RECOMMENDATIONS OF THE INFORMAL CONSULTATION MECHANISM ON

THE IMPLEMENTATION OF THE WORK PLAN ON STRENGTHENING CIDI

A. BACKGROUND

In accordance with operative paragraph 3 of resolution AG/RES. 3038 (LV-O/25), “Advancing Hemispheric Initiatives on Integral Development, ” adopted on June 26, 2025, which extended the mandate of the Informal Consultation Mechanism on Strengthening CIDI, the latter was reinstated at the meeting of the Committee on Partnership-for-Development Policies (CPD) on October 28, 2025, with Mexico continuing as chair. The mandate of the Mechanism is to submit recommendations to the “Committee on Partnership for Development Policies for consideration during the first quarter of

2026. Additionally, to encourage member states to commemorate the thirtieth anniversary of the establishment of CIDI in 2026 and to participate actively in the design and launch of a commemorative campaign to promote and highlight the importance of integral development as a central pillar of the Organization, without any financial impact on the Regular Fund of the Organization.”

In this context, the work of the Mechanism focused on the work plan for the implementation of resolution AG/RES. 3015 (LIV -O/24), “Continuing to Drive the Strengthening of the InterAmerican Council for Integral Development,ʺ adopted by the General Assembly on March 25, 2025 (document CIDI/doc.425/24 rev. 3), during the regular meeting of the Council. Its first meeting took place on November 6, 2025, when it was decided to focus on three main tasks:

1. Review of the status of implementation of the Work Plan on Strengthening CIDI;

2. Regulatory update for the development of a proposal to evaluate and update the CIDI

for Strengthening CIDI.

3. Commemoration of the thirtieth anniversary of the establishment of CIDI in 2026, and other considerations. On the occasion of this anniversary, propose measures and activities that promote and highlight integral development as a core pillar of the OAS, as well as other related initiatives.

With this agenda, the Mechanism held seven meetings from November 2025 to March 2026 (November 6, December 4, January 13, January 20, February 27, and March 5), with the participation of representatives from 12 member states: Bahamas, Brazil, Chile, Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, Panama, Peru, United States, and Uruguay, as well as a representative of the Executive Secretariat for Integral Development (SEDI).- 2At its meeting of December 4, the Mechanism agreed on the designation of task leaders and the creation of two subgroups. The first subgroup, led by Chile, was entrusted with updating the regulations, and the second subgroup, led by Peru, was assigned the theme of the thirtieth anniversary of CIDI. In addition, two other activities were agreed upon: (a) the preparation of a draft Manual for CIDI Delegates, undertaken by El Salvador; and (b) mandate follow-up, assumed by Brazil.

B. RECOMMENDATIONS

As a result of the Mechanism's work, the following recommendations are proposed.

Having assessed the implementation status of the Work Plan for Strengthening CIDI, the Mechanism reached the following conclusions:

It estimates that, of the total of 86 measures that make up the five sections of the Work Plan, 17 have been completed, 38 have been partially implemented, and 26 have not been executed. In addition, 5 measures related to item 3 of Section 2 of the Work Pl an, (“Consolidate the role of the IACD Management Board in generating and following up on development cooperation opportunities”) could be advanced through the work carried out by the three working groups of the Management Board of the Inter -American Agency for Cooperation and Development ( (IACD)). The implementation status of the Plan reflects the following progress:- 3The following graph provides a visual reflection of these developments:

In sum, the implementation status of the Work Plan stands at 55 measures (64%), with 31 measures (36%) still pending implementation, including 5 measures (6%) corresponding to the IACD Management Board.- 4Although valuable progress has been made in implementing the measures for strengthening CIDI contained in the Work Plan, one year after its adoption it is essential to make greater efforts, particularly in the following areas:

Strengthen CIDI work plans and adjust them to the strategic lines of the OAS in the area of integral development, ensuring their alignment with the priorities established in the next Strategic Plan of the Organization. ii. Promote greater coordination between the outgoing and incoming Chairs of CIDI. iii. Achieve greater coordination between CIDI, its permanent committees, and the Management Board of the IACD in order to enrich their work plans, as well as greater

Encourage member states to promote the presentation of initiatives, declarations, resolutions, commemorations, and other initiatives of note in the area of integral development within the framework of CIDI meetings. For this purpose, it would be useful to include a calendar of commemorative dates in the area of integral development. viii. Report on the status of implementation of mandates of CIDI ministerial sectoral processes in order to gage the efforts made and strengthen the work carried out. ix. Promote measures and efforts to encourage participation and highlevel dialogue in ministerial sectoral processes and meetings, including concrete initiatives and opportunities for cooperation, as well as improvements in logistical and agenda-related aspects to allow sufficient time for the necessary arrangements to enable the participation of government ministers.

