Original: Spanish Virtual Format PRELIMINARY DRAFT HEMISPHERIC DECLARATION ON EDUCATION “Towards Resilient Education Systems in Contexts of Change” (Includes comments received from member states by March 27, 2026) WE, THE MINISTERS AND HEADS OF DELEGATION PARTICIPATING IN THE TWELFTH INTER-AMERICAN MEETING OF MINISTERS OF EDUCATION OF THE INTERAMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT OF THE ORGANIZATION OF

AMERICAN STATES (OAS), MET ON JULY 21 AND 22, 2026:

CONSIDERING:

1. That in February 2015, resolution CIDI/RME/RES. 1/15 rev. 1 was adopted, which entrusted the Inter-American Committee on Education (CIE) with the development of an InterAmerican Educational Agenda (IEA);

2. That in February 2017 during the Ninth Meeting of Ministers of Education held in The Bahamas, it was resolved to "adopt and implement the Inter-American Education Agenda (IEA)," for a five-year period through the Declaration of The Bahamas, CIDI/RME/DEC. 1/17 rev. 1;

3. That, the Eleventh Inter-American Meeting of Ministers of Education held in November 2022, adopted the Inter-American Education Agenda 2022-2027 (CIDI/RME/doc.6/22

rev. 2);

4. That during the Eleventh Inter-American Meeting of Ministers of Education, the Hemispheric Action Plan for Education entitled "Towards the Construction of a New Hemispheric Educational Pact in Contexts of Change" , was approved, which defined the following as priority areas: 1) a systemic approach to building resilient education systems and; 2) an inter-sectoral agenda; continuing the lines of work of the Antigua and Barbuda 2019 Plan of Action "Inter-American Education Agenda: building sustainable partnerships through cooperation, with a renewed focus on education and skills development for better citizenship";

5. That the 2022-2025 Work Plan of the Inter-American Committee on Education (CIE) was approved by the Committee on Partnership for Development Policies of the Inter-American Council for Integral Development (CIDI) at its regular session held on June 6, 2023;

6. That, the General Assembly of the Organization of American States (GA/OAS) in its resolution AG/RES. 3004 (LIII-O/23), adopted on June 23, 2023, instructed the General Secretariat “to present, in accordance with Chapter VI of the Inter-American Democratic Charter, "Promotion of a Democratic Culture," (...), through the Executive Secretariat for Integral Development (...) an2integrated and updated work plan that reflects the goals and objectives contained in AG/RES. 2732

(XLII-O/12) “Education on Human Rights in Formal Education in the Americas”, and the “InterAmerican Program on Education for Democratic Values and Practices”;

7. That at the Second Special Meeting of the Inter-American Committee on Education

(CIE), held virtually on October 10, 2023, the Ministers of Education of the Americas instructed the Technical Secretariat to include the Program referred to in the mandate of resolution AG/RES. 3004

(LIII-O/23) "Strengthening Democracy" adopted on June 23, 2023 in the CIE Work Plan for the period 2022-2025;

8. That the 2022-2025 Work Plan of the Inter-American Committee on Education (CIE)

(CIDI/CIE/RPA/doc.17/23 rev.3 corr.1 ) was approved by the Inter-American Council for Integral Development (CIDI) at its regular meeting held on June 14, 2024;

TAKING INTO ACCOUNT:

9. That Article 48 of the Charter of the OAS states that: “The Member States will cooperate with one another to meet their educational needs, to promote scientific research, and to encourage technological progress for their integral development. They will consider themselves individually and jointly bound to preserve and enrich the cultural heritage of the American peoples”;

10. That Article 16 of the Inter-American Democratic Charter states: “Education is key to strengthening democratic institutions, promoting the development of human potential, and alleviating poverty and fostering greater understanding among our peoples”;

11. That by resolution, AG/RES. 2998 (LIII-O/23), “Strengthening the Inter-American Council for Integral Development”, adopted on June 22, 2023, the GA/OAS reiterated the “the priority of promoting integral development among the member states as one of its essential pillars, together with partnership for development in the economic, social, educational, cultural, environmental, scientific, and technological fields, in order to contribute to building resilience and eliminating extreme poverty and inequality, including gender inequality”; The delegation of the United States proposes deleting preambular paragraph 11 11.That by resolution, AG/RES. 2998 (LIII-O/23), “Strengthening the Inter-American Council

for Integral Development”, adopted on June 22, 2023, the GA/OAS reiterated the “the priority of promoting integral development among the member states as one of its essential pillars, together with partnership for development in the economic, social, educational, cultural, environmental, scientific, and technological fields, in order to contribute to building resilience and eliminating extreme poverty and inequality, including gender inequality”;

12. That by resolution AG/RES. 3013 (LIV-O/24) "Advancing Hemispheric Initiatives on Integral Development: Promoting Resilience," adopted on June 27, 2024, the GA/OAS recognized "the process carried out to achieve consensus on objectives, needs and concerns that affect the region on issues of pedagogy; educational continuity; teacher training articulated among the countries of the region; use of new technologies in education; and the relationship between education, employment and the development of the countries”;

