Virtual Meeting Original: Spanish Specifications to the Draft CIP Rules of Procedure Following up to the request of Barbados, in its capacity as the Chair of the Executive Board of the CIP (CECIP) and with the objective of avoiding any misinterpretation of the CIP Rules of Procedure, this Secretariat prepared the following guide-sheet summarizing the specifications made.

For easy identification, the specifications made for each article have been underlined and highlighted in bold. Article 4 – Page 3  In order to specify who represents the CECIP authorities, the following was added at the end of article 4 o All CECIP authorities, including the TAGs, are at Member State level and represented by their highest-level national port authority. Article 7 – Page 4  This is the first time in the Rules of Procedure that the Chair of the CECIP has been mentioned. In order to specify who represents this chair, the following was added in parenthesis: o (at Member State level and represented by its highest-level national port authority) Article 14 – Page 5 o Specifications to this article were only necessary in Spanish. Article 18 – Page 7  Article 18.1 – In order to specify the required majorities when electing meeting authorities, the following change was made: o … The election shall require the affirmative vote of more than half of the delegations accredited to the meeting.

Inter-American Council for Integral Development (CIDI) Article 18.2 – In order to clarify who represent the Chair and Vice-Chairs of the meetings, the following was added: o The Chair and the Vice Chairs of the meeting shall be in their personal capacity and shall hold office until the close of the meeting. Article 19, 20, 21 and 24 – Pages 7-8

Article 27 – Page 9  To specify who has the right to join the subcommittees and working groups, the following was added: o However, to facilitate their work, the subcommittees and working groups shall be installed with representatives of those delegations that have requested membership thereon, without the need for additional personnel. Article 31 – Page 9  In order to specify what constitutes the quorum, the following was added: o The presence of more than half of the delegations of the member states accredited to the meeting shall constitute a quorum for the plenary sessions of the Committee meetings. Article 43 – Page 12  Article 43.1 – In order to specify at which meetings decisions can be adopted in the committee, the following was added: o … The adoption of decisions in the plenary sessions of the Committee (whether ordinary or extraordinary) and the adoption of recommendations…  Article 43.3 – In order to specify the required majorities in case a vote is required in the working groups, the following was added: o … If a vote is necessary, the recommendation shall be adopted by the affirmative

vote of more than half of the members present. Article 55 – Page 14  Article 55.1 – In order to avoid different interpretations, the following was specified: o The Executive Board (CECIP) shall comprise a chair, a first vice chair, a second vice chair, the chairs of the technical advisory groups (TAGs) mentioned in article 67, as well as their vice chairs, … and shall serve for three (3) years, acting on representation of their respective countries.Article 61 – Page 17  Article 61.1 – In order to be specific throughout the Rules of Procedure, it was specified which vice chair will be the host for CECIP meetings. o The Executive Board shall meet at least once in between Regular Meetings or approximately once every 18 months, in the country holding its first vice chair…  Article 61.2 – In order to specify when can CECIP extraordinary meetings can be held, the process for requesting an extraordinary meeting was specified and the article rewritten as follows: o If deemed necessary and at the request of any CECIP Member State to the Secretariat, the Executive Board may hold an extraordinary meeting, virtually or physically. Article 62 – Page 17  In order to specify what constitutes the quorum, the following was added: o The presence of more than half of the member states that make up the Executive Board shall constitute a quorum for its plenary sessions. Articles 63, 66 and 68 – Pages 18 and 19  Article 63.1 – In order to specify the required majorities on CECIP decisions, the following was added: o … the proposals shall be put to a vote and shall be adopted by a favorable vote of more than half of the members of the Executive Board.  Article 66 – In order to specify the required majorities for the creation of a new TAG, the following was added: o The Committee, at its regular meetings, by most, half plus one, of its accredited members…  Article 68.2 - In order to specify the required majorities for the election of the Vice-Chair of a TAG, the following was added:
