OF THE INTER-AMERICAN COMMITTEE ON CULTURE (CIC)

I. INTRODUCTION

The 2025-2028 Draft Work Plan of the Inter-American Committee on Culture (CIC) which is presented at the Planning Meeting of the Authorities of the Ministerial Process of Culture, fulfills the mandate of the Declaration of Washington D.C. that instructs the Executive Secretariat for Integral Development (SEDI) to submit to the consideration of the authorities of the ministerial process a draft work plan of the CIC for the period 2025-2028. This Work Plan was developed to establish concrete actions to meet the mandates and commitments of the Declaration and Plan of Action of Washington D.C. on Advancing the Culture and Creative Economy for Prosperity in the Americas approved during the X Inter-American Meeting of Ministers of Culture and Highest Appropriate Authorities virtually November 13-14, 2025. The Declaration of Washington D.C includes the establishment of two Working Groups of the CIC to identify those activities and actions that will contribute to the objectives and commitments of this Declaration, as follows: Working Group 1 on Empowering the Culture Sector and Fostering the Creative Economy, and Working Group 2 on Conserving, Safeguarding and Promoting Cultural Heritage.

II. FRAMEWORK

2.1. The Work Plan establishes concrete actions to meet the mandates and commitments of the Declaration of Washington D.C., and its Plan of Action,. These actions are described in the proposals of the two (2) Specialized CIC Working Groups in Section 3.1 of this Draft Work Plan. The Draft Work Plan includes specific activities, as well as responsibilities, estimated costs/resource requirements and in-kind contributions where available.

In line with the Declaration of Washington, D.C., and its Plan of Action, the CIC Work Plan 20252028 covers the following priority areas:

1. Formalizing the Culture Sector and Empowering the Creative Economy ii. Conserving, Safeguarding and Promoting Cultural Heritage iii. Enhancing Cultural Data for Evidence-Based Policy iv. Cultural Diplomacy to Strengthen the Culture and Creative Economy2Issues within these thematic areas, and those identified in the Plan of Action, have been incorporated with the framework of the two Working Groups to define the concrete action and key activities to be executed in the Work Plan.

This Work Plan does not introduce any additional topics, and is faithful to the theme and subthemes of the X Meeting of Ministers of Culture and Highest Appropriate Authorities, the Plan of Action, and the Declaration of Washington D.C. 2.2 Methodology Taking into consideration the human and other resources available to CIC and its Technical Secretariat, and the implementation of previous CIC work plans, the activities of this plan will be executed utilizing the following: i) Capacity-building measures through virtual seminars/Webinars, digital mechanisms and other on-line content; ii) Opportunities for sharing experiences and knowledge among countries, iii) Efforts to define concrete cooperation arrangements between and among member states. Moreover, the Work Plan of the CIC)seeks to provide the Culture authorities of the member states with useful tools to improve their capacities which support a larger role for culture and the creative economy as contributors to prosperity in the Americas. This work, within the framework of the Washington D.C.,

Declaration and Plan of Action, will be achieved by enhancing the strengths of the cultural authorities and fostering horizontal cooperation among the member states, with the Inter-American Committee on Culture serving as a facilitating entity. Moreover, the Work Plan envisages that its execution would lead to 1. The generation of interinstitutional agreements and dialogue of cultural authorities, 2. Technical exchange of experiences and inputs, 3. Dissemination of results electronically with the possibility for digital publications, and 4. Digital toolkit, model templates and successful policy frameworks. In this sense, a key focus of the Work Plan will be for the cultural authorities that have developed important initiatives in each of the priority areas of the Action Plan to share them within their respective Working Groups. This will provide the opportunity for other interested authorities to assess how these may be replicated in their countries. The CIC, through its Technical Secretariat and the webpage of the Culture and Tourism Section of SEDI, will function as a repository for these initiatives, with the aim of producing a virtual publication to further disseminate this information. The Work Plan will seek to facilitate, where possible, cooperation opportunities for national culture authorities that wish to share their important initiatives or good practices to do so in an instructional way through workshops and exchange of experts. In this process authorities in recipient countries can be provided with concrete knowledge and advised on the requirements for replicating these good practices.

