WORK PLAN OF THE COMMITTEE ON PARTNERSHIP FOR DEVELOPMENT POLICIES 2025 - 2026 PERIOD1 / ( Approved during the regular meeting held on October 28, 2025)

I. INTRODUCTION The activities to be carried out by the Committee on Partnership for Development Policies

(COP) of the Inter-American Council for Integral Development (CIDI) will focus on following up on the mandates adopted by General Assembly resolutions AG/RES. 3013 (LIV-O/24), AG/RES. 3015

(LIV-O/24), AG/RES. 3016 (LIV-O/24), and AG/RES. 3038 (LV-O/25).

Likewise, the activities of the Committee will be framed in the provisions of Article 56 of the Rules of Procedure for Regular and Special Meetings of CIDI, which establishes the following functions of the COP, for which it will have the technical support of the dependencies of the General Secretariat in charge of monitoring the respective theme. a. To prepare, at the request of the regular meetings of CIDI, the draft strategic plan and draft inter-American programs using, when appropriate, any technical inputs to those drafts that may arise from sectoral or specialized meetings on the corresponding thematic subject; b. To monitor implementation of the substantive aspects of the inter-American programs and make recommendations necessary to ensure coherence between cooperation policies and the projects and activities undertaken by the Executive Secretariat for Integral Development and other pertinent areas of the General Secretariat; c. To prepare the draft yearly schedule of meetings held within the framework of CIDI: sectoral or specialized at ministerial or equivalent level, inter-American committees, and

other high-level policy and technical meetings; d. To analyze the annual work plans and semiannual progress reports of the pertinent areas of the General Secretariat as well as the reports of the IACD, and submit to the regular meetings of CIDI the recommendations that it deems appropriate; and e. To take up other matters within its sphere of competence that regular or special meetings of CIDI assign to it.

II. AUTHORITIES In accordance with the provisions of the Rules of Procedure, CIDI, at its regular meeting on August 26, 2025, elected Ambassador Ana Idalia Castellanos de Kranwinkel, Alternate Representative of the Dominican Republic to the Organization of American States, as Chair of the Committee on Partnership for Development Policies. The Committee will elect its Vice Chair at its second regular meeting, to be held on October 28, 2025.

III. MANDATES OF THE COMMITTEE The Committee shall comply with the mandates adopted by the General Assembly at its 2024 and 2025 regular sessions, as established in resolutions AG/RES. 3013 (LIV-O/24), “Advancing Hemispheric Initiatives on Integral Development: Promoting Resilience”; AG/RES. 3015 (LIV-O/24), “Continuing to drive the S trengthening of the Inter-American Council for Integral Development

(CIDI),” and AG/RES. 3038 (LV-O/25), “Advancing Hemispheric Initiatives on Integral Development,” together with the mandates arising from resolution CIDI/RES. 353 (XXXIII-O/25), “Let’s Promote the Development of Competitive, Safe, Sustainable, and Inclusive Ports.” In fulfillment of those mandates, during 2025 the Committee consolidated progress with the

Plan to Strengthen CIDI (CIDI/doc.425/24 rev. 3), kept the Informal Consultation Mechanism for Strengthening CIDI operational, and presented the Inter-American Council for Integral Development (CIDI) with a substantive report on the progress made and challenges remaining in the areas of institutional governance, intersectoral coherence, and mandate management, pursuant to Article 56 of the Rules of Procedure for Regular and Special Meetings of CIDI. In particular, operative paragraph 3 of resolution AG/RES. 3015 (LIV-O/24) instructed the CPD “to set up a mechanism /working group to examine the implementation of the measures contained in the report referred to in the preceding paragraph, in particular the regulations that must be updated, to review the mandates on integral development, and to identify factors for determining the reactivation or deactivation of the CIDI Committee on Program, Budget and Evaluation,” … In compliance with that resolution, the Secretariat presented CIDI with the Work Plan for the implementation of the resolution “Continuing to drive the strengthening of CIDI” (CIDI/doc.425/24 rev. 3), which was examined at the meeting of March 25, 2025. The Council took note of the document and entrusted the CPD with its implementation, with the support of the Secretariat, to guide the execution of the institutional strengthening measures and consolidate the results achieved by the Informal Consultation Mechanism. In addition, AG/RES. 3038 (LV-O/25) extended the mandate of the informal consultation mechanism to support implementation of the Plan to Strengthen CIDI, with its recommendations to be submitted to the CPD during the first quarter of 2026. AG/RES. 3038 (LV-O/25) also encouraged the member states to commemorate the thirtieth anniversary of the creation of CIDI in 2026 by actively participating in the design and launch of a

