OUTCOMES OF THE MEETING OF AUTHORITIES OF THE INTER-AMERICAN

CONFERENCE OF MINISTERS OF LABOR (IACML) INTRODUCTION The Virtual Meeting of the Authorities of the IACML took place on January 23, 2026, with the participation of the Ministries of Labor that lead this ministerial process: the troika (Colombia, Argentina, y Panama), the Chairs of Working Groups 1 and 2 (The Bahamas and Paraguay) and their Vice-Chairs (Brazil, Barbados, Chile and Guyana); representatives and the Chairs of the Trade Union Technical Advisory Council (COSATE), the Business Technical Advisory Committee on Labor Matters (CEATAL), the Technical Secretariat in the Department of Human Development, Education and Employment (DHDEE) of the SEDI/OAS, and the Regional Office for Latin America and the Caribbean of the International Labour Organization (ILO). The objectives of the meeting, which were fulfilled, are the following:

1. To monitor the implementation of the 2025-2027 Work Plan of the IACML.

2. To review and provide guidance on the upcoming activities of the Work Plan for 2026.

3. To review the financial situation of the Inter-American Network for Labor Administration

(RIAL) and decide on the use of available resources. This document contains a brief summary, as well as the main results and decisions taken during the meeting.

SUMMARY The meeting was opened by the Minister of Labor of Colombia, Mr. Antonio Sanguino, in his capacity as Chair of the IACML, and by the Officer in Charge of the Executive Secretariat for Integral Development of the OAS, Dr. Barbara Kotschwar. Due to schedule constraints, Minister Sanguino had to leave, and the moderation of the meeting was taken over by his representative, Mr. Diego Garzón, Head of the Cooperation and International Relations Office of the Ministry of Labor of Colombia. The draft Work Schedule for the Meeting (document: CIDI/CIMT/RPA/doc.60/26) was approved without modifications. The performance report as of January 2026 of the 2025-2027 Work Plan of the IACML (document: CIDI/CIMT/RPA/doc.61/26) and the Financial Status of the RIAL as of the same date (document: CIDI/CIMT/RPA/doc.62/26) were presented by the Director of the DHDEE of the OAS, Mr. Jesús Schucry Giacoman, and the Head of the Labor and Employment Section of the same department, Mrs.- 2María Claudia Camacho. These were followed by a space for comments from the delegations, the main elements of which are summarized in the following section of this document. Next, the activities of the Work Plan to be carried out in 2026 were reviewed. The Head of the International Labor Relations Unit of the Ministry of Labor of The Bahamas, Mrs. Vonchelle Etienne, referred to the RIAL Workshop "Just transition, green and blue jobs in the Americas: Contributions of the world of work to environmentally sustainable economies and societies," to be held on February 2627, 2026, in Nassau, co-organized by the Government of The Bahamas, the OAS, and ECLAC. The Director-General of Planning at the Ministry of Labor, Employment and Social Security of Paraguay, Joryan Rossati, referred to the Meeting of the Working Groups and the RIAL Workshop on Social Dialogue, scheduled for May in Asunción. As representatives of the Chairs of Working Group 1 and

Director-General of Planning at the Ministry of Labor, Employment and Social Security of Paraguay, Joryan Rossati, referred to the Meeting of the Working Groups and the RIAL Workshop on Social Dialogue, scheduled for May in Asunción. As representatives of the Chairs of Working Group 1 and Working Group 2, Mrs. Etienne and Mr. Rossati respectively presented the topics to be discussed during the Working Groups’ meetings, which were endorsed by all Vice-Chairs and other authorities. The Head of International Technical Cooperation of the Ministry of Labor and Workforce Development of Panama, Mrs. Jackeline Florez, referred to the RIAL Workshop on the Coordination among Education, Professional Training , and Employment, scheduled for September in Panama. Finally, the Technical Secretariat referred to the bilateral cooperations, RIAL/GENDER, and the General Assembly of the OAS. Under Other Business, Mr. Diego Garzón, on behalf of the Ministry of Labor of Colombia, informed that a ministerial forum on labor migration in Latin America and the Caribbean will be held in Bogotá in April, with the expected presence of Ministers of Labor, social actors, and international experts, and invited the delegations to join. To conclude the meeting, the Technical Secretary, Mrs. María Claudia Camacho, presented a summary of the agreements reached, and Director Jesús Schucry Giacoman thanked the Chair and all delegations for their contributions. The active participation during the meeting of the governmental delegations is highlighted, as well as that of the Chair of COSATE, Mrs. Marta Pujadas, and the Chair of CEATAL, Mr. Daniel Funes de Rioja. The main elements of the discussions and the decisions taken throughout the meeting are presented below.

MAIN RESULTS AND AGREEMENTS: Decisions taken concerning upcoming activities of the 2025-2027 Work Plan of the IACML , scheduled

for 2026: - The RIAL Hemispheric Workshop on “Just transition, green and blue jobs, and contributions from the world of work to environmentally sustainable economies and societies” will be held in Nassau, The Bahamas, on February 26-27, 2026, co-organized by the Government of The Bahamas, the OAS, and ECLAC. The Technical Secretariat informed that it has received confirmation from 20 Ministries of Labor to date, as well as from COSATE and CEATAL, and called on the remaining delegations to complete their registration. The Chair of COSATE proposed that consideration be given to extending an invitation to the Inter-American Court of Human Rights to present on Advisory Opinion 32/25. The Secretariat respectfully requested that all delegations submit their responses to the guiding questions as soon as possible, as these3are an important input for finalizing the event agenda and preparing each delegation’s participation. - The Meeting of Working Group 1 of the IACML, the meeting of Working Group 2, and a RIAL Workshop on Social Dialogue will be held consecutively on May 11-13, 2026, in Asunción, Paraguay. - The topics and emphasis of the meeting of Working Group 1 will be: o Emerging technologies, artificial intelligence and the world of work: Includes a report on the RIAL Workshop on AI and digital platforms (Bogota, Sept.2025), as well as a discussion on the link between work in digital platforms and informality, and role of labor market information systems in anticipating impact of AI on employment. o Just transition, green and blue jobs, and contributions from the world of work to environmentally sustainable economies and societies: Includes report on the RIAL Workshop on this issue (Nassau, Feb. 2026), and discussion of an area of emphasis to be defined at the Workshop.

