PRELIMINARY DRAFT RESOLUTION

“ADVANCING HEMISPHERIC INITIATIVES ON INTEGRAL DEVELOPMENT”

(Presented by the chair) THE GENERAL ASSEMBLY, PP1 REITERATING the importance of fostering integral development as one of the essential pillars of the OAS, as contained in instruments of the inter-American system, including the Charter of the Organization of American States, the Inter-American Democratic Charter, and the Social Charter of the Americas, as well as OAS mandates and the initiatives emanating from the Summits of the Americas; (paragraph drawn from PP1 of resolution AG/RES. 3013 (LIV-O/24) PP2 CONSIDERING Executive Order No. 25-01 and the Comprehensive Strategic Plan of the Organization 2023-2025 , which mandate the Executive Secretariat for Integral Development (SEDI) to serve as the operational arm of the OAS in the area of development, to work with OAS member states to promote inclusive and sustainable economic, social, and human development in the Americas, and, through regional policy dialogue and the implementation of mandates, to provide technical assistance and foster cooperation to strengthen institutional and human capacities in key areas such as education, employment, competitiveness, innovation, natural resource management, and climate action, generating a significant and lasting impact throughout the Hemisphere; (New paragraph) PP3 FOLLOWING UP on resolutions AG/RES. 3013 (LIV-O/24) , “Advancing Hemispheric Initiatives on Integral Development: Promoting Resilience”; AG/RES. 3015 (LIVO/24), “Continuing to Drive the Strengthening of the Inter-American Council for Integral Development”; and

AG/RES. 3038 (LV-O/25), “Advancing Hemispheric Initiatives on Integral Development,” as well as the current mandates under the development pillar, as set forth in document (CIDI/doc.___/26); 1 / (Update of PP2 of resolution AG/RES. 3038 (LV-O/25) PP4 RECOGNIZING the importance of the commemoration of the thirtieth anniversary of the Inter-American Council for Integral Development (CIDI) in 2026 as an opportunity to reaffirm integral development as a key pillar of the Organization, as well as the importance of the active participation of member states and permanent observers in the activities undertaken by SEDI and delegations to strengthen its visibility and hemispheric projection; (New paragraph)

At the time of publication of this preliminary draft resolution, consideration of this document was scheduled for the CIDI meeting of March 2026.- 2PP5 ENDORSING the declarations and plans of action of the meetings of ministers and high-level authorities in the framework of the Inter-American Council for Integral Development; (Update of PP1 of resolution AG/RES. 3038 (LV-O/25) PP6 EMPHASIZING that cooperation in all its modalities plays a crucial role in social, economic, and sustainable development in the Americas, and recalling that the Inter-American Agency for Cooperation and Development (IACD) was established with the purpose of promoting, coordinating, managing, and facilitating the planning and execution of programs, projects, and partnership-for-development activities within the scope of the CIDI/OAS, including all its sectoral ministerial processes; (paragraph drawn from PP9 of resolution AG/RES. 3013 (LIV-O/24) PP7 TAKING NOTE of resolution AG/RES. 3037 (LV-O/25), “Reaffirmation of Mandates

and Establishment of a Mandate Management Mechanism,” which mandated the development of a Mandate Management Policy, as adopted by the member states in document CP/doc.6175/26 (Update PP3 of resolution AG/RES. 3038 (LV-O/25)

RESOLVES:

1. To take note of the list of current mandates approved by CIDI in document

(CIDI/doc.___/26),2 / resulting from the mandate review and classification exercise carried out by the Committee on Partnership for Development Policies, the Executive Secretariat for Integral Development (SEDI), and the Office of the Executive Director, which is an integral part of this resolution.

