Working Group 2 Enhancing Institutional Capacity for Capturing and Communicating Development Needs April 2026

I. INTRODUCTION

On April 20, 2026, Working Group 2 convened to assess progress under its mandate and advance discussions on strengthening institutional mechanisms for identifying, communicating, and addressing Member States’ development needs. The meeting focused on improving coherence between ministerial processes and technical cooperation, while reinforcing tools, methodologies, and partnerships that support effective development cooperation across the Hemisphere.

II. KEY ACHIEVEMENTS AND PROGRESS

1. Advancing the Link Between Ministerial Processes and Cooperation A central outcome of the meeting was the recognition of a structural gap between: - Policy dialogue in ministerial forums; and - The generation of concrete cooperation outcomes.

To address this, Member States agreed on the need to: - Institutionalize mechanisms linking ministerial discussions to cooperation initiatives. - Ensure that ministerial participation leads to tangible benefits; and - Introduce structured entry points for cooperation throughout the ministerial cycle.

2. Proposed Framework for Integration The Secretariat presented a comprehensive framework to embed cooperation into the different phases of ministerial processes: - Upstream Engagement: Early input collection and circulation of priorities - Preparatory Phase: Consolidation of cooperation opportunities - Negotiation Phase: Integration into draft outcomes - Ministerial Stage: Presentation of cooperation options at the political level - Follow-up: Alignment and tracking of implementation2This proposal was positively received and will be further refined through Member State feedback.

3. Strengthening Cooperation Platforms (CooperateNet) Significant progress is underway to modernize CooperateNet into a dynamic regional cooperation platform. The Technical Cooperation Section Chief indicated that she will provide

4. Improving Identification of Development Needs The Working Group emphasized the importance of capturing needs at the national, sectoral, and subnational levels.

It was agreed that Jamaica will share its good practices. Other Member States are welcomed to do the same.

Next steps will include: - Development of a standardized needs assessment framework; and - Organization of webinars and peer-learning exchanges

5. Enhancing Data, Reporting, and Information Systems Member States identified persistent challenges related to fragmented reporting systems.

Priority actions include harmonizing reporting frameworks; standardizing data collection methodologies; and promoting interoperability across systems.

6. Strengthening Partnerships The Working Group reaffirmed the importance of engagement with regional mechanisms (e.g., CARICOM, SICA); development partners and donors; and other international organizations.

Efforts will focus on: Better coordination; expanding South-South and triangular cooperation; and aligning resources with identified needs.

III. CONCLUSIONS

Working Group 2 has made meaningful progress in advancing its mandate. There is strong consensus among Member States on the need to: - Integrate cooperation more effectively into ministerial processes. - Revamp CooperaNet. - Develop standardized tools for needs assessment and reporting; and - Strengthen partnerships and coordination mechanisms

As Chair, Haiti reaffirms its commitment to guiding this Working Group toward concrete, actionable outcomes that strengthen the effectiveness, responsiveness, and impact of cooperation across the Americas.