o Coordination among education, professional training, and employment: Includes a presentation on the OAS Conference of Ministers of Education (Preparatory Meeting to be held in April and Ministerial in July), a discussion on strategies for skills development (upskilling, reskilling), as a follow-up to RIAL workshops gathering Ministries of Labor and Education, and discussion on the “Pasaporte de Habilidades” from ILO-CINTERFOR and exploring areas for collaboration or support.

o Gender equality and mainstreaming of the gender perspective in labor and employment policies: OAS-Technical Secretariat will present proposal to continue RIAL/GENDER efforts, with involvement from Inter-American Commission of Women (CIM). - The topics and emphasis of the meeting of Working Group 2 will be: o Strengthening and modernization of the Ministries of Labor: The discussion will focus on the use of artificial intelligence in the management and operation of the Ministries of Labor. o Compliance with labor laws and regulations and effective application of fundamental principles and rights at work: The discussion will focus on labor inspection or oversight and how it incorporates technology. o Regular, safe and orderly labor mobility: Given the multidimensional nature of this phenomenon, the discussion will specifically focus on the role of Ministries of Labor in labor migration. This session of the meeting of Working Group 2 replaces the RIAL Workshop originally contemplated in the 2025-2027 Work Plan on this matter. o Institutionalized social dialogue: This is a topic of Working Group 2 to be addressed in the RIAL Workshop dedicated to it within the framework of the Working Group Meetings.- 4 - - In preparation for the RIAL Workshop on Social Dialogue, to be held on May 13, the authorities of Working Group 2 will consider COSATE’s recommendation to include the topic of wage policies, including living wages, and involve the ILO, as well as the response from

CEATAL regarding the global nature of this discussion. - In the framework of the OAS General Assembly, to be held from June 22-24, 2026 in Panama, as every year, there will be a Dialogue among Heads of Delegation, civil society, and social actors, including interventions from workers and employers. The Chair of the IACML and the Technical Secretariat will explore with the relevant authorities within the OAS the best way to concretize and strengthen this participation, in response to concerns raised by the Chairs of COSATE and CEATAL about the weakening of this space, as reflected, among other issues, in the inability to participate virtually in the Assembly in 2025. According to the Chair of COSATE, union participation in the General Assembly has been diluted over the years. - The RIAL Workshop on Coordination among Education, Professional Training, and Employment will be held in Panama City on September 16-17 or September 23-24, 2026 (exact date to be confirmed shortly) and will bring together Ministries of Labor and Education from the region. The conclusions and recommendations from previous intersectoral RIAL workshops will be taken into account in its preparation. - The 19th Call for Bilateral Cooperation of the RIAL was launched on January 15 and will remain open until March 5. All delegations are encouraged to participate in the informative webinar and matchmaking session being organized by the Secretariat on February 5. - To continue strengthening the linkages between the labor ministerial process (IACML) and the education ministerial process. Note that the Inter-American Meeting of Ministries of Education will take place on July 21-22 in Quito, Ecuador, and its Preparatory Meeting on April 20-21 in Washington, D.C. The results of the Preparatory Meeting will be discussed during the Working Group Meeting in May in Paraguay.

• Following the postponement of the 10th Summit of the Americas, originally scheduled for December 2025 in Punta Cana, the Technical Secretariat will remain in communication with the Summit Secretariat and the Chair of the process, and insist on the importance of ensuring union participation, taking into account the previous decision made by the organizers about not including workers' representation in the Dialogue of Heads of Delegation and Civil Society.

The postponement of the Summit provides an opportunity to revise this situation. Decisions taken concerning the financial situation of the RIAL: - The allocation of US$50,000 from the RIAL Fund was authorized to cover the following: o US$20,000 for the RIAL Workshop on Social Dialogue and the Working Group Meetings in May 2026 in Paraguay. o US$20,000 for the RIAL Workshop on Coordination among Education, Professional Training, and Employment in September 2026 in Panama.- 5o US$10,000 to support the 19th Call for Bilateral Cooperation and RIAL/GENDER activities in 2026. - To request the Technical Secretariat to convey to the Government of the United States, for its consideration, the proposal to allocate $50,000 from its contribution to the RIAL for the following actions: updating the RIAL’s technological platform, migrating its website to OAS servers, and updating the RIAL’s Portfolio of Programs and information repositories. The authorities underscored the importance of RIAL and emphasized their extensive use of the website and portfolio, which constitute core pillars of the RIAL. Accordingly, the proposed actions are essential to ensure the sustainability of the RIAL and the fulfillment of the 20252027 Work Plan. - To request the Technical Secretariat to send a reminder and invitation to all Ministries to contribute to the RIAL Voluntary Contribution Fund, especially those that have not yet made any contributions.
