serves as Vice-Chair of the TAG on Public Policy, Legislation, and Regulation; and Honduras serves as Vice -Chair of the TAG on Sustainable Port Management and Environmental Protection.

I. MEETING PARTICIPANTS The meeting was attended by delegations from 10 Member States of the CIP: Argentina, Barbados, Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, United States, and Uruguay. The list of meeting participants is included as Annex A to this report.

Inaugural Session: The session began at 1 3:00 (Uruguay time) on Thursday, March 12, 2026, with the participation of Mr. Pablo Genta, President of the National Ports Administration (ANP) and First Vice -Chair of the Executive Board of the CIP (CECIP); Captain Karl Branch, Manager of the Innovation and Corporate Services Division and Chair of the Executive Board of the CIP (CECIP); and Mr. Jorge Durán, Chief of the Secretariat of the Inter-American Committee on Ports (CIP).

1. Report from the Chair of the Executive Board of the CIP (CECIP), Karl Branch, Manager of the Innovation and Corporate Services Division, Barbados Port Inc.

Captain Karl Branch presented the activity report of the CECIP Chair (June 2023 - December 2025), highlighting the participation of Barbados Port Inc., in its capacity as Chair of the CECIP, in four (4) webinars, one (1) virtual seminar and five (5) hemispheric conferences.

Additionally, he congratulated the General Coordination of Ports and Merchant Marine of Mexico, the National Port Commission of Guatemala, Barbados Port Inc., the National Port Authority of Peru and the Secretariat of the Inter -American Committee on Ports (CIP) for their outstanding work in organizing their respective Hemispheric Conferences during 2024.

He also thanked the National Port Training Center (CENCAPOR) of Argentina and the National Port Authority (APN) of Peru for their invaluable contributions to the CIP Scholarship and Capacity Building Program through the various online courses they offer to Port Authorities and CIP Members.

In addition, he recognized the initiative of the CIP Secretariat and the excellent work of the Maritime Policy Bureau (MPB) in the development of the Comparative Study on MaritimePort Concessions, which analyzes the concession model of 10 Member States.

Barbados congratulated the CIP Secretariat on phase 2 of the Project on Improving Disaster Risk Management for Caribbean Ports and acknowledged the generous support of the Caribbean Shipping Association (CSA) for its financial support.

Finally, he reminded attendees of the adjustment to the mandatory annual contributions which were already approved during the last CECIP meeting and are to be approved ad-referendum

Mr. Chavez presented the activity report of the TAG in question for the period June 2023 – December 202 5. He began by informing that the APN is working on the last pending commitment within the activities of the Roatan Action Plan, the database of experts on sustainability issues. He requested the support of the Authorities Present to feed this database. This base is expected to be complete by early June 2026.

He reported on t he VI Conference on Sustainable Port Management and Environmental Protection held from September 23 to 25, 2025 in Lima, Peru. This event provided an international networking platform at the highest level. The agenda and presentations of the event can be found here

He also highlighted that during the reporting period, 22 online courses were conducted through their Virtual Port Campus, training 644 port officials from 27 Member States.

Finally, he reported that the first edition of the information bulletin on the subject of the TAG was developed and published, with the support of the CIP Secretariat. The authorities and members of the CIP who participated in this edition were thanked.

3. Report on activities of the TAG on Waterways, Inland and Cruise Ports, Iñaki Arreseygor,

Executive Director, National Ports and Navigation Agency (ANPYN), Argentina

Mr. Arreseygor presented the June 2023 – December 2025 report highlighting that in the reporting period, Argentina contributed to the updating of the database of experts and supported the surveys sent by the Authorities and the CIP Secretariat.

In addition, it was reported that, continuing with Argentina's commitment to training activities, through the National Port Training Center (CENCAPOR), nine (9) courses were held during the reporting period training 157 port officers from 15 Member States.

Finally, it was reported that the Fifth Hemispheric Conference on the CTC will be held virtually during the month of April 2026 and the authorities present were invited to participate in it.

Argentina mentioned that in upcoming days the development of the 2nd edition of the information bulletin on the TAG issues will begin, which aims to give visibility to the-7successful practices that are being implemented throughout the hemisphere. The bulletin is expected to be disseminated in April.