Efforts to strengthen high-level political dialogue through the organization and holding of meetings will also continue. In 2027, the Eighth Regular Meeting of CIC will be held in accordance with current regulations and CIDI's three-year ministerial cycle. The CIC Planning meeting will receive nominations of candidates for the positions of Chair and Vice-Chairs of the two CIC Working Groups. Each Working Group will be tasked with leading the organization, implementation and follow-up of each of the main activities under the priority areas, including the identification of Lead Countries for each specific activity.- 3This plan is conceptualized as a living, flexible working document and, therefore, it will be adapted and complemented to the extent that the CIC, under the leadership of the Chair, vice-Chairs and Troika

III. WORK PLAN 3.1 Principal Activities/Projects Working Group 1 on Empowering the Culture Sector and Fostering the Creative Economy

(a) Compendium of Practices for Cultural Sector Formalization Description: The CIC will develop a Compendium of Practices for Cultural Sector Formalization. The principal objective of this initiative is to create a digital toolkit of model legislative templates and successful policy frameworks that Member States can adapt to integrate artists and cultural practitioners into national tax, labor, and social security systems. The initiative proposes a peer-to-peer knowledge-sharing model, where member states will be requested through their Ministries of Culture in collaboration with their relevant authorities, to submit technical documentation or other relevant information. These submissions could include, but not necessarily be limited to the following: - Existing Legislation: Laws or decrees that define the "Status of the Artist" or provide specific labor protections for creative workers. - Social Security Schemes: Successful models for intermittent work or simplified social security contributions for independent creators. - Tax Incentives: Simplified tax regimes or exemptions designed to encourage the formalization of creative micro-enterprises. The Submissions could also include relevant case studies which provide brief summaries of administrative or other challenges as well as any lessons learned during their implementation. The Working Group, together with the Technical Secretariat, will seek to identify academic or other partners to collaborate on the initiative to synthesize these contributions into a standardized regional format or toolkit.

(b) Regional Dialogue on the Responsible Adoption of Digital Technologies, Including Artificial Intelligence (AI) in the Cultural Sector and Creative Economy .

Description: This activity is proposed as a collaboration between the CIC and the Inter American Committee on Science and Technology (COMCYT) to address issues related to4digital adoption, fair remuneration and the ethical use of AI in the culture sector and creative economy and could also include discussions on mechanisms to promote transparency as well as strengthen intellectual property protections. The principal objective of the dialogues would be to support knowledge sharing on governance mechanisms for AI and emerging technologies. The Dialogue is proposed as a series of three 2-hour virtual sessions where experts from regional bodies already working on this (e.g., the Inter-American Development Bank (IDB) or the UN Economic Commission for Latin America and the Caribbean (ECLAC)) will be asked to present their latest AI reports or other emerging technologies..

(c) Strengthening Cultural Data through Peer-to Peer Technical Cooperation Description: This activity recognizes that reliable data is the backbone of effective public policy. While several OAS Member States are well advanced in the application and use of Cultural Satellite Accounts (CSA) – “CSA-mature” countries, others face technical and structural barriers to implementation. This activity is proposed as a series of three (3) virtual Cultural Satellite Account State of the Art webinars designed to share best practices in CSA compilation. CSAmature countries from OAS member states will be requested to present

structural barriers to implementation. This activity is proposed as a series of three (3) virtual Cultural Satellite Account State of the Art webinars designed to share best practices in CSA compilation. CSAmature countries from OAS member states will be requested to present their CSA methodologies, including data collection tools, and inter-institutional coordination models (e.g., partnerships between Ministries of Culture, Central Banks, and National Statistics Offices). Other participating Member States will be able to identify their CSA technical needs, outlining specific hurdles (e.g., expertise constraints, data gaps in informal sectors) and submit "Technical Need Assessments" following the sessions. OAS SEDI will act as a matchmaker, using the identified needs to broker direct bilateral or multilateral technical cooperation between mature and developing CSA programs. The OAS Executive Secretariat for Integral Development (SEDI) utilizes its existing CooperaNet platform to host documentation and manage cooperation requests. Expected Outcomes could include the following: A Digital Repository of "State of the Art" CSA presentations and methodological blueprints accessible to all CIC members, and at least three (3) formal requests for technical cooperation facilitated by SEDI between member states.