2. To integrate into existing mandates those documents adopted in the framework of CIDI sectoral meetings and in connection with the following thematic priorities:3 /

I. INCLUSIVE AND COMPETITIVE ECONOMIES

3. To reaffirm our commitment to the conclusions and priorities emanating from the VIII Inter-American Dialogue of High-level MSME Authorities and the International Conference “Expanding International Market Opportunities for MSMEs,” held on March 13 and 14, 2024, which identified eight priority areas of action for the 2024–2027 period to facilitate the internationalization of MSMEs and improve their integration into international supply chains, and to instruct SEDI to support member states in the implementation of those priorities through technical cooperation and strategic part. (Update of OP4 of resolution AG/RES. 3013 (LIV-O/24)

4. Reaffirm our commitment to contributing best practices, lessons learned, case studies, training opportunities, and cooperation, through active participation in the two working groups of the Inter-American Committee on Science and Technology (COMCyT) on governance frameworks and regional cooperation on artificial intelligence (AI), in accordance with the 2025–2027 Work Plan

(CIDI/doc.452/25) , in accordance with the Declaration and Action Plan of the Seventh Meeting of

Ministers and High Authorities of Science and Technology (VII REMCyT) (CIDI/REMCYTVII/DEC.1/24 and CIDI/REMCYT-VII/doc.5/24 rev.1 ) adopted at the ministerial meeting held in

5. To recognize the initiation of Phase III of the Americas Competitiveness Exchange

(ACE) Program as a hemispheric mechanism to promote productive strengthening, innovation, publicprivate partnerships, and economic integration, and to invite member states, permanent observers, the academic sector, and other relevant stakeholders to support the implementation of the ACE Program during the 2026-2027 period with the support of SEDI; to strengthen the Inter-American Competitiveness Network (RIAC) by presenting of proposals for participation, offers to host events, and additional voluntary contributions for its financing; and to urge SEDI to submit to CIDI, before the end of 2026, a report on contributions received, activities carried out, and results obtained in terms of economic resilience, competitiveness, and internationalization of local economies. 6. To recognize the power of heritage tourism for development in the Americas and reaffirm our commitment to the Declaration of Ecuador (CIDI/TUR-XXVI/DEC.1/25) and its Plan of Action (CIDI/TUR-XXVI/doc.5/25 rev. 2) , both adopted at the Twenty-sixth Inter-American Congress

of Ministers and High-Level Authorities of Tourism held in Washington D.C., on April 3 and 4, 2025, and in that framework to instruct the Executive Secretariat for Integral Development to support member states in the implementation of the Work Plan of the Inter-American Committee on Tourism (CITUR) 2025–2028 (CIDI/CPD/doc.240/25), which establishes as priorities the enhancement of cultural and natural heritage, the strengthening of tourism in Indigenous and Afro-descendant communities, and the promotion of regional connectivity, including multidestination travel. (Update of OP1.c of resolution AG/RES. 3038 (LV-O/25)

7. To reaffirm our commitment to the Declaration of Washington, D.C. (CIDI/REMICX/doc.6/25) and its Plan of Action “Advancing Culture and the Creative Economy for Prosperity in the Americas” (CIDI/REMIC-X/DEC.1/25), which emanated from the Tenth Inter-American Meeting of Ministers of Culture and Highest Appropriate Authorities held on November 13 and 14, 2025, and in which the member states recognize the fundamental role of culture and the cultural and creative economy as drivers of integral development, and to urge, with the support of SEDI , progress toward action-oriented cooperation that generates opportunities in these areas, strengthens the cultural and creative sector, promotes the conservation, safeguarding, and dissemination of cultural heritage, and supports the implementation of the work plan of the Inter-American Committee on Culture (CIC) through technical cooperation and the establishment of partnerships with strategic partners, thereby contributing to greater prosperity in the Americas. II. INTER-AMERICAN CLIMATE CHANGE

ACTION PLAN 2023–2030

8. To reaffirm our commitment to the mandates contained in the Inter-American Climate Change Action Plan 2023–2030 ( CIDI/RIMDS-IV/doc.7/23 rev.2 ), which establish an integrated approach to sustainable development under its four lines of action, which promote climate-resilient development with low greenhouse gas emissions through the promotion of clean and renewable