13. That the Tenth Regular Meeting of the CIE, held in November 2024, approved resolution CIDI/CIE/RES. 1/24 "Methodology for developing and implementing the work plan of the3Inter-American Committee on Education", which adopted the methodology presented in document CIDI/CIE/doc.5/24, which describes various phases of the process of collective construction of the CIE work plan as a mechanism to respond to the commitments and priorities defined in the 2022-2027 InterAmerican Educational Agenda. The Technical Secretariat was also tasked with “making visible through various means the progress made in executing the CIE Work Plan 2022–2025, with a view to establishing a solid foundation for follow-up and defining the next Work Plan 2025–2028”;

14. That the Tenth Regular Meeting of the CIE reaffirmed the [USA: principle s of collaboration, intersectoriality, and interculturalism that guide the IEA, and highlighted opportunities

for dialogue as a key pillars ] of the methodology for developing and implementing the CIE Work Plan; 15. [ME: REAFFIRMING the commitment to [USA: global objectives and goals that support global cooperation] and the definition of specific hemispheric actions for their successful implementation;

RECOGNIZING:

16. That education is a human right and as such a mandatory commitment of the State

17. The importance of strengthening inter-agency cooperation [US: and intersectoriality] as a key to ensuring a comprehensive and sustainable approach to school environments;

18. That the Ministries of Education of the OAS member states, through various forums for dialogue, have asserted the relevance of lifelong learning processes to achieve [USA: high sustainable, quality, and equitable education on a lasting basis for all ]in the Americas, with a special focus on strengthening resilient education systems that can effectively respond to and manage emerging challenges in contexts of change;

19. The important role that the Organization of American States plays as a reliable and secure space for sharing experiences, the strengthening of public policies, and decision-making to achieve actions that promote educational continuity and highlight existing knowledge in the Americas, thereby fostering the development of initiatives that transcend local circumstances and achieve a hemispheric impact;

20. That it is essential to maintain direct contact between the departments of the ministries of education of the member states and the Organization, in order to share, build, and redefine responses that are adapted to local contexts and that foster their sustainability over time.

WE DECLARE:

1. To make progress in strengthening resilient, effective, and rapid-response education systems that facilitate educational continuity and promote quality education in changing contexts.- 42. To instruct the CIE to strengthen, with the support of the Working Groups, the mechanisms for implementing the Inter-American Education Agenda 2022-2027, promoting the

systems that facilitate educational continuity and promote quality education in changing contexts.- 42. To instruct the CIE to strengthen, with the support of the Working Groups, the mechanisms for implementing the Inter-American Education Agenda 2022-2027, promoting the sustainability of the processes generated with the ministries of education in terms of the different priority areas and the thematic lines established therein, which will be reflected in concrete actions for implementation in the Plan of Action and the Work Plan of the Inter-American Committee on Education (CIE) 2025-2028.

3. To implement a Plan of Action based on this Declaration and on the work carried out during the Twelfth Inter-American Meeting of Ministers of Education with the commitment to prioritize the allocation of the necessary funding based on each country's resources.

4. To initiate the process of developing the 2025-2028 work plan in accordance with the processes established for the ministerial cycle and using the methodology adopted during the Tenth Regular Meeting of the CIE to guide the activities of the CIE during that period with a view to preparing for the Thirteenth Inter-American Meeting of Ministers of Education, to be held in 2028.

5. To maintain our commitment to achieving the Sustainable Development Goals

(SDGs), espoused by the member states of the United Nations with specific emphasis on SDG 4 which states "ensure inclusive and equitable quality education and promote lifelong learning opportunities for all". 1 / The United States delegation suggests deleting operative paragraph 5: [5: To maintain our commitment to achieving the Sustainable Development Goals (SDGs), espoused by the member states of the United Nations with specific emphasis on SDG 4 which states "ensure inclusive and equitable quality education and promote lifelong learning opportunities for all".]

6. To expand existing collaboration so as to optimize countries’ capacities to generate opportunities and ensure the continuity of education for all within the framework of the Hemispheric

Action Plan for the Continuity of Education (PHACE).

7. To urge member states to highlight the 25 years since the creation of the CIE as a reliable forum for discussion and constant dialogue regarding the educational systems of the Americas.

8. To task the CIE with continuing to implement the Inter-American Education Agenda 2022-2027 with the support of the Working Groups that were established in accordance with the prioritized mandates for the development of the IEA, laying the groundwork for the Inter-American

Education Agenda 2027-2032.

9. To thank the Government of Argentina for its commitment and leadership in promoting the inter-American dialogue on education within the framework of the work of the CIE during the 2021-2024 period.

1 . Argentina distanced itself from the 2030 Agenda and the SDGs since it is a non-binding agreement and given its rights as a sovereign nation, and consequently cannot support the following article.- 510. To reaffirm the commitment assumed by the Ministers of Education of Ecuador, Colombia, and the Dominican Republic who, as authorities of the CIE, will promote dialogue mechanisms for the construction of the Inter-American Education Agenda 2027-2032.

11. To convene the Thirteenth Inter-American Meeting of Ministers of Education within the framework of the Inter-American Council for Integral Development, to be held in the month of _______ in 2028.