In this task, the Mechanism, through the thematic subgroup, conducted a general review of CIDI’s regulatory framework. It considered that further considerations and analysis should be undertaken in the future regarding the updating of the CIDI Statutes, given the legal and procedural nature of their amendment and their link to the Charter of the Org anization. This task could be determined in the medium term by the member states of CIDI. Accordingly, the Mechanism focused on examining the Rules of Procedure for Regular and Special Meetings of CIDI and on identifying criteria for a possible discussion regarding the elimination, reactivation, or non-reactivation of the CIDI Committee on Program, Budget, and Evaluation, envisaged in Article 57 of the Rules of Procedure, in order to prepare a proposal, which is attached.

With regard to promoting initiatives to commemorate the thirtieth anniversary of CIDI, the Mechanism, through the relevant thematic subgroup, outlined social communication, documentary, and other activities for the celebration of that date. In particular, these include the convocation of a special commemorative meeting of CIDI in April or May and the preparation of a draft Declaration for consideration by the General Assembly at its fifty -sixth regular session. The various initiatives promoted by the Mechanism are detailed in the attached document.

4. Other considerations

Regarding the preparation of the draft Manual for CIDI Delegates, it is currently under development and will be presented to the Committee on Partnership for Development Policies on March 31. A proposal for a training program on the functioning of CIDI and on integral development issues, for delegates and expanded to other audiences, respectively, will be developed during the second half of 2026.

It should be noted that the participating OAS member states wish to highlight the value of this Informal Consultation Mechanism as a technical and political space, which, by its nature, fosters an open and proactive exchange in identifying actions for inst itutional improvement and coordination aimed at the effective and efficient strengthening of CIDI.- 6Annex I

REPORT ON PROPOSED AMENDMENTS TO THE CIDI RULES OF PROCEDURE

Rules of Procedure for Regular and Special Meetings of the Inter-American Council for Integral Development (CIDI)

I. Context

In the context of the Informal Consultation Mechanism on Strengthening the Inter -American Council for Integral Development (CIDI), led by the Permanent Mission of Mexico, an Informal Group was created to consider possible amendments or updates to the Statu tes of CIDI and the Rules of Procedure for Regular and Special Meetings of CIDI. The Informal Group is open to the participation of all delegations of permanent missions to the OAS. Representatives of the Permanent Missions of Brazil, Chile, Ecuador, El Salvador, Guatemala, Mexico, Peru, and Uruguay are currently participating.

The process included five virtual meetings, held on November 18 and December 16, 2025, as well as January 16, February 16, and February 25, 2026.

At those meetings, a series of decisions were adopted that can be summarized as follows: • Considering the available time, as well as the feasibility of a potential amendment, it was decided to focus on the CIDI Rules of Procedure rather than its Statutes. • Aspects that could potentially be modified were identified. • Work was undertaken on proposed amendments to the text.

This report summarizes the amendments to the Rules of Procedure for the Regular and Special Meetings of CIDI that have been informally discussed among the above delegations.

III. Details of Proposed Amendments

Article 3. Terms of office of the Chair and Vice Chair of CIDI

Current text: Article 3. The Chair and Vice Chair of the CIDI shall hold office for a term of six months.

The terms shall begin automatically on the first day of the months of January and July.

Discussion: • There are advantages and disadvantages to reducing the terms of office of the Chair and Vice Chair of CIDI. • Broadly speaking, it is thought that reducing the period to three months could be insufficient, resulting in meetings with limited substantive content. → No consensus has been reached on amending this article. It is suggested that, for future consideration, a recommendation be made regarding the format of meetings, in order to make them more effective, substantive, strategic, and oriented towards action and/or promotion of cooperation, among other ends.

In order to ensure institutional continuity and an efficient transition in the conduct of the work of the Inter -American Council for Integral Development, the outgoing and incoming Chairs may hold informal coordination meetings prior to the beginning of the term established in Article 3.