Manuel Fernando Gutiérrez Gallardo, General Coordinator of Ports and Merchant Marine, Secretariat of the Navy (SEMAR), Mexico

Captain Gutiérrez Gallardo presented the activity report of the TAG in question for the period June 2023 – December 202 5, in which he endorsed Mexico's commitment to provide technical advice to the commission on specific aspects of port development in the hemisphere.

In this regard, and as part of their commitments as chairs of the TAG, the 6th Hemispheric Conference on the theme of the TAG was held, with the support of the CIP Secretariat, held from January 17 to 19, 2024 in Veracruz, Mexico. This hemispheric event provided an international platform for the exchange of best practices and was attended by 250 port officials and industry representatives at the highest level from 17 countries, of which 14 were CIP-OAS States. The publication of the first edition of the information bulletin on TAG issues was reported, which had 6 articles highlighting successful practices in innovation and logistics in Latin American and Caribbean countries. This bulletin is available on the CIP website.

In addition, it was reported that Mexico, in its capacity as Chair of the TAG on Logistics, Innovation and Competitiveness, participated as an expert speaker in five (5) Webinars sharing best practices on port security issues and its experience implementing the safe smart port.

Significantly, Mexico, reaffirming its commitment to the CIP, confirmed its participation in the 14th Regular Meeting of the CIP to be held from June 8 to 10, 2026 in Bridgetown, Barbados.

Mr. Molina presented the activity report of the TAG in question for the period June 2023 – December 2025. As a first point, he requested the help of the Port Authorities present and the CIP Secretariat to create a database of experts in port legislation.

He also reported on the 5th Hemispheric Seminar on the TAG's topic held from November 6 to 8, 2024, in Guatemala City, Guatemala. This event provided an international platform for the exchange of best practices, with the participation of over 250 port officials from 16 CI P Member States.

Guatemala reported that they are in the process of approving a national port law which took as a reference some of the instruments available on the CIP portal. Guatemala thanked all the Port Authorities that supported Guatemala in making possible the devel opment of this draft port law.

He thanked the CIP Secretariat for the opportunity to conduct a Risk Management workshop for senior management which was very beneficial to CPN port personnel, as well as port personnel from El Salvador and Honduras.

Guatemala participated as an expert speaker in the hemispheric seminar on Port -City Relation, Social Responsibility and Gender Equity, sharing best practices on port development and social responsibility issues.

Finally, information was provided on an upcoming webinar co-organized by the CPN and the CIP Secretariat on public policy issues where Guatemala will present its experience in the development of its national port law.

6. Report on activities of the TAG on Port Protection and Security, Karl Branch, Division

Manager, Innovation and Corporate Services, Barbados Port Inc.

Before beginning the report, Captain Branch, on behalf of David Jean-Marie, Chief Executive Officer of Barbados Port Inc. (BPI), thanked all National Port Authorities for their support in this digital transition that the sector is going through.

Captain Branch presented the activity report of the TAG in question for the period June 2023 – December 2025, reporting on the expert database in port protection and security which is now complete and available for consultation on the CIP Portal. In addition, he thanked all the Authorities who shared information to feed this database.-9He also reported on the Fifth Hemispheric Conference on the CTC held from October 30 to November 1, 2024, where public and private decision-makers from the maritime-port sector from 19 Member States participated. This conference offered a platform to share challenges, trends and strategies for a more resilient port sector. Among the 74 participants from 19 Member States of the CIP -OAS, the participation of 3 Ambassadors, 1 Minister, 3 Vice Ministers and 3 Executive Directors stood out.

Capt. Branch r eported on the development and publication of the first edition of the Informative Bulletin on Port Security and Security, which includes 8 articles from 7 Member States of the CIP-OAS highlighting successful practices in the hemisphere on the subject in question. 7. Report on activities of the TAG on Port -City Relation, Social Responsibility, and Gender Equality, Melissa Barria, Head of the Port Control and Compliance Department, Panama

Maritime Authority (AMP).

