PROPOSED AMENDMENTS TO THE RULES OF PROCEDURE FOR REGULAR AND
SPECIAL MEETINGS OF THE INTER-AMERICAN COUNCIL FOR INTEGRAL
DEVELOPMENT (CIDI)

I. Context Within the framework of the Informal Consultation Mechanism for the Strengthening of the Inter-American Council for Integral Development (CIDI), led by the Permanent Mission of Mexico, an Informal Group was established with the objective of examining possible modifications or updates to the CIDI Statute and the Rules of Procedure for the Ordinary and Extraordinary Meetings of the Council. This Group, open to the participation of all delegations of the Permanent Missions to the OAS, included representatives from Brazil, Chile, Ecuador, El Salvador, Guatemala, Mexico, Peru, and
Uruguay. The process was carried out through five virtual meetings held on November 18 and December 16, 2025, as well as January 16, February 16, and February 25, 2026. In the course of these exchanges, delegations agreed to focus the work on the Rules of Procedure for the Ordinary and Extraordinary Meetings of the CIDI, taking into account the available timeframe and the feasibility of a potential reform of the Statute. They also identified provisions that could be subject to adjustment and advanced in the development of concrete proposals for amendment. On the basis of this work, the following proposals to amend the Rules of Procedure for the Ordinary and Extraordinary Meetings of the CIDI are presented, reflecting the understandings reached through the informal discussions among the participating delegations.

III. Details of Proposed Amendments Article 9 bis. (new) Transition and coordination between chairs Proposed text : Transition and coordination between chairs Article 9 bis. In order to ensure institutional continuity and an efficient transition in the conduct of the work of the Inter-American Council for Integral Development, the outgoing and incoming Chairs may hold informal coordination meetings prior to the beginning of the term established in Article 3.
At these meetings, the chairs will be able to exchange information and views on: a. The implementation status of current mandates. b. The continuity of the work of committees and working groups. c. Pending matters and the scheduling of regular meetings for the following term. d. Any other subject or matter deemed necessary for the transfer of functions.
Discussion: This matter is not governed by the current Rules of Procedure. Location: It would fall under "III: CHAIR AND VICE CHAIR," after “Functions and Authority” of the Chair. It is proposed to institutionalize this measure, which would in any case be optional for both chairs, through a flexible formulation (“they may hold informal meetings”). It establishes a series of aspects or matters that could be addressed in these transition meetings;
the list is not exhaustive, and leaves open the possibility of including “any other subject or matter.” → Consensus was reached on the proposed article. A concern was raised regarding the possibility of coordination of topics between the chairs of the Permanent Council and CIDI. This matter falls beyond the strictly regulatory aspects of CIDI’s operation; it was therefore suggested that it be raised for discussion in other forums. Article 10. Site of Regular and Special Meetings Current text: Article 10. Regular and special meetings of CIDI shall be held at the headquarters of the General Secretariat, except when CIDI decides otherwise.
Discussion: The current wording does not expressly contemplate the possibility of holding meetings in hybrid or virtual formats, even if this may be inferred from exception allowed in the provision (“except when ...”).- 3 - It was agreed to expressly include both options, while maintaining the general rule of in-person attendance. → Consensus was reached. It was emphasized that the general rule is in-person meetings and that, exceptionally, hybrid or virtual meetings may be held.
5. Article 28 – Deadline for distribution of the agenda Current text: Article 28. The following procedures shall apply to the order of business:
a. The CIDI Chair shall prepare the draft order of business for each session, and the Secretariat shall distribute it to delegations and representatives at least three working days in advance in the case of regular monthly meetings, and in accordance with the provisions of Article 25 in the case of special meetings. Any representative or subsidiary body of CIDI, as well as the Secretary General or the Executive Secretary for Integral Development, may request the inclusion of topics on the draft order of business; b. When the Chair convenes a special meeting, the Secretariat shall distribute the draft order of business to the member states at least 48 hours before the meeting, indicating the time and place at which it is to
be held; c.Meetings shall begin with consideration and adoption of the order of business. If a new item is proposed for the order of business, the meeting may agree to include and discuss it, but any decision on that item shall be postponed to another session if any representative so requests.
Proposed amendment: Extend the distribution deadline from three to five business days for regular meetings. In addition, Mexico proposes that concept notes be distributed at least seven working days in advance.
Discussion: It is proposed to extend the deadline for communicating the agenda of each meeting from three to five working days for regular CIDI meetings (paragraph a). The deadline of 48 hours is kept for special meetings, given their exceptional and urgent nature
(paragraph b). → Consensus was reached. Article 30 – Deadlines submitting proposals Current text: Article 30. Proposals that are submitted to the meeting for consideration shall be presented in writing to the Secretariat, which will deliver copies to the representatives at least 24 hours before the meeting at which the matter will be discussed. Nevertheless, a two-thirds vote of the member states shall be required for the meeting to authorize discussion of an urgent proposal for which it has not been possible to follow the above procedure. There was discussion about extending the deadline for the distribution of proposals submitted for CIDI’s consideration. There was a consensus to increase the deadline from 24 to 48 hours. It was then deemed advisable to specify that this is an attribution of the member states, which will in turn have up to 72 hours prior to the meeting to submit documents. In this way, member states would have more time for possible consultations with their respective capitals, and SEDI would have 24 hours after receiving proposals to distribute them to the member states. → Consensus was reached.- 4Articles 60 and 61 – Election and replacement of officers of permanent committees Current text : Article 60. The presentation of candidates and the election shall take place in the following manner: a. Candidates to chair each of the permanent committees shall be nominated orally at the first regular meeting following the OAS General Assembly regular session and the election shall take place at the next regular meeting of CIDI;

