SISTEMAS ENERGÉTICOS RESILIENTES FRENTE A UN PANORAMA DE RIESGOS CAMBIANTE [ Biografías de los panelistas invitados]Juan Santiago CEO & Founder, Santex Juan Santiago is the founder and CEO of Santex Group, a global technology company. Santex was established in 1999 in San Diego, California, with the aim of solving human, business, and community challenges through technology. Operating in over 18 countries with approximately 500 team members across 100 cities, Santex proudly maintains a carbon-neutral footprint. In 2012, Juan founded Incutex, the first “Company Builder” for tech startups in LATAM. Since 2017, he has led Kalei Ventures, a venture capital fund based in Silicon Valley focused on propelling Latin American talent toward global leadership. Juan is known for his ability to anticipate the future needs of the businesses and ecosystems he partners

with and for leading high-impact projects. He envisions the entrepreneur of the future as someone who places social responsibility and sustainability at the core of their business strategies. This, he believes, will make their products, projects, and decisions sources of significant economic, human, and environmental impact. Juan’s vision deeply influences all his endeavors. In addition to his role at Santex, he actively participates in numerous boards of institutions focused on economic, social, and public-private innovation, both locally and nationally, where he promotes this vision. Demonstrating his commitment to social transformation, in 2022, Juan founded the Technology with Purpose Foundation. The nonprofit organization is dedicated to addressing social issues by creating opportunities through technology, establishing inclusive spaces, and providing technical training to vulnerable populations. Some examples of the Foundation’s initiatives include reducing the gender gap and facilitating access to a network of specialized mentors. Juan is actively engaged in intellectual forums that explore the profound and complex changes driven by the most disruptive technological revolution since the dawn of the internet: Artificial Intelligence. Recently, he co-founded AI League For Good, a think tank that brings together experts from diverse fields. Their objective is to assess the threats and opportunities AI presents and foster constructive discussions and debates on the ethical and moral implications of its applications in different contexts. Juan believes that achieving great things requires taking risks, challenging the status quo, working intelligently, and choosing the right people for the tasks at hand. Juan es reconocido por su capacidad para anticipar las necesidades futuras de las empresas y ecosistemas con los que colabora, así como por liderar proyectos de alto impacto. Visualiza al emprendedor del futuro como alguien que sitúa la responsabilidad social y la sostenibilidad en el centro de su estrategia empresarial. Considera que este enfoque convierte a los productos, proyectos y decisiones en fuentes de impacto económico, humano y ambiental significativo. Esta visión influye profundamente en todas sus iniciativas. Además de su rol en Santex, participa activamente en diversos consejos directivos de instituciones orientadas a la innovación económica, social y público-privada, tanto a nivel local como nacional, donde promueve esta visión. En demostración de su compromiso con la transformación social, en 2022 Juan fundó la Technology with Purpose Foundation . Esta organización sin fines de lucro se dedica a abordar problemáticas sociales mediante la creación de oportunidades a través de la tecnología, el establecimiento de espacios inclusivos y la provisión de formación técnica a poblaciones vulnerables. Entre sus iniciativas se destacan acciones orientadas a reducir la brecha de género y facilitar el acceso a redes de mentores especializados.

Juan también participa activamente en foros intelectuales que analizan los profundos y complejos cambios impulsados por la revolución tecnológica más disruptiva desde el surgimiento de Internet: la Inteligencia Artificial. Recientemente, cofundó AI League For Good , un centro de pensamiento que reúne a expertos de diversos ámbitos con el objetivo de evaluar las amenazas y oportunidades que presenta la IA y fomentar debates constructivos sobre las implicaciones éticas y morales de sus aplicaciones en distintos contextos. Juan sostiene que lograr grandes resultados requiere asumir riesgos, desafiar el statu quo, trabajar con inteligencia y seleccionar a las personas adecuadas para cada desafío. Su trayectoria no es lineal, sino que constituye un ecosistema de conocimiento, personas, industrias diversas y múltiples interrogantes. - - 3Victorio Oxilia Dávalos, PhD Professor, Polytechnic Faculty of the Universidad Nacional de Asunción, and former Executive Secretary of OLADE Victorio Oxilia Dávalos, PhD, is a Professor at the Polytechnic Faculty of the National University of Asunción and a Researcher with the Green Technologies Research Group (GITV). He is a member of Paraguay’s National Council for Science and Technology (CONACYT), Director of the business consultancy ESENERG, and former Executive Secretary of the Latin American Energy Organization (OLADE), headquartered in Quito, Ecuador. Dr. Oxilia Dávalos served as Executive Secretary of the Latin American Energy Organization (OLADE) from 2011 to 2014. Prior to that, he held senior executive positions within the Government of Paraguay, including at the Vice Ministry of Mines and Energy and at the National Council for

Science and Technology (CONACYT). He has directed and developed numerous national and regional energy-sector projects in the areas of energy policy and planning, energy integration, sustainable energy development, and climate change, supported by both international and national funding agencies. He currently serves as General Coordinator of the Research Center on Natural Resources and Energy and as a full-time Research Professor within the Green Technologies Research Group (GITV) at the Polytechnic Faculty of the National University of Asunción. He is also a member of the Scientific Society of Paraguay. Representing the private sector, he serves on the Strategic Committee of BECAL (Carlos Antonio López Scholarships) and was appointed by the President of the Republic of Paraguay as a full member of the National Council for Science and Technology (CONACYT), representing the Ministry of Economy and Finance. Dr. Oxilia Dávalos has delivered lectures in more than 32 countries across Latin America, the Caribbean, the United States, Europe, Asia, and Africa, and has published in international journals and conference proceedings. Antes de ello, se desempeñó en altos cargos ejecutivos en el gobierno paraguayo, tanto en el Viceministerio de Minas y Energía, como en el Consejo Nacional de Ciencia y Tecnología – CONACYT. Ha dirigido y elaborado diversos proyectos nacionales y regionales del sector energético en las áreas de políticas y planificación energética, integración energética y desarrollo sostenible de la energía y cambio climático, con financiamiento de organismos internacionales y nacionales. Actualmente, es Coordinador General del Núcleo de Investigación en Recursos Naturales y Energía y Docente Investigador de Tiempo Completo en el Grupo de Investigación en Tecnologías Verdes (GITV) de la Facultad Politécnica de la Universidad Nacional de Asunción. Es Miembro de la Sociedad Científica del Paraguay. Es miembro, por parte del sector privado, del Comité Estratégico de BECAL (Becas Carlos Antonio López) y fue designado por el Presidente de la República del Paraguay Miembro Titular del Consejo Nacional de Ciencia y Tecnología - CONACYT, en representación del Ministerio de Economía y Finanzas. Ha dictado conferencias en más de 32 países de América Latina, Caribe, Estados Unidos de América, Europa, Asia y África; y posee publicaciones en revistas y anales de congresos internacionales. En el ámbito privado es Socio Fundador y Director de la asociación de profesionales Estrategias Energéticas para un Desarrollo Sustentable (ESENERG), con sede en Asunción, y Fundador del Centro Paraguayo de Relaciones Internacionales (CEPARI). -
