DECLARATION “COMMEMORATION OF THE THIRTIETH ANNIVERSARY OF THE INTER-AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT” FOR CONSIDERATION BY THE GENERAL ASSEMBLY AT ITS FIFTY-SIXTH REGULAR SESSIONPERMANENT MISSION OF PERU

Note No. 7-5-M/061 The Permanent Mission of Peru to the Organization of American States presents its compliments to the Chair of the Committee on Partnership for Development Policies of the InterAmerican Council for Integral Development (CIDI) and has the honor to submit for consideration the draft declaration “Commemoration of the Thirtieth Anniversary of the Inter-American Council for Integral Development,” presented by Peru and co-sponsored by the delegations of Ecuador, Guatemala, and the Dominican Republic. The Permanent Mission of Peru should be grateful for the aforementioned draft declaration to be distributed among the delegations with a view to its consideration at the fifty-sixth regular session of the General Assembly. The Permanent Mission of Peru to the Organization of American States avails itself of this opportunity to convey to the Chair of the Committee on Partnership for Development Policies of CIDI the renewed assurances of its highest consideration. COMMEMORATION OF THE THIRTIETH ANNIVERSARY OF

THE INTER-AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT

(Submitted by the Permanent Mission of Peru and co-sponsored by the delegations of Ecuador, Guatemala, and the Dominican Republic) THE GENERAL ASSEMBLY , RECOGNIZING that, in accordance with the Charter of the Organization of American States (OAS), integral development is one of the essential purposes of the Organization of American States

(Submitted by the Permanent Mission of Peru and co-sponsored by the delegations of Ecuador, Guatemala, and the Dominican Republic) THE GENERAL ASSEMBLY , RECOGNIZING that, in accordance with the Charter of the Organization of American States (OAS), integral development is one of the essential purposes of the Organization of American States and that it contributes to the elimination of extreme poverty and inequalities, as well as to the promotion of the well-being of the peoples of the Hemisphere; BEARING IN MIND that the Inter-American Council for Integral Development (CIDI) was established in 1996, upon the entry into force of the Protocol of Managua, as the principal organ of the Organization in the area of partnership for integral development; RECOGNIZING that CIDI is the inter-American forum for political dialogue, consensusbuilding, and partnership for integral development; RECOGNIZING ALSO that, for 30 years, CIDI has served as a valuable permanent forum for political dialogue, consultation, and cooperation among the member states, contributing to efforts to address the main development challenges in the economic, social, educational, cultural, scientific, technological, productive, and environmental spheres in the region; EMPHASIZING that CIDI promotes the strengthening of national capacities, the exchange of experiences, and the implementation of initiatives through its committees, ministerial and high-level meetings, and other sectoral processes, with the aim of advancing well-being and integral development in the Americas; and UNDERSCORING the need to strengthen its policy coordination capacity, enhance the effectiveness of its sectoral and ministerial processes, optimize coordination among its subsidiary bodies, and promote more strategic, sustainable, and results-oriented cooperation under the integral development pillar,

DECLARES:

1. To commemorate, throughout 2026, the thirtieth anniversary of the Inter-American Council for Integral Development (CIDI), recognizing its valuable contribution to political dialogue,

partnership for development, and the achievement of results in the area of integral development in the Americas.

2. To reaffirm the role of CIDI as the principal political organ of the OAS in the area of integral development and as a preeminent space for the coordination of partnership-for-development policies, priorities, and actions among the member states.- 23. To reaffirm the commitment to consolidating and strengthening CIDI as the central body for political and technical coordination under the integral development pillar.

4. To recognize the work carried out within the framework of CIDI, including that of its committees, working groups, ministerial and high-level meetings, sectoral processes, and other mechanisms, as well as the support provided by the Executive Secretariat for Integral Development

(SEDI) to the fulfillment of the mandates issued by the member states.

5. To continue to promote CIDI as the main forum for political dialogue and resultsoriented cooperation, for the exchange of experiences, the systematization of good practices, the promotion of national capacity-building, and the formulation and implementation of partnership-fordevelopment initiatives that yield concrete and sustainable results in the area of integral development.

6. To emphasize the importance of the strategic support of permanent observers, international organizations, and other stakeholders, in accordance with the rules of the Organization, in the continued implementation of the activities and programs promoted within the framework of the CIDI sectoral and ministerial processes, through, inter alia, technical cooperation, knowledge-sharing, mobilization of financial and in-kind resources, and the establishment of public-private partnerships.

7. To recognize the importance of the current process of institutional reflection within the framework of the commemoration of the thirtieth anniversary, promoted by the member states and the General Secretariat, through SEDI, through which to preserve and disseminate the historical memory of CIDI and consolidate its strategic projection in the years to come.
