DRAFT METHODOLOGY FOR THE
PRESENTATION AND NEGOTIATION OF THE DRAFT RESOLUTIONS
THAT THE INTER-AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT
IS TO CONVEY TO THE FIFTY-SIXTH REGULAR SESSION
OF THE GENERAL ASSEMBLY

I. INTRODUCTION The Chair of the Committee on Partnership for Development Policies of the Inter-American Council for Integral Development (CPD/CIDI), with the support of the Vice Chairs and the Secretariat, hereby submits for the Committee’ s consideration the following executive methodology, with the aim of strengthening the normative quality, institutional coherence, and efficiency of the process to negotiate the draft resolutions to be submitted to the fifty-sixth regular session of the General Assembly. The document is based on the comments received from the delegations at the meeting held on January 30, 2026.
The methodology is based on practices agreed upon in previous cycles and is aligned with: (i) the current criteria on mandates and their costing, (ii) the Organization’s financial and human resources situation, and (iii) the timetable available for the completion of the work. Accordingly, it is proposed that the negotiation be based on a draft omnibus resolution of an eminently executive nature, oriented toward policy decisions and prioritization, avoiding unnecessary duplication of existing mandates, and focusing the negotiation on those areas where the Secretariat may require additional guidance from the member states.
II. METHODOLOGY
A. Expected output and executive drafting guidelines The Chair, with the support of the Vice Chairs and the Secretariat, will present a draft omnibus resolution in line with the thematic areas of the development pillar of the current Comprehensive Strategic Plan and based on the recent resolutions adopted by the General Assembly in the area of integral development.1 The draft will prioritize those areas where concrete results have

The draft omnibus resolution will comprise a preambular part and an operative part, the format of which will be structured into strategic lines. In order to ensure its executive nature and to facilitate consensus, in the operative part each strategic line will be dealt with using a maximum of two paragraphs per area : (i) a brief chapeau paragraph framing the political objective, and (ii) an operative paragraph containing an executable instruction or guidance. The draft will avoid long blocks of text, declaratory formulations, and reiterations of previously approved mandates. For the purposes of traceability and regulatory discipline, the preliminary version (“draft 0”)
will be circulated together with a technical classification by operative paragraph (notwithstanding the fact that this classification may not form part of the final text). For reference purposes, the origin of the mandates will be identified to facilitate consultations by delegations. Operational paragraphs shall be drafted in such a way that each paragraph contains a verifiable main instruction, avoiding multiple mandates in the same paragraph and using the SMART format presented by the Secretariat in document CIDI/CPD/INF.121/25 ( Español | English). Formerly referred to as Type A mandates (existing/prioritization): those that reaffirm, structure, or prioritize existing mandates without creating new obligations. When provisions related to implementation are to be incorporated, they shall be collected together in a brief final section, thereby avoiding their dispersion throughout the text. The draft omnibus resolution shall identify the dates for concluding the mandates and, when appropriate, shall allow for the possibility of establishing mandates covering two or three years.
B. Process governance: roles of the Chair and Vice Chairs The Chair will lead the negotiation process and oversee compliance with the executive approach, the orderliness of the discussions, and progress towards consensus.
The Vice Chairs will support the Chair, and their duties will be subject to a functional distribution, without prejudice to the Chair’s general oversight: a. Vice Chair (Ecuador) (preambular part): shall coordinate the coherence, conciseness, and alignment of the preamble with the Comprehensive Strategic Plan and the applicable regulatory framework, ensuring that the recital clauses are strictly necessary and not descriptive. b. Vice Chair (Guatemala) (operative part): shall coordinate the coherence of the operative paragraphs, ensuring that the provisions are enforceable, with clear timetables when appropriate, and avoiding the duplication of existing mandates.
