RESOLUTION OF MONTEVIDEO 2026

(approved during the fifth plenary session)

WE, THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS

(CECIP), HAVING SEEN: The Resolution “Let’s Promote the Development of Competitive, Safe, Sustainable, and Inclusive Ports” ( AG/RES. 3016 (LIV-O/24 )) adopted by the General Assembly at its 54th Regular Session, and the Resolution “Promoting the Development of Competitive, Safe, Sustainable and Inclusive Ports” ( AG/RES.2999 (LIII-O/23)) adopted by the General Assembly at its 53rd Regular Session, which encourages the continuation of substantive high-level political dialogue within the Inter-American Committee on Ports (CIP). The Resolution “Advancing Hemispheric Initiatives on Integral Development: Promoting Resilience” ( AG/RES. 3013 (LIV-O/24) ) of the OAS General Assembly, which adopts the documents approved at the Thirteenth Regular Meeting of the CIP in Roatan, Honduras. The 2023 Resolution of Roatan “Technological Innovation: Cross-Cutting Tool for Port Modernization” (CIDI/CIP/RES. 1/23), the Plan of Action of Roatan ( CIDI/CIP/doc. 5/23 rev.1), and the 2023–2026 Budget ( CIDI/CIP/doc. 14/23 rev.1 ) , approved at the Thirteenth Regular

Meeting of the Inter-American Committee on Ports (CIP) and the Twenty-third Meeting of its Executive Board (CECIP), both held in Roatan, Honduras, from June 7 to 9, 2023; The Resolution of Montevideo 2025, approved at the Twenty-fifth Meeting of the Executive Board of the CIP ( CECIP/RES. 1/24 ) , held in February 2025, which reiterates the unanimous2approval by the CECIP to adjust the mandatory annual contribution to the CIP Special Port Program from USD $6,000 to $8,000, which will become mandatory as of 2026, ad referendum of the Fourteenth Regular Meeting of the CIP to be held in Bridgetown, Barbados, from June 16 to 18, 2026; CONSIDERING: That the CIP is a permanent hemispheric forum of the Inter-American Council for Integral Development (CIDI) with the purpose of strengthening hemispheric cooperation for the development and modernization of a competitive, secure, sustainable, and inclusive port sector, with active participation and collaboration of the private sector; That the CECIP, reaffirming its commitment to the development of the port sector in the Americas, has led key initiatives for the benefit of CIP Member States, including the incorporation of new Associate Members, technical assistance through the presentation of successful practices in webinars, online courses and diploma programs, workshops, and other events, strengthening cooperation, knowledge exchange, and modernization of the port sector in the hemisphere; That the Sustainable Development Goals (SDGs) of the 2030 Agenda promote cross-cutting and priority themes for sustainable development, and that these themes are essential to guide the development of the port sector, ensuring a balance among the social, economic, and environmental pillars in the policies, plans, and actions of the Member States;

That the present Twenty-sixth meeting of the CECIP held virtually from Montevideo, Uruguay, had the necessary quorum and the presence of National Port Authorities of the following Member States Argentina, Barbados, Colombia, Guatemala, Mexico Panama, Paraguay, Peru, United States and Uruguay.

RESOLVE TO:

1. Pre-approve the draft schedule and agenda of the Fourteenth Regular Meeting of the CIP, the Resolution of Bridgetown 2026, its corresponding Plan of Action, and the 2027–20293Budget, and to instruct the CIP Secretariat to circulate these documents to the rest of the CIP Members in order to receive their comments.

2. Pre-approve, in preparation for the Fourteenth Regular Meeting of the CIP and within the framework of the Plan of Action of Roatan 2023 – 2026, the June 2023–December 2025 reports submitted by the Chair of the CECIP (CECIP/doc. 5/26) and by the Chairs of the Technical Advisory Groups (TAGs) on Sustainable Port Management and Environmental Protection

(CECIP/doc. 6/26), on Waterways, Inland and Cruise Ports (CECIP/doc. 7/26), on Logistics, Innovation, and Competitiveness (CECIP/doc. 8/26), on Port Protection and Security (CECIP/doc. 9/26), on Public Policy, Legislation, and Regulation (CECIP/doc. 10/26), and on Port-City Relation, Social Responsibility, and Gender Equality (CECIP/doc. 11/26). These reports shall be approved ad referendum at the Fourteenth Regular Meeting of the CIP.

3. Within the framework of the Plan of Action of Roatan 2023-2026, and in preparation

for the Fourteenth Regular Meeting of the CIP, to pre-approve the June 2023 – December 2025 activity report of the CIP Secretariat (CECIP/doc. 12/26), the financial reports on the status of the CIP Special Port Program (CECIP/doc. 13/26), and that of the TAGs (CECIP/doc. 14/26).

4. Thank the Member States that are current with their annual contributions, as well as those that have reduced and/or carried out the necessary institutional arrangements to cover late contributions and reiterate the request to those who still have arrears in their contributions, to continue their efforts to cover them. In this context, to instruct the CIP Secretariat to continue offering payment facilities to the Members who owe more than one year.

5. Recognize the leadership demonstrated by Barbados in its capacity as Chair of CECIP and to reiterate CECIP's unanimous approval, during its Twenty-fourth Meeting, of the adjustment of the annual contribution to the CIP Special Port Program from USD $6,000 to $8,000, to be approved ad-referendum at the Fourteenth Regular Meeting of the CIP.

6. Thank the CIP Secretaria, for its efforts to make the necessary specifications to the Committee’s Rules of Procedure, at the request of the CECIP Chair, with the objective of increasing their clarity, and to request that this version be submitted for approval at the Fourteenth Regular Meeting of the CIP and subsequently to the Inter-American Council for Integral Development

(CIDI).- 47. Recognize that, thanks to the support of Member States, Associate Members and Strategic Partners, the CIP Secretariat, from June 2023 to December 2025, offered 1,055 scholarships for certified professionalization courses to port personnel of OAS Member States, valued at US$1,796,380, and to instruct the CIP Secretariat to continue its work in institutional capacity building through courses and, as if possible, expand its Scholarship and Capacity Building Program, with an emphasis on increasing the offer in English.

8. Welcome the candidacies received from the following Member States to serve on the

the rest of the CIP: a. Argentina – Chair of the TAG on Logistics, Innovation, and Competitiveness. b. Costa Rica – Vice Chair of the TAG on Port-City Relation, Social Responsibility, and Gender Equality. c. United States – Vice Chair of the TAG on Logistics, Innovation, and Competitiveness. d. Guatemala – Chair of the TAG on Port Protection and Security. e. Mexico – Chair of the CECIP. f. Paraguay – Vice Chair of the TAG on Waterways, Inland and Cruise Ports. g. Dominican Republic – First Vice Chair of the CECIP. h. Uruguay – Chair of the TAG on Waterways, Inland and Cruise Ports.

9. Instruct the highest national port authorities of the Member States to participate in or send a representative to the Fourteenth Regular Meeting of the CIP.

10. Instruct Member States to promote the incorporation of Associate Members from the private sector into the CIP.- 511. Express our sincerest gratitude to the Government of Uruguay, particularly to the National Ports Administration (ANP) and the CIP Secretariat, for organizing this Twenty-sixth

CECIP Meeting.