Candidates for vice chair shall be nominated orally at the first meeting held by the committee concerned after the election of its chair by CIDI, and the election shall take place at the next meeting of the respective committee. Replacement of the Chair Article 61. Replacement of the Chair shall proceed as follows: a. In the event of temporary absence of the Chair, he or she shall be replaced by the Vice Chair. In the case of the absence of both, the meeting of the respective permanent committee shall be chaired by a representative following the order of precedence established in Article 2 of these Rules of Procedure. b. In the permanent absence of the Chair, the Vice Chair shall replace him or her until a Regular Meeting of CIDI elects a new Chair who shall hold office until the election of his or her successor in accordance with Article 7 of these Rules of Procedure. c. Chairs and vice chairs of permanent committees may not be re-elected to the same office in the following term unless they have held that office for less than six months.
Discussion: Analyze the possibility of having two or more vice chairs in the standing committees. Cualquier representante, órgano subsidiario del CIDI, así como el Secretario General o el Secretario Ejecutivo para el Desarrollo Integral podrán solicitar la inclusión de asuntos en el referido proyecto de orden del día. b) Cuando el Presidente convoque una reunión extraordinaria, la Secretaría deberá distribuir el proyecto de orden del día a los Estados Miembros con por lo menos 48 horas de anticipación, indicando la fecha y el lugar en que se llevará a cabo. c) La sesión comenzará con la consideración y aprobación del orden del día. Si se propusiera un tema nuevo en el proyecto de orden del día, la reunión podrá autorizar su inclusión y discusión, pero la decisión sobre dicho tema deberá posponerse para otra sesión si así fuere solicitado por un representante. siguientes disposiciones: a) La presentación de candidatos a Presidente de cada comisión permanente se hará en forma verbal durante la primera reunión ordinaria mensual que se celebre inmediatamente después del período ordinario de sesiones de la Asamblea General y la elección se llevará a cabo en la siguiente reunión ordinaria del CIDI. b) La elección se realizará por votación secreta, salvo cuando se decidiera hacerlo por aclamación.
