[ Biographies of Guest Speakers]Alfonso Blanco Director, Programa de Transición Energética y Clima, Inter-American Dialogue Alfonso Blanco es Director del Programa de Transición Energética y Clima del Inter-American Dialogue y un reconocido experto en políticas energéticas y climáticas en América Latina y el Caribe. Se desempeñó como Secretario Ejecutivo de la Organización Latinoamericana de Energía (OLADE) entre 2017 y 2023, donde impulsó la descarbonización de los sistemas energéticos de la región y apoyó iniciativas como RELAC para el aumento de energías renovables. Previamente, lideró la estrategia nacional de Uruguay en eficiencia energética y generación a partir de biomasa, contribuyendo a que el país alcanzara más del 98% de generación eléctrica

renovable. Ha asesorado a organismos internacionales como el Banco Mundial, BID, CAF y Naciones Unidas en temas de política energética, cambio climático y desarrollo sostenible. Cuenta con formación en ingeniería, economía, un MBA y un certificado en políticas públicas de la Harvard Kennedy School. / Alfonso Blanco Director, Energy Transition & Climate Program, Inter-American Dialogue Alfonso Blanco is Director of the Energy Transition & Climate Program at the Inter-American Dialogue and a recognized expert in energy and climate policy in Latin America and the Caribbean. He served as Executive Director of the Latin American Energy Organization (OLADE) from 2017 to 2023, where he advanced regional decarbonization efforts and supported initiatives such as RELAC to expand renewable energy. Previously, he led Uruguay’s national strategy on energy efficiency and biomass-based generation, contributing to the country achieving over 98% renewable electricity generation. Blanco has advised international organizations including the World Bank, IDB, CAF, and the United Nations on energy policy, climate change, and sustainable development. He holds degrees in engineering and economics, an MBA, and a certificate in public policy from Harvard Kennedy School.- 2Dr. Marcelino Madrigal Jefe de la División de Energía Banco Interamericano de Desarrollo (BID) Marcelino Madrigal, ciudadano mexicano, es jefe de la División de Energía del Banco Interamericano de Desarrollo (BID). El Dr. Madrigal cuenta con más de veinte años de experiencia en formulación de políticas energéticas, regulación, mercados de energía y movilización de financiamiento para el desarrollo. A lo largo de su carrera, ha trabajado con agencias públicas y empresas energéticas en más de 20 países de América Latina, Asia, África, Caribe y Medio Oriente. Antes de incorporarse al BID, acumuló más de una década de experiencia internacional en el Banco

Es ingeniero electricista por el Instituto Tecnológico de Morelia y obtuvo los grados de Maestría y Doctorado en ingeniería eléctrica por la Universidad de Waterloo, en Canadá. También ha participado en el ámbito académico como investigador y docente. / Marcelino Madrigal, a citizen of Mexico, is the Energy Division Chief at the Inter-American Development Bank (IDB). Mr. Madrigal has over 20 years of experience in energy policy, regulation, energy markets, and development finance mobilization. Throughout his career, he has supported public agencies and energy companies in more than 20 countries across Latin America, Asia, Africa, the Caribbean, and the Middle East. Before joining the IDB, he spent over a decade in international roles at the World Bank and in government institutions, advising on regulatory reforms, energy sector modernization, and transport electrification. In Mexico, he held leadership positions in government, including serving as Commissioner at the Energy Regulatory Commission during the implementation of the 2013 energy reform. Dr. Madrigal has participated in international networks such as the Ibero-American Association of Energy Regulators and served as Vice Chair of the World Forum on Energy Regulation. He holds a degree in electrical engineering from the Instituto Tecnológico de Morelia and earned his
