I. BACKGROUND The Inter-American Council for Integral Development (CIDI), created with the entry into force of the Protocol of Managua in 1996, is the inter-American system’s main political forum for dialogue, cooperation, and coordination of public policies in pursuit of integral development in the Americas.

For three decades, CIDI has brought the member states of the Organization of American States together around a broad and diverse agenda that encompasses essential areas for the development of the Hemisphere’s societies, such as education, culture, science and technology, social development, sustainable development, labor, tourism, ports, micro, small and medium-sized enterprises, and development cooperation. Through its different sectoral and ministerial processes, CIDI has facilitated exchanges of experiences, the creation of hemispheric initiatives, and the strengthening of institutional capacities, thus making a concrete contribution to promoting integral development and overcoming poverty in the Americas. In that context, the 30th anniversary of CIDI’s creation in 2026 offers a strategic opportunity to reflect on the achievements made, highlight the value of inter-American policy dialogue on development, and showcase the Council’s role in addressing emerging challenges in the Hemisphere. The commemoration of this anniversary also offers an opportunity to reaffirm the member states’ commitment to integral development as one of the Organization’s pillars and to highlight the role of CIDI as a privileged forum for political coordination in this area. PURPOSE OF THE EVENT To commemorate the 30th anniversary of the Inter-American Council for Integral Development by means of a high-level political dialogue that showcases its contributions to development in the Americas, strengthens its position within the inter-American system, and promotes hemispheric reflection on future integral development priorities and challenges.

III. FOCUS OF THE EVENT The theme for the commemorative meeting will be “Integral Development in Action: Dialogue, Cooperation, and Results,” and it will be organized as a series of high-level talks between representatives of the member states, experts, and strategic partners.

The event will combine institutional interventions, thematic panel sessions, and audiovisual presentations that will construct a dynamic narrative about CIDI’s evolution and contributions to the Hemisphere’s integral development. This approach aims to highlight how CIDI interconnects the different sectoral processes that constitute the Organization’s development pillar, facilitating venues for political dialogue, exchanges of experiences, and the forging of partnerships in pursuit of concrete results for the member states.

IV. STRUCTURE OF THE PROGRAM The meeting will have an institutional opening session, followed by a series of high-level thematic discussions interspersed with audiovisual presentations highlighting experiences, programs, and results from the Organization’s development pillar.  Institutional opening session The session will feature remarks from high-level authorities of the inter-American system and

the member states, including:  The Chair of CIDI  The Secretary General of the OAS  Invited high-level sectoral authorities In addition, a commemorative video on CIDI at 30 will be shown, to provide a historical overview of the Council’s evolution and contributions to integral development in the Americas.  Thematic dialogue panel sessions The program will include three thematic conversations at which strategic areas for integral development will be discussed.- 31. 2. Education, skills, and the future of work This panel session will explore how education, capacity-building, and human talent development are key elements in creating societies that are more inclusive, resilient, and prepared for the challenges of the future.

3. Strategic partnerships for development The third panel session will focus on the role of strategic partners—including multilateral development banks, permanent observer states, and other actors—in promoting cooperation initiatives to strengthen the Hemisphere’s integral development agenda.

V. EXPECTED OUTCOMES The aims of the Special Commemorative Meeting of CIDI are:  To showcase CIDI’s historical contribution to integral development in the Americas.  To reaffirm the member states’ political commitment to inter-American cooperation for development.  To strengthen CIDI’s position within the inter-American system.  To promote a substantive policy dialogue on emerging integral development challenges.  To identify opportunities for cooperation with strategic partners.

The event is also part of a broader series of activities to commemorate CIDI’s 30th anniversary, including institutional outreach initiatives, audiovisual productions, a historical exhibition, and a commemorative publication, all intended to highlight the Council’s impact on development in the Hemisphere. This commemorative event is also intended to contribute to the process of hemispheric reflection on integral development that will continue at the fifty-sixth regular session of the General Assembly of the Organization of American States, to be held in Panama in June 2026, at which the

member states will be able to further pursue a political dialogue on strengthening CIDI and its role in the hemispheric development agenda.