C. Use of COOPERANET and submission of proposed texts Following the distribution of the “zero draft” proposal presented by the Chair, Vice-Chairs,
and the Secretariat, a virtual forum will be enabled on the COOPERANET platform from February 25 to March 27, as a mechanism to receive and organize alternative text proposals from delegations.3 The use of the forum will be of a complementary nature and will not replace formal negotiations held in session. Proposals submitted through COOPERANET shall abide by the executive approach and the structuring by strategic lines, and they shall strive to ensure (i) maximum conciseness, (ii) clear instructions, and (iii) when possible, reference to the current/adjustment/new mandate type. Delegations should avoid submitting lengthy or conceptual texts that do not translate into enforceable decisions. The Chair and Vice-Chairs will circulate a revised version of the draft resolution incorporating the proposals and comments received from delegations as of March 27. Once formal negotiations begin during the session of April 7, delegations shall submit any additional proposals to the Secretariat in writing at least 72 hours in advance of the session at which they are to be presented, in order to facilitate their translation and distribution. During the formal meetings, the submitting delegations will have the opportunity to provide justification for their proposals.
D. Deadlines and informal consultations The deadline for submitting new proposed texts for inclusion in the draft omnibus resolution or, if applicable, in individual drafts shall be March 27, 2026. Delegations are encouraged to strictly adhere to the deadlines agreed upon, in accordance with the discipline of the Committee and to show consideration for those delegations that submit their proposals within the established deadline.
Delegations are encouraged to undertake informal consultations with interested delegations prior to submitting amendments at formal meetings, in order to facilitate consensus and make efficient use of the negotiating time. When there are divergent proposals on the same paragraph, the Chair shall instruct the proposing delegations to conduct informal negotiations and present a consensus proposal that will
form the basis for discussion at a formal meeting.
E. Inclusion of texts from other bodies and sectoral processes Texts that have been negotiated and agreed upon in permanent committees of CIDI, as well as those under the development pillar sent to CIDI by the Permanent Council, may be included in the omnibus resolution provided that they contribute to the executive nature of the text and do not entail the duplication of existing mandates. The Chair, with the support of the Secretariat, sha ll ensure that their incorporation is consistent with the format by strategic lines and with the established rules of conciseness.
F. Record of negotiations and substantive approach The negotiation of paragraphs will focus on the substance of the content. To facilitate the process, the Secretariat will preserve the paragraph numbering during the negotiations and adjust it, as necessary, once the final version has been agreed upon.4
The Secretariat will keep a record of the negotiations, taking into account the wording of the original proposals, in order to preserve the traceability and transparency of the process.
G. New mandates and costing In compliance with the current rules and procedures regarding mandates and their costing, new mandates must comply with the applicable template and guidelines and will be considered in accordance with the mechanisms approved by the competent bodies. The Chair may request specific technical assistance to guide the Committee in the correct identification and drafting of mandates and in the use of the template.
H. Negotiation meetings While the zero draft (“draft 0”) will be distributed to the delegations on February 24, the Chair will formally present the draft resolution at the Committee meeting scheduled for March 3. At that meeting, the general structure of the document will be explained and a first reading for information purposes will be made, to familiarize the delegations with the contents of the text.
Negotiations of the text are not planned to start at that meeting; instead, general comments
will be sought from those delegations wishing to do so. At the formal negotiation meetings, the Chair shall read out each paragraph in order to identify the extent to which the delegations are in agreement with it. If amendments or alternative or additional proposals have been presented, the Chair shall submit them to the Committee for its consideration and deliberation. The agenda of the relevant meeting will include the section of the resolution under consideration, in order to allow delegations to present their interventions. Likewise, the Chair will conduct a first reading of the paragraphs with a view to seeking agreement, followed by a second reading to review those paragraphs that remain pending or open. It should be noted that an estimated time of seven minutes will be allocated for this purpose, not including the time required by the Secretariat for the management of the paragraph.
I. Conclusion of the process The final meeting of the CPD for the negotiation of the draft omnibus resolution—and, if applicable, other resolutions—will be held in accordance with the approved schedule, to enable the Committee to present the texts to CIDI for its consideration and agreement and subsequent referral to the General Assembly. If there are paragraphs still pending agreement at the close of the negotiations, the CPD will convey the draft to CIDI as it stands.5