To take note of the emerging priorities identified during the most recent meeting of the Inter-American Committee on Sustainable Development (CIDS), held in October 2025 (CIDI/CIDS/doc.5/25), which go beyond those set forth in the Inter-American Climate Change Action Plan and request the collaboration of the member states and the General Secretariat to provide a more comprehensive approach to development in the Americas. III. EDUCATION AND HUMAN DEVELOPMENT IN THE AMERICAS

10. To reaffirm our commitment to dialogue and cooperation within the framework of the Twelfth Inter-American Meeting of Ministers of Education scheduled to be held on July 21 and 22, 2026, and to continue strengthening the Inter-American Education Agenda (IEA) 2022–2027

(CIDI/RME/doc.6/22 rev. 2) , including its four hemispheric programs aligned with the priority areas and themes established therein. (New paragraph)

11. To renew our commitment to:

1. Strengthen the Inter-American Teacher Education Network (ITEN) as a regional mechanism for teacher professional exchange and updating. ii. Expand the scope of the OAS Scholarship and Training Programs through measures that increase more-inclusive participation by the peoples of our Americas. iii. Establish or expand strategic partnership with academic institutions and

cooperation partners for human and institutional capacity building. iv. Increase the availability of supplementary scholarships offered by the Leo S. Rowe Fund to international students from Latin America and the Caribbean.

1. Expand the partnerships of the Educational Portal of the Americas with other OAS areas, academic institutions, civil society organizations, and the private sector.

12. To invite member states and permanent observers to make voluntary contributions for the implementation of the actions envisaged in the IEA 2022-2027, in particular for technical assistance from the CIE (SEDI-EC/026) in support of its next work plan, and request SEDI to report annually on commitments received and the amounts actually funneled. IV. DECENT, DIGNIFIED, AND PRODUCTIVE WORK FOR ALL

13. Reaffirm our commitment to the Declaration of Bogotá (CIDI/TRABAJO/DEC.1/24) and its Plan of Action ( CIDI/TRABAJO/doc.5/24 rev.3 ), adopted at the XXII Inter-American Conference of Ministers of Labor (IACML), which promote decent, dignified, and productive work for all and are aimed at a future of work in the Americas that contributes to peace, social justice, and climate action. (Update of OP1.a of resolution AG/RES. 3038 (LV-O/25)

14. To reiterate our commitment to the implementation and fulfillment of the activities set forth in the 2025–2027 work plan through the execution of eight priority lines of action therein, and to urge additional voluntary contributions to the Fund of the Inter-American Network for Labor Administration (RIAL). To instruct the Office of the Secretary General, the Assistant Secretary General, and SEDI to coordinate—together with the Trade Union Technical Advisory Council (COSATE) and the Business Technical Advisory Committee on Labor Matters (CEATAL)—the participation of workers'

and employers' representatives in the OAS General Assembly and in meetings of the Summits of the Americas process, by developing and implementing a mechanism for accreditation and logistical support, in accordance with resolution AG/RES. 2315 (XXXVII-O/07). (New paragraph)

V.PROMOTION AND PROTECTION OF THE HUMAN RIGHTS OF MIGRANTS, INCLUDING

MIGRANT WORKERS AND THEIR FAMILIES, IN ACCORDANCE WITH THE

INTER-AMERICAN PROGRAM ON THIS SUBJECT, IN ORDER TO ENHANCE THEIR CONTRIBUTION TO DEVELOPMENT  (Pending referral of the paragraphs to be submitted by the Committee on Migration Issues)

VI. COOPERATION FOR DEVELOPMENT AND THE ESTABLISHMENT OF PARTNERSHIPS

16. Reaffirm our commitment to the Action Plan for Cooperation 2024–2027

(CIDI/RECOOP-IV/doc.7/24 rev.3) arising from the Fourth Specialized CIDI Meeting of High-Level Cooperation Authorities, which establishes five priority objectives to optimize cooperation and partnerships for development in the Americas (Update of OP61 of resolution AG/RES. 3013 (LIVO/24)  (Pending referral of the paragraphs from the Management Board of the Inter-American Agency for Cooperation and Development)

