The Inter-American Council for Integral Development (CIDI) held a regular meeting on January 30, 2026. Ambassador Edison Lanza, Permanent Representative of Uruguay to the Organization of American States and Chair of CIDI for the first half of 2026 presided over the meeting. The Council was also honored by the participation of the Secretary General of the Organization of American States, Mr. Albert R. Ramdin, who underscored in his remarks the centrality of economic development as a fundamental pillar of the Organization and highlighted the strategic role of CIDI as a hemispheric forum to translate shared priorities into concrete action ( CIDI/INF.702/26). In this regard, he reaffirmed the commitment of the General Secretariat to strengthen its engagement with the Council’s work and to actively support the advancement of a results-oriented development agenda for the peoples of the Americas. The decisions adopted by the Council, including the adoption of the order of business (CIDI/OD-166/26 rev. 2 English| Español | Français | Português), the adoption of the CIDI Work Plan for January–June 2026 (CIDI/doc.473/26 rev. 2 English| Español | Français | Português), the adoption by acclamation of the declaration marking International V olunteer Day for Economic and Social Development, as well as the taking note of the 2025 Annual Report of the Executive Secretariat for

Integral Development (CIDI/doc.472/25 English | Español | Français | Português), are reflected in document CIDI/DE.39/26 (English |Español). This document refers to the guidelines given by CIDI to the Secretariat to follow up on the cooperation opportunities identified during the dialogue on energy security, as well as the contributions made by member states in the framework of the commemoration of volunteering and the presentation of SEDI programmatic instruments. THEMATIC DIALOGUE The CIDI Work Plan for the first half of 2026 focuses the dialogue on the general theme “Energy Security as a Catalyst for Sustainable Development and Economic Prosperity in the Americas.” This series of discussions opened at the regular meeting of January 30. In the opening remarks, the chair underscored the interdependence between economic development, democratic legitimacy, and institutional stability, noting that energy security was a strategic component for strengthening regional competitiveness, attracting investment, and consolidating resilient production chains. To frame the dialogue, the Director of the Department of Sustainable Development presented a regional overview (CIDI/INF.701/26), which included:  A multidimensional definition of energy security (reliability, affordability, sustainability, and resilience)  The need to strengthen critical infrastructure in the face of natural disasters and emerging risks2 -  Renewable energy potential, energy transition, and critical minerals  The importance of promoting public-private partnerships and hemispheric cooperation Subsequently, the Chair invited delegations to focus their remarks on:

1. National energy security priorities;

2. The main structural and regulatory challenges;

3. Regional cooperation opportunities;

4. The role that the OAS could play in articulating hemispheric efforts During the exchange, the delegations highlighted, among other elements:  The need to clarify the conceptual scope of the term “energy security,” avoiding overlap

with other bodies of the system.  The importance of having clear mandates and defined resources for new initiatives.  The linkage of the topic with the Tenth Summit of the Americas  The relevance of strengthening predictable regulatory frameworks that promote investment  The strategic role of the private sector in energy innovation and expansion  The just and sustainable transition approach in the context of the climate crisis. POTENTIAL OPPORTUNITIES FOR COORDINATION AND JOINT ACTION IDENTIFIED DURING THE DIALOGUE Topic Coordination potential / Joint action Strengthening regulatory frameworks Exchange of best practices on regulatory predictability and facilitation of energy investments. Resilient infrastructure Technical cooperation for vulnerability assessment and modernization of electrical networks. Energy transition Exchange of experiences on diversification of the energy matrix and renewable energies. Critical minerals Exploration of regional value chains linked to the energy transition. Public-private partnerships Development of hemispheric spaces for structured dialogue between the public and private sectors. Regional integration Analysis of electrical interconnections and shared energy corridors. COMMEMORATION OF INTERNATIONAL VOLUNTEER DAY FOR ECONOMIC AND SOCIAL DEVELOPMENT At the request of the delegation of Ecuador, and with the co-sponsorship of Brazil, Canada, Chile, Colombia, Costa Rica, the Dominican Republic, El Salvador, Guatemala, Panama, Peru, Suriname, and Uruguay, the Council commemorated International V olunteer Day for Economic and Social Development, in accordance with document CIDI/INF.694/26 rev. 1English| Español | Français | Português3The chair stressed that volunteer service was an essential tool for economic and social development, particularly in contexts of inequality, institutional fragility, and crisis response, as it complemented public policies and strengthened the social fabric. Invited panelists emphasized the transformative nature of volunteer service, particularly in women’s economic empowerment, productive capacity-building, financial autonomy, and community resilience.

It was also noted that, in countries with consolidated methodologies, the contribution of volunteering could represent between 1.5% and 3% of GDP, demonstrating its economic dimension as well as its social impact. During the exchange among delegations, substantive interventions were made that enriched the debate. They would jointly determine concrete and feasible next steps. At the end of the six-month period, the Secretariat would report to the IACD Management Board and CIDI on the cooperative actions taken as a result of the policy dialogue.
