WORK PLAN OF THE INTER-AMERICAN COUNCIL FOR

INTEGRAL DEVELOPMENT FOR JANUARY–JUNE 20261 /

(Approved during the meeting held on January 30, 2026)

A. INTRODUCTION This working paper is submitted for the consideration of the Inter-American Council for Integral Development (CIDI) with the objective of structuring and guiding a six-month cycle of monthly CIDI meetings devoted to energy security and related priority issues. The Work Plan responds to the evolving energy context in the Americas and is intended to guide policy dialogue, technical cooperation, and explore consensus building toward the establishment of the Energy Security Partnership of the Americas (ESPA).

B. GENERAL OBJECTIVE To guide dialogue among member states, promote technical cooperation, and foster consensus building over the course of a six-month cycle of monthly CIDI meetings given over to energy security, resilience, sustainability, regional integration, and energy transitions, including the diversification of the region’s energy mixes, approached from a perspective that prioritizes sustainability, the affordability of energy access, and cost efficiency.

The work plan also seeks to position CIDI, without prejudice to existing mechanisms, as a hemispheric political and technical forum for the comprehensive analysis of energy as a component of development, promoting energy policies that simultaneously contribute to economic growth, social inclusion, and the efficient use of resources, within a framework of hemispheric integration.

C. GUIDING PRINCIPLES The implementation of this work plan will be guided by the following principles:  Energy security as a pillar of hemispheric security  Resilience to the impacts of climate change, as well as to emerging climate, geopolitical and cyber risks  Interdependence and regional integration  Sustainability, inclusion, affordability and universal access to energy  The promotion of gradual energy transitions towards less carbon-dependent economies, based on the diversification of the energy matrix and energy efficiency  The transition towards more efficient energy systems

D. STRUCTURE AND PROCEDURE OF CIDI MEETINGS, FIRST HALF OF 2026

The work plan will cover six monthly regular CIDI meetings, each devoted to a specific topic and related subtopics, with clearly defined expected results. The meetings will serve as spaces for political dialogue, exchanges of national and regional experiences, and the generation of strategic guidelines for hemispheric energy cooperation.

E. PROPOSED SCHEDULE OF CIDI MEETINGS FOR JANUARY-JUNE 2026

Meetings will be held preferably on the last Tuesday of each month, and the topics have been defined sequentially in order to facilitate a progressive, structured dialogue among Member States on the priorities identified within the framework of this Work Plan. The proposed schedule does not include joint meetings with the Permanent Council, which, if deemed necessary, will be coordinated in due course with the Chair of that body. This schedule has been updated to include a commemorative session marking the thirtieth anniversary of CIDI (Concept Note: CIDI/INF.707/26: Español | English | Français | Português). b. Disaster preparedness, response, and recovery in the energy sector. c. Cybersecurity threats to energy systems and critical infrastructure. d. Good practices and lessons learned from recent disruptions in the region.

Expected results: a. Identification of priority energy resilience gaps by subregion

Subtopics: a. Regional electricity integration and interconnections.

b. Cross-border fuel supply chains and logistics. c. Regulatory harmonization and integration of electricity markets. d. Opportunities and risks associated with greater regional energy integration.

Expected results: a. Mapping of existing and potential regional and sub-regional energy integration initiatives.

Expected results: a. Identification of high-impact energy efficiency and diversification measures.

G. PRODUCTS EXPECTED AT THE END OF THE CYCLE At the end of the six-month cycle, the following products are expected:

1. Strategic guidance endorsed by CIDI on hemispheric energy cooperation.

2. Thematic inputs to inform the programmatic design of technical cooperation priorities.

3. Explore consensus-building among member states for the establishment of the Energy Security Partnership of the Americas (ESPA).