Pending matters and the scheduling of regular meetings for the following term. d. Any other subject or matter deemed necessary for the transfer of functions.

Discussion: • This matter is not governed by the current Rules of Procedure. • Location: It would fall under "III: CHAIR AND VICE CHAIR," after “Functions and Authority” of the Chair. • It is proposed to institutionalize this measure, which would in any case be optional for both chairs, through a flexible formulation (“they may hold informal meetings”). • It establishes a series of aspects or matters that could be addressed in these transition meetings; the list is not exhaustive, and leaves open the possibility of including “any other subject or matter.”- 8 -

→ Consensus was reached on the proposed article. A concern was raised regarding the possibility of coordination of topics between the chairs of the Permanent Council and CIDI. This matter falls beyond the strictly regulatory aspects of CIDI’s operation; it was therefore suggested that it be raised for discussion in other forums.

Article 10. Site of Regular and Special Meetings

Current text: Article 10. Regular and special meetings of CIDI shall be held at the headquarters of the General Secretariat, except when CIDI decides otherwise.

Discussion: • The current wording does not expressly contemplate the possibility of holding meetings in hybrid or virtual formats, even if this may be inferred from exception allowed in the provision (“except when ...”). • It was agreed to expressly include both options, while maintaining the general rule of in-person attendance. → Consensus was reached. It was emphasized that the general rule is in-person meetings and that, exceptionally, hybrid or virtual meetings may be held.

Proposed amendment: To make the annual ministerial meeting more flexible by incorporating the possibility of holding it "when deemed appropriate," given that in practice this format has been replaced by sectoral ministerial meetings.

Discussion: • Evaluate the relevance of retaining these meetings, considering that they have not been held for several years. • In practice, they have been replaced by sectoral meetings. → There is agreement on the diagnosis. However, it is recommended that the issue be addressed in the future as part of a broader reflection.

5. Article 28 – Deadline for distribution of the agenda

Current text: Article 28. The following procedures shall apply to the order of business:

a. The CIDI Chair shall prepare the draft order of business for each session, and the Secretariat shall distribute it to delegations and representatives at least three working days in advance in the case of regular monthly meetings, and in accordance with the provisions of Article 25 in the case of special meetings. Any representative or subsidiary body of CIDI, as well as the Secretary General or the Executive Secretary for Integral Development, may request the inclusion of topics on the draft order of business; b. When the Chair convenes a special meeting, the Secretariat shall distribute the draft order of business to the member states at least 48 hours before the meeting, indicating the time and place at which it is to be held;- 9c.Meetings shall begin with consideration and adoption of the order of business. Proposed amendment: Extend the distribution deadline from three to five business days for regular meetings. In addition, Mexico proposes that concept notes be distributed at least seven working days in advance.

Discussion: • It is proposed to extend the deadline for communicating the agenda of each meeting from three to five working days for regular CIDI meetings (paragraph a). • The deadline of 48 hours is kept for special meetings, given their exceptional and urgent nature

(paragraph b). → Consensus was reached.

Proposals that are submitted to the meeting for consideration shall be presented in writing to the Secretariat, which will deliver copies to the representatives at least 24 hours before the meeting at which the matter will be discussed. Nevertheless, a two-thirds vote of the member states shall be required for the meeting to authorize discussion of an urgent proposal for which it has not been possible to follow the above procedure. • There was discussion about extending the deadline for the distribution of proposals submitted for CIDI’s consideration. There was a consensus to increase the deadline from 24 to 48 hours. • It was then deemed advisable to specify that this is an attribution of the member states, which will in turn have up to 72 hours prior to the meeting to submit documents. • In this way, member states would have more time for possible consultations with their respective capitals, and SEDI would have 24 hours after receiving proposals to distribute them to the member states. → Consensus was reached.

A possible alternative would be its reactivation through a paragraph in a General Assembly resolution entrusting it with a specific task, without the need to amend the Rules of Procedure. → No consensus was reached regarding the elimination of the article. With respect to its reactivation, it is suggested that this be given further reflection, with additional background, in other forums.

following manner: a. Candidates to chair each of the permanent committees shall be nominated orally at the first regular meeting following the OAS General Assembly regular session and the election shall take place at the next regular meeting of CIDI; b. The candidate who receives a majority of the votes of CIDI members shall be considered elected to the chair; and