VII. SOCIAL INCLUSION WITH EQUITY TO CONTRIBUTE

TO SUSTAINABLE DEVELOPMENT IN THE AMERICAS

17. To take note of the report on results presented ( CIDI/CIDES/doc.4/26) at the Sixth Regular Meeting of the Inter-American Committee on Social Development (CIDES), held virtually on February 19, 2026, regarding the implementation of its 2023–2025 work plan of CIDES, which shows progress in strengthening technical capacities, peer-to-peer cooperation, and regional coordination in

the area of social protection; and to urge member states to continue actively participating in the mechanisms for monitoring activities within the framework of CIDES. (New paragraph)

18. To reaffirm our commitment to dialogue and cooperation within the framework of the Sixth Meeting of Ministers and High Authorities of Social Development (VI REMDES), scheduled for the second half of 2026, including formulating proposals and actions aimed at consolidating resilient and inclusive social protection systems in the Americas. 19. To recognize the reactivation of the Inter-American Social Protection Network

(IASPN) as the principal hemispheric mechanism for technical cooperation on social protection, which strengthens national systems, promotes peer learning, and contributes to crisis prevention, the reduction of inequalities, and social cohesion; and to urge member states to consolidate and expand the Network, guarantee the sustainability of its activities, and mobilize voluntary contributions to the Social Development Voluntary Fund. SAFE, SUSTAINABLE, AND INCLUSIVE PORTS

20. To reaffirm that ports are fundamental to the socioeconomic development of the member states in that they facilitate trade, competitiveness, job creation, and the resilience of logistics chains, as well as contributing to regional integration; and to endorse the resolution adopted at Bridgetown in 2026, in the framework of the Fourteenth Regular Meeting of the Inter-American Committee on Ports (CIP), as well as its Plan of Action 2026–2029 The scope of artificial intelligence

(AI): Reconfiguring strategies for sustainable and safe ports , which is aimed at strengthening port governance, promoting port modernization, digitalization, sustainability, innovation, and technical cooperation among member states. (New paragraph)

21. To urge member states, in addition to their mandatory contributions to the Special Port Program of the IPC, to explore supporting the activities of the CIP Secretariat through voluntary contributions, project funding, and/or in-kind contributions. (New paragraph)  Measures to strengthen CIDI

To acknowledge, as well, the valuable work of the Informal Consultation Mechanism on Strengthening CIDI in developing and building consensus on the aforesaid Work Plan, to endorse the recommendations made in the Report on the Mechanism adopted by CIDI in document (......), and to extend the Mechanism’s mandate in support of its implementation. 24. To instruct SEDI, in coordination with the IACD, to prepare an annual cooperation catalog, to be launched in January 2027, in order to index extra-budgetary (non-Regular Fund) resources, both in cash and in kind, related to partnership for development—including cooperation funds, voluntary contributions, donations, fundraising mechanisms, and other additional sources of financing—that are managed by CIDI bodies and committees for the implementation of the work plans and action plans of the sectoral ministerial committees, in order to boost efficiency and financial sustainability and to promote exchanges of best practices in resource mobilization and administration.

26. To encourage member states and permanent observers to make additional voluntary contributions to strengthen the implementation of the work plans and programs of the inter-American committees in fulfillment of their mandates in the area of integral development. (New paragraph)

To request SEDI/IACD, within the scope of its competencies, to identify and present to CIDI at least five new sources of extra-budgetary financing—including donors, cooperation agencies, and voluntary contribution mechanisms—aimed at expanding the implementation of the work plans and programs of the inter-American committees and sectoral processes, while ensuring the strengthening of their financial sustainability.