Ms. Barria presented the activity report of the TAG in question for the period June 2023 – December 202 5, reporting on the fifth questionnaire on the incorporation of a gender perspective in the port sector. This questionnaire received responses from 15 Spanishspeaking members and 11 English -speaking members. The survey results are available , in Spanish only, on the CIP portal.

In addition, information was provided on the Sixth Questionnaire on the Incorporation of the Gender Perspective in the Port Sector, which received the response of 29 Spanish -speaking institutions and 9 English-speaking institutions. The results of the survey can be found here.

The 10 th, 11th and 12 th editions of the information bulletin on the TAG's topic were also reported. These bulletins compile successful practices from across the hemisphere on the TAG's subject and were disseminated to the CIP community.

Finally, it was reported that the CIP Secretariat, in collaboration with the Latin American and Caribbean Economic System (SELA) and the Network of Women of Maritime Authorities of Latin America (MAMLa Network), organized virtually the 4th Hemispheric Seminar on

SECOND PLENARY SESSION: Executive report on the activities carried out by the Secretariat of the CIP (June 2023 to December 202 5) within the framework of the Action Plan of Roatan (20232026).

Mr. Jorge Durán, Chief of the CIP Secretariat, presented an executive report on the activities carried out by the Secretariat from June 2023 to December 2025, highlighting eight (8) meetings in support of port policy dialogue:

1. 13th Regular Meeting of the CIP and the 23rd Meeting of its Executive Board (CECIP).

Held in Roatan, Honduras, from June 7 to 9, 2023.

2. Videoconference of the Technical Advisory Group (TAG) on Public Policy, Legislation and Regulation. Held virtually on September 7, 2023. 3. 24th Meeting of the Executive Board of the CIP (CECIP). Held virtually on September 26,

2023.

4. Videoconference of the Technical Advisory Group (TAG) on Logistics, Innovation, and Competitiveness. Held on April 29, 2024.

5. Videoconference of the Technical Advisory Group (TAG) on Port -City Relation, Social Responsibility, and Gender Equality. Held on June 18, 2024.

The CIP Scholarship and Capacity Building Program was also reported on, with 1,118 scholarships awarded to port personnel from 32 Member States for 51 certified professionalization courses, valued at US $1,966,310 during the reporting period.

In terms of Webinars, 30 Webinars were organized in collaboration with Associate Members and Strategic Partners which benefited 7,005 port personnel from 33 CIP Member States.

In terms of hemispheric cooperation and strategic alliances, the completion of the Project on “Improved Disaster Risk Management in Caribbean Ports” was reported, and it was announced that the Secretariat is currently working on a second phase of this project. Additionally, the incorporation of 22 Associate Members, the implementation of a survey to identify needs for strengthening port protection and security training, and the signing of seven (7) Memoranda of Understanding (MoU) and the seven (7) Hemispheric Conferences in collaboration with National Port Authorites.

Furthermore, Mr. Durán reported on the winners of the 2025 Maritime Award of the Americas, 2026 award will be recognized during the 14th Regular Meeting of the CIP in June, 2026 in Barbados.

Finally, updates to the CIP portal were reported, particularly in the areas of Webinars and securityrelated documents, and the excellent work of the Secretariat team in designing and disseminating CIP Magazine Vol. #32 was highlighted.-11The floor was opened for comments, questions, or objections. THIRD PLENARY SESSION: Approval of the specifications made to the CIP Rules of Procedure as a result of the official request from the CECIP Chair carried out by the Secretariat and Ratification of the decision of the CECIP at its 24th virtual meeting regarding an inflationary adjustment to the annual fees of the CIP Special Port Program.

Mr. Durán took the floor to report that as a result of a request from the CECIP Chair, the CIP Rules of Procedure will have a couple of specifications made which will not change the substance of the document. The specifications are to provide greater clarity on what a majority means and at what level each CECIP position is represented.

Captain Karl Branch, in his capacity as Chair of the Executive Board of the CIP (CECIP), reminded attendees that the decision to adjust the mandatory annual fees to the CIP Special Port Program from US $6,000 to US $8,000 had already been approved at the 24th CECIP Meeting held in 2023.

Gratitude was expressed to the Member States that paid the voluntary contribution during 2024 and 2025, and it was noted that, starting in 2026, this adjusted contribution will become mandatory.