commemorative campaign to promote and give visibility to integral development as a central pillar of the Organization, without any financial impact on the Organization’s Regular Fund. In that context, the COP will collaborate with the Secretariat in the preparation of institutional inputs and activities related to that commemoration.3 The CPD will also prepare and agree on the draft resolutions to be submitted by CIDI to the fifty-sixth regular session OAS General Assembly, and follow up on the matters entrusted to it within the cycle of sectoral processes at the ministerial level within the framework of CIDI, defined in the document “Revised General Guidelines for Sectoral Processes at the Ministerial Level within the Framework of the Inter-American Council for Integral Development” (CIDI/doc.212/22 rev. 1 and CIDI/doc.228/17 add. 1). In this regard, the Chair considers it necessary to focus the work of the Committee during the period from October 2025 to March 2025 on the mandates arising from the resolutions on strengthening CIDI, matters mandated within the cycle of sectoral ministerial processes within the CIDI framework, the commemoration of the 30th anniversary of CIDI’s creation, and the resolution on competitive, safe, sustainable, and inclusive ports. Once that work is concluded, the Committee will devote the months of March to May 2026 to preparing and agreeing on the draft resolutions that CIDI is to submit to the General Assembly for its consideration. The dates and topics of those meetings are detailed in Annex I of this Plan.

IV. CENTRAL THEMES AND MECHANISM To meet the responsibilities of the Committee and its mandates, both formal and informal meetings will be held between October 2025 and June 2026, at which the following key topics will be

addressed:

1. Progress reports : the Committee will receive updates from the technical areas of the Executive Secretariat for Integral Development (SEDI) on the implementation of the

mandates arising from resolutions AG/RES. 3013 (LIV-O/24), AG/RES. 3015 (LIVO/24), and AG/RES. 3038 (LV-O/25), and on the execution of the inter-American programs and sectoral work plans within the area of CIDI.

2. Follow-up to the ministerial cycle : the Committee will monitor the three-year integral development ministerial cycle, in particular the preparations for the education, culture, and sustainable development ministerials, in accordance with the “Revised General Guidelines for Sectoral Processes at the Ministerial Level” (CIDI/doc.212/22 rev. 1 and CIDI/doc.228/17 add. 1).

3. Implementation of the Plan to Strengthen CIDI and the Informal Consultation Mechanism: the Committee will follow up on the implementation of the Plan to Strengthen CIDI

(CIDI/doc.425/24 rev. 3), in accordance with AG/RES. 3038 (LV-O/25), and keep the informal consultation mechanism in operation, with its recommendations to be presented to the CPD during the first quarter of 2026.

4. Commemoration of the Thirtieth Anniversary of CIDI : in keeping with AG/RES. 3038

(LV-O/25), the Committee will assist the Secretariat in coordinating activities for the 30th anniversary of the creation of CIDI, contributing to the design and launch of an institutional campaign that promotes integral development as a central pillar of the OAS, without any financial impact on the Regular Fund.

5. Strengthening digital negotiation and cooperation processes: the Committee will continue to promote the use of digital platforms, such as CooperaNet, for recording comments and4 negotiating working documents, thereby facilitating participation by the member states and improving the efficiency of consultation processes.

6. Proposal for a CIDI omnibus resolution : the Committee will develop a methodological proposal for negotiating the CIDI omnibus resolution that includes general provisions and simplifies the follow-up of mandates and inter-American programs, in keeping with the recommendations of the Plan to Strengthen CIDI.

7. Draft resolutions to be submitted to the General Assembly: the Committee will prepare and agree upon the draft resolutions that CIDI is to submit to the General Assembly for consideration at its fifty-sixth regular session.

This Work Plan will serve as a general framework for the Committee’s activities during the 2025-2026 period. However, it is a flexible document that will be updated with modifications agreed upon by the Committee itself as specific proposals arise to address unforeseen critical issues. The Chair appreciates the suggestions that member states provide to strengthen this plan, as well as the support of delegations in the fulfillment of these tasks.