(d) Cultural Diplomacy (CD) Regional Cooperation Toolkit Description: This activity proposes the creation of a Cultural Diplomacy (CD) and Regional Cooperation Toolkit, with the aims of supporting member states’ efforts to integrate their creative sectors into their foreign policy and economic agendas. More formally, the activity seeks to identify and document successful models of culture-led diplomacy within the Americas, and help align cultural initiatives with economic goals, such as boosting creative exports and cultural tourism. Member states, through their Permanent Missions, will be asked to submit a 2-page (CD) brief on a successful initiative in which cultural diplomacy met

Working Group 1, with the support of the Technical Secretariat, will organize at least one Webinar to receive presentations from the member states which submitted CD briefs, to formally share these experiences. A consultant will be hired to categorize the submissions into key themes, and to produce a Digital Toolkit Publication. The publication will serve as a living digital document hosted on the OAS Culture and Tourism webpage to the option to be updated over time with additional submissions.

(a) Protection of cultural heritage and return of cultural property Description: The Working Group on the Conservation, Safeguarding and Promotion of Cultural Heritage, with the support of the Technical Secretariat, will prepare, based on a call for submissions from member states, a compilation of successful national legislation and operating procedures aimed at mitigating the vulnerability of the region's cultural heritage to looting, illicit trafficking and abandonment. With the inputs collected, and with the aim of strengthening hemispheric cooperation a virtual meeting of the Working Group on law enforcement cooperation will be held. At this meeting, national, regional and international experts will be invited to analyze possible mechanisms for improved collaboration between law enforcement agencies in the hemisphere, including

looting, illicit trafficking and abandonment. With the inputs collected, and with the aim of strengthening hemispheric cooperation a virtual meeting of the Working Group on law enforcement cooperation will be held. At this meeting, national, regional and international experts will be invited to analyze possible mechanisms for improved collaboration between law enforcement agencies in the hemisphere, including reflecting on existing mechanisms in relation to restitution and return of cultural property6seized by law enforcements. Member states will have the opportunity to discuss inter alia whether it may be useful, in the current circumstances, to define shared guidelines for law enforcement cooperation on cultural property trafficking including the restitution of cultural property seized by law enforcement A virtual meeting of the Working Group to discuss the topic of Principled Stewardship and Returns will also be held. At this meeting national, regional and international experts will be invited to share best practices for collection stewardship and the return of heritage. Member states will give the opportunity to discuss inter alia whether it may be useful in the current circumstances to develop a shared State of Principles for Stewardship and Return. The Technical Secretariat will prepare a report on the conclusions of the meeting .

(b) Conservation, safeguarding and promotion of cultural heritage and the use of digital technologies.

Description: The Working Group will focus on the exchange of experiences, best practices and cooperation, for using digital resources or other appropriate platforms in the conservation, safeguarding and promotion of cultural heritage, encouraging these efforts in communities and

creative industries to incorporate intellectual property rights and other relevant measures. In this regard, the use of digital technologies to document and preserve tangible cultural heritage will be encouraged. The necessary meetings of the working group will be held at which the Member States, if they wish, share their successful experiences with the intention of offering the respective technical cooperation so that these (experiences) can be replicated. The Technical Secretariat will register offers of cooperation, receive requests for assistance, and serve as a facilitator for the offering and receiving States to agree on the replication of successful experiences.

(c) Documentation, conservation, and intergenerational transmission of traditional language of cultural expressions and intangible cultural heritage of all communities of the Americas including safeguarding traditional knowledge.- 7Description: The Working Group will promote knowledge and the sharing of experiences of revitalization of intangible cultural heritage, including traditional languages of the communities of the Americas developed by the Member States, in order to strengthen public policies and actions aimed at the preservation, promotion and development of intangible heritage and traditional and indigenous languages in the region. An online seminar will be held to exchange experiences of a regional nature, in which Member States will be able to present initiatives, programs or projects related to the revitalization of traditional and indigenous languages. The presentations will be aimed at exposing approaches, strategies, actors involved, and main results achieved. The exchange is conceived as a space for dialogue and mutual learning, which will promote cooperation and capacity-building in the field of cultural and language policies. Member States that wish to do so can offer the necessary technical cooperation so that these (experiences) can

be replicated. The presentations and enabling documents will serve to generate a repository of experiences and for the Technical Secretariat to register offers of cooperation, receive requests for assistance and serve as a facilitator for the offering and receiving States to agree to make effective the replication of successful experiences.
